MANDATE OF THE DEPARTMENT:
The UNAIDS Myanmar Country Office provides leadership and coordinates the expanded UN system response in Myanmar towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Myanmar Country Office scales up HIV services focused on key populations, and other groups living with or at risk of HIV (I.e. women and girls in all their diversity, people with disabilities, indigenous peoples) and in locations most at risk. The UNAIDS Myanmar Country Office promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Myanmar. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, human rights and social justice mechanisms, and gender transformative approaches, and provides intellectual support and technical guidance as necessary to partners, communities, civil society organizations and policymakers.

UNAIDS Myanmar Country Office is supporting the coordination of the national HIV response in Myanmar. Bringing together the efforts of UN agencies, bilateral development partners, international and national NGOs, community‐based organizations under the leadership of the National AIDS Programme, Ministry of Health. UNAIDS Myanmar Country Office provides advocacy and technical support with a view to reaching the fast-track strategy to end the AIDS epidemic by 2030. With the support of Access to Health Fund (ACCESS), CDC and USAID, UNAIDS Myanmar Country Office provides technical assistance for establishing programmes and implementing programmes to address inequalities and reduce vulnerabilities of people living with and affected by HIV, key populations in order to increase access to HIV prevention, testing and treatment services. One of the projects is the project funded from Access to Health Fund “Supporting policy reform and an enabling environment for better access to HIV prevention and harm reduction”

Main tasks and Responsibilities of the Position:
The objective of this position is to provide project support to ensure that project activities occur in a timely manner in order to maximize programmatic impact to fast-track the national response to HIV.

The incumbent has the following key responsibilities:

-Participate in the development, implementation, and evaluation of project activities, including providing substantial support in the areas of prevention, policy and communication (e.g. support to social media campaign) and other activities
-Liaise and coordinate with relevant stakeholders, including government officials (MoH/NAP, MoHA and other ministries as well as Parliamentarians), civil society, and partners to ensure timely completion of activities which are set out in the workplan.
-Contribute to the development of terms of references and concept notes to procure technical assistance as required and other documents such as drafting adjudication reports; invitation letters/emails
-Closely work with partners with regard to the completion of financial and technical reports and other requirements agreed upon with the donor
-Coordinate and manage sub-grants provided to the community networks for building institutional capacity
-Facilitate and assist programme-related meetings and prepare the minutes
-Contribute to the organization of project activities, including study tour(s), seminars, workshops, training courses and other meetings, and actively liaise/ follow-up with different ministries.
-Performs other duties as required.

REQUIRED QUALIFICATIONS

Education:
Essential:
Advanced university degree at Masters' level in public health, international relations, social science, management or other relevant area. For internal candidates, a first university degree and four (4) years of experience will be considered as equivalent.
Desirable:
Specialization in one of those above fields.

Experience:
Essential:
At least two (2) years of experience in programme coordination in public or private sector at the national or international levels. Experience liaising with MoH/NAP, with key populations and people living with HIV.
Desirable:
Knowledge of and experience with UNAIDS, WHO or UN administrative and procurement policies and procedures and delivery mechanism.

Languages:
Essential:
Proficiency in English and in Burmese.
Desirable:
Knowledge of additional UN official languages.
