OBJECTIVES OF THE PROGRAMME

The overall objective of the programme is to reduce the TB transmission, morbidity and mortality in pursuit of ENDING Tuberculosis globally. The country level programme will focus to assist the Ministry of Health (MoH) and National TB Control Programme, to develop and implement quality TB prevention and care interventions towards attaining Universal Health Coverage (UHC) which is important to attain the targets of WHO's End TB strategy and National TB Strategic Plan for 2021-2025. The efforts will contribute to achieving related Sustainable Development Goals, importantly of ending the TB epidemic as a public health threat by 2030 and deliver WHO South East Asia Regional Flagship program's target of ending TB in the region.

DESCRIPTION OF DUTIES

Under direct supervision of Medical Officer (TB), and broad guidance of WHO Representative, and in close collaboration with other members of WHO team, the incumbent performs the support functions as follows:

1. Support to develop WHO Myanmar TB biennium Work plan and support its revision, update, implementation and reporting.

2. Assist to plan and implement resources received from major donors like the Global Fund, USAID and ACCESS to Health fund as per the grant agreements.

3. Follow up implementation of programme activities and ascertain status of availability of funds under different allotments pertaining to voluntary budgetary resources; generate financial reports from Enterprise Resource Planning (ERP) systems and provide financial data to the supervisor to prepare various reports required.

4. Create and/or maintain filing systems and ensure updated information; obtain documents and information from in-house and external sources and perform information search as required.

5. Review financial proposals received and assess the alignment to WHO workplan and process it as per WHO rules, norms, process, and procedure.

6. Maintain and update monitoring sheets for the supervisors and other Programme Staff, and generates reports useful to assess status of programme implementation.

7. Support to develop, finalize and submit financial section of donor reports before the deadline.

8. Monitor processed proposals towards timely completion and take action to minimize overdue reporting, closing of encumbrance and timely payment and recording expenditure.

9. Maintain project files including technical documents and correspondence, compiles reference materials and background materials for preparation of various reports.

10. Support procurement of goods and services;, prepare and initiate contractual documents/ERP actions like Agreements for Performance of Work (APWs), Direct Financial Cooperation (DFC) Technical Services Agreements (TSAs), General External Services (GES), Direct Implementation (DI) Imprest Purchase Order, Consultancy contracts etc., monitor, record receipt of deliverables, payment release to suppliers.

11. Support financial processes related to organization of meetings, workshops, seminars by WHO Myanmar TB team.

12. Maintain and update a roster of experts/consultants.

13. Perform any other relevant duties as directed by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education.
Desirable: Diploma in accounting, finance, business management, administration; Recognised university degree

Experience

Essential: At least five (5) years' relevant experience in secretarial/administrative/budget and finance work
Desirable: Experience in managing similar work in WHO or in another UN/International organization would be an advantage. Experience in ERP system is an asset.

  • Good knowledge of modern office practices and procedures; ability to draft routine correspondence; communicate effectively and work harmoniously with other team members; take initiative and attention to details, well-organized, open to new ideas/ technologies and comfortable with change.
  • Knowledge of administrative and or financial policies and practices would be an advantage.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,292 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
