Project Discription:

UNDP works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus.

UNDP in Cyprus works in support different projects for the implementation of their confidence building measures. Our main partners are: The Technical Committee on Cultural Heritage (TCCH), the Committee on Missing Persons in Cyprus (CMP) and the Technical Committees (TCs) and Local Infrastructure Facility (LIF).  Projects are mainly funded by the European Union.

Under the overall guidance and direct supervision of the Strategic Coordinator / Senior Technical Officer the incumbent will provide service to ensure effective managment and implementation of Cultural Heritage Works.

The Project Analyst works in close collaboration with all project stakeholders, including beneficiaries, donors, other UN agencies, UNDP Regional Hub, and UNDP Regional Bureau.

Duties and Responsibilities
 
Ensure effective management and implementation of Cultural Heritage Works, including achievement of targets and results by focusing on the following results:
  • Oversight of the management of works contracts and ensuring implementation of works in line with the Project Document(s), policies, guidelines and standard operating procedures.
  • Supervise Cultural Heritage team of Engineers and Engineer Representatives / Site Architects.
  • Devise implementation plans for the works contracts in accordance with the Project Document(s)’ workplan.
  • Ensure that works are in line with the overall direction set by the Project Document(s).
  • Oversee and coordinate development and formulation of detailed implementation plans, human resources, communication and risk management plans for the works contract.
  • Establish adequate monitoring procedures and systems throughout project activities. 
  • Financial and substantive monitoring and evaluation of the works, identification of operational and financial problems, development of solutions. 
  • Ensure adequate systems are in place to gather data and information on progress.
  • Implements the guidelines and the SOP for the works contracts.
  • Oversee the work of team of Engineers designated of the work contracts as per the General Conditions of Contract for Works, guidelines and standard operating procedures.
  • Coordinate the site teams assigned for the construction works, including reports, contract management.
  • Act as Engineer of the civil works contracts, if required.

Administration and oversight the team of Engineers for management of Cultural Heritage Works, support project coordination, reporting, solicitation and hiring processes on achievement of the following results:

  • Undertake periodic visits to works sites to monitor progress, evaluate status, resolve issues and/or preempt problems.
  • Participate in project level coordination meetings as per project work plan.
  • Provide/collate data and information on contract(s)/project(s) to include in the periodic reports.
  • Report to the supervisor and/or Head of Office and other internal partners on critical issues.
  • Meet with project partners to exchange information.
  • Provide inputs to the procurement unit for the preparation of solicitations documents.
  • Prepare terms of reference and specifications for the goods and services required.
  • Prepare terms of references for staff/consultants required.
  • Review of technical specifications, BoQ and drawings of civil works.
  • Taking part in evaluation processes, when appointed.

Facilitates of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Facilitation of internal workshops and trainings for site supervision team.
  • Identification of innovative approaches in monitoring of the implementation of the project and other relevant fields as required.
  • Synthesis of lessons learnt and best practices in management of works contracts.
  • Participation in the trainings for the operations, projects and programme staff.
  • Contribution to knowledge networks and communities of practice on project management and cultural heritage.

Required Skills and Experience

 
Education:
  • Master’s degree in Civil Engineering, Architecture, Conservation or another related field.
  • Bachelor’s degree in in related field with 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Minimum 2 years (with Bachelor’s degree) of progressively responsible relevant working experience at the national or international level in partnerships, resource mobilization and hands-on experience in monitoring and implementation of development projects/contracts with focus on cultural heritage. 
  • Experience in the usage of computers and office software packages (MS Word, Excel, Outlook, PowerPoint, etc.) and advance knowledge of spreadsheet and experience in handling of web-based management.
  • Previous experience working for cultural heritage projects is considered an asset.
  • Site supervision experiences of projects similar to restoration/conservation /repair of stone buildings and similar architectural/cultural heritage buildings/structures is an asset..
  • Proven experience in the civil works contract management in as asset.
  • Proven experience in designs of restoration/conservation projects of stone buildings is an asset.
  • Previous experience working in projects with multiple stakeholders involved is considered an asset.
  • Previous working experience with UNDP is considered as an asset.

Desired skills:

  • Knowledge of AutoCAD is considered as an asset.
  • Familiarity with the bi-communal / multi-cultural working environment is an asset.

Professional Certificates:

  • Valid registration/membership with the relevant local technical/professional association is required.
  • Valid driving license is required.
  • Nationals or others legally authorized to work in Cyprus are eligible.
  • Certification in project management is considered an asset.
  • Certification is contract management (preferably civil works) is considered as an asset.
