DEV is looking for a highly motivated and engaged Resource Management Officer with good knowledge and experience in the fields of budget and finance management. Under the supervision of the head of Central Management Unit (DEV/CMU) s/he will fulfil a range of responsibilities associated with budget, financial, procurement administration and management in a dynamic Programme which is highly leveraged by voluntary contributions. The successful candidate will also be expected to work in close collaboration with the DEV/CMU team as well as project managers and assistants across DEV divisions.

               

Main Responsibilities

 

Voluntary Contributions and Grant Management

 

Programme of Work and Budget; Financial Analysis; Budget management

  • Support the preparation of the Centre’s Programme of Work and Budget; and assist with entries into the budgetary database.
  • Maintain statements of expenditure and annual forecasts by using data from corporate financial tools.
  • Ensure the correct application of budgetary norms and procedures. Engage in regular corporate reporting exercises including preparation of the biannual Committee Progress Report, regular projected budget results etc.
  • Assist the Head of CMU to regularly update customized budget monitoring reports for Heads of Divisions and Project Managers, using corporate management tools including SAP, OBMR.
  • Liaise with the Programme, Budget and Finance Management Service (EXD/PBF) regarding accounting registries and inquiries, and assist the Grant and Budget Officer in Audit processes
  • Contribute to the preparation of cost estimates, financial analyses, resource forecasts, and budget reports for management and official documents.
  • Suggest improvements to workflows and processes and develop tools to support their implementation
  • Support quarterly and annual accounts closing exercises
  • Advise colleagues on the preparation of the Centre’s programme for missions, consultants, invitees, and general expenditure. This includes the provision of budgetary reports and the analysis of expenditure evolution.

 

Expenditure administration and Procurement

  • Collaborate with Resource Management Advisors and division assistants, to control commitments for all types of expenditure, after checking the validity of the supporting documents and compliance with OECD’s Financial Regulations.
  • Monitor and report on expenditure against voluntary contribution and/or budget appropriations. Assign budgetary imputations, track data and follow-up orders and invoice payments with the various internal support services of the OECD.
  • Prepare files to be submitted to the OECD Procurement Board in liaison with DEV administrators and prepare commitments for goods and services. Liaise with the Central Purchasing Group for market consultation options including complex Call for Tender processes and advise management on procurement issues and options in general.
  • Liaise with the OECD Legal Service Directorate and the Central Purchasing Group (PBF/CPG) for the negotiation and preparation of procurement contracts.

 

Other duties

  • Participate in the Finance Community working groups with a view to providing input to ongoing projects that will affect the work of the Organisation.
  • Actively stay abreast of OECD’s instructions, procedures, policies, and practices, as well as corporate management reforms, deadlines, guidelines, and best practices, and assist in the implementation of any related reforms.
  • Assume responsibility for staff-related actions in relations to grant expenditure (contracts, staff mobility, financial commitments, etc.) where necessary.
  • Where relevant, represent the Directorate in OECD-wide consultative workgroups that provide input to the design and enhancements of new corporate procedures, software, and applications.
  • Carry out other tasks as necessary, including providing support to other resource management advisors on HR and general administration processes, and assistance across DEV on use of systems. 

 

Ideal Candidate Profile

 

Academic Background

  • A University degree in business or finance, management, or a closely related field.

 

Professional Background

  • A minimum of 2 years' work experience in resource management including that of grants in an international organisation or similar work environment, involving projects with multi-year financing.
  • Proven experience in the application of budget, financial procedures, and policies.
  • Knowledge of the OECD’s structure, processes, regulations, or experience in a similar role in another international organisation, would be an advantage.

 

Tools

  • Proficiency in using resource management applications such as SAP, OBMR, GM, eVC, Business Objects, Taleo, or the ability to master the use of such applications very quickly.
  • A good level of experience of EU PAGoDA Agreements would be an advantage.

 

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.

Contract Duration

Two years, with the possibility of renewal
