The Public Governance Directorate (GOV) supports countries to promote good governance through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth. GOV is launching a recruitment campaign for positions in the  Regulatory Policy Division. The Regulatory Policy Division (REG) serves as the Secretariat of the Regulatory Policy Committee and carries out its programme of work. REG works with member and non-member countries to support the implementation of good regulatory practices.

We are looking to recruit one or more positions at the A2/3 level for the work streams mentioned below.  

General responsibilities

Research, Policy Analysis and Drafting

• Conduct research and qualitative and quantitative analysis to contribute substantively to the reviews at the national and/or subnational levels and in specific sectors.

• Formulate sound policy assessments and proposals, taking into account good practices, comparative data, benchmarks and indicators in OECD countries.

• Participate in and conduct country peer review projects of members and non-member countries.

• Contribute to the Division's understanding of and capacity to comment on emerging issues relevant to the challenges of good public governance, regulatory policy and inclusive economic growth.

• Collaborate, within the Organisation, on multi-disciplinary horizontal work.

• Develop materials and tools based on comparative analysis, data and indicators that policy makers can use for benchmarking their strategies, policies and practices.

Co-ordination and Management

• Ensure timeliness and a high level of analytical and editorial quality in the preparation and publication of OECD documents.

  • Co-ordinate effectively specific country projects in liaison with the head of unit.

• Contribute to the overall development and help with the implementation of the Division's Programme of Work.

• Be an effective member of multidisciplinary teams of experts and/or peer review processes.

Specifically for VC funded projects

• Contribute to and/or lead the drafting project proposals and budgets for projects financed by voluntary contributions, liaising with potential donors and potential beneficiaries/counterparts

• Assist in leading/co-ordinating VC-funded projects, including managing preparation and delivery of outputs, ensuring timetables are prepared and managed, and deadlines are kept,  identifying/procuring and supervising external consultants, etc. liaising with donors and counterparts/representatives of the beneficiary country, preparing contracts, drafting progress reports, organising conferences and workshops, etc.

Liaison, Dissemination and Representation

• Assist in the preparation of missions, international workshops and other peer-driven capacity-building initiatives in specific countries, including provision of operational and logistical support

• Liaise with country officials

• Design and deliver high quality capacity building activities such as seminars and workshops to a variety of audiences (policy analysts and senior public officials).

• Represent the Division at meetings and conferences involving policy makers and practitioners and representatives of Civil Society Organisations.

• Establish and maintain professional contacts and build networks with officials in national administrations, researchers, CSOs, other international organisations, and member country Delegations.

Specific requirements

Regulatory Policy Outlook and the Indicators of Regulatory Policy and Governance

  • Experience with cross-country comparable policy indicators and scorecards would be an asset
  • Very good quantitative and qualitative research and analytical skills
  • proven track record in the preparation of analytical work and excellent drafting skills
  • A good understanding of regulatory policy.
  • Knowledge of forefront policy areas, such as behavioural insights and agile regulatory governance would be an asset.
  • experience with regulatory management tools would be an asset

Global Relations on Regulatory Policy and Governance

  • Strong experience in working with non-member countries on regulatory policy and reform.
  • Strong experience and proven track record in co-ordinating working groups and policy networks composed of officials from OECD member and non-member countries.
  • Excellent knowledge of regulatory policy priorities and challenges in Southeast Asia
  • Experience in working in the MENA region.

Regulatory Delivery, Technical Regulations, Implementation of Regulatory Reform (one of the positions will be permanently based in Italy)

  • Demonstrated experience and expertise in assessing and understanding regulatory systems, including the interplay between regulatory design and formal rules, institutions, methods/tools, practices, regulatory mechanisms (permits, licenses, inspections) etc. is crucial;
  • Specific experience and expertise relating to regulatory inspections would be a major asset;
  • Hands-on experience with designing and leading reform work would be a major advantage;
  • Knowledge of technical regulation issues in one or several sectors would be an additional asset (e.g. food safety, environmental protection, occupational health and safety, etc.);
  • Experience working in one at least of the following countries would be an asset\: Italy, Greece, Lithuania, Netherlands.
  • For the position in Italy\: fluent spoken and written Italian is indispensable.

Ideal candidate’s profile

Academic Background

  • An advanced university degree (Master level) in public administration, public policy, economics, political economy, public law or a related discipline.

Professional Experience

  • A minimum of three to five years of experience in research and analysis in the domain of regulatory policy (i.e. regulatory reform, regulatory systems and delivery, etc.) in a national government, academic institution, civil society organisation and/or an international institution.
  • Experience in dealing with multiple stakeholders, organisation of events and missions, horizontal activities in an international context.
  • Experience in dealing with policy makers and administrative authorities at national and local levels.
  • Proven track record in presenting highly technical subject, in writing as well as orally, to high level officials and opinion leaders.
  • Experience in positions exposed to the political implications of policy recommendations, would be an advantage.

Languages

  • Excellent communication skills so as to communicate technical and complex issues clearly and concisely in a compelling manner to a wide range of audiences
  • A proven capacity to produce papers, including for publication, that are cogent, concise and in a style attractive and accessible to senior officials working in a highly political environment
  • Excellent knowledge of one of the two official languages of the Organisation (English and French) and very good drafting ability in that language. Good working knowledge of the other official language. Knowledge of other OECD languages would be an advantage.

Contract Duration

Thirteen-months fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 6,415 EUR or 7,915 EUR, plus allowances based on eligibility, exempt of French income tax.
