Drawing on the proposal for alignment and structural change as enunciated in the UNDP Brazil ‘s CPD 2017-2023 new portfolio design has been developed whereby the CO will use three work streams suggested in the proposal for alignment to undertake a detailed strategic review, which will align existing project-level interventions behind programmatic portfolios supported by an Operations Team. These are:
    • Socially Inclusive Development (People & Prosperity: poverty reduction, social policies, livelihoods, public- private partnerships, etc);
    • Environmentally Sustainable Development (Planet: environment, climate change, DRR, Montreal Protocol);
    • Governance and Justice for Development (Peace: prevention of violence, justice, transparency, anti- corruption, human rights, local capacity development).

Given the imperative to support the country in the implementation of the SDGs and improve human development in the most excluded and vulnerable populations, the plan concluded that it is necessary to develop a strategy to enhance CO presence at territorial level. This strategy should consider UNDP as well as UN system wide territorial presence.

Decentralized Cooperation and Territorial Development transversal support area aims at contributing to advance on inclusive governance and human development to achieve sustainable development –social, economic and environmental- in Brazilian States and Municipalities. The main objective is to leave no one behind at the sub- national level through the implementation of the SDGs at territorial level in line with national policies and plans and the UNDP Integrated Framework to Support Local Governance and Local Development (LGLD) as well as MAPS framework. The Decentralized Cooperation and Territorial Development area will promote the coordination of integrated development initiatives within a given territory, taking into consideration the local political, social, cultural, geographic, economic, historical and environmental complexities as well as opportunities to implement SDGs and accelerate their achievement. This will allow a more coherent cooperation at subnational level to be framed under a broader and integrated strategy aligned to the national level through a territorial approach for development. A UNDP Brazil strategy for decentralized cooperation will further guide this function and its priorities (geographical and thematic).

In order to allow the achievement of the above-mentioned objectives Project Manager/Pará Local Project Office Coordinator will provide – under the guidance and supervision of the Territorial Development and Decentralized Cooperation Advisor - technical, managerial and administrative support to formulation and implementation of DIM and NIM projects in the state of Pará and other states, as assigned to him/her.

 
Duties and Responsibilities
 
Project Manager/Local Project Coordinator is responsible for:
  1. Management of the projects assigned to him/her on day-to-day basis
    • Articulate and follow-up, on a daily basis, with project partners and donors, to guarantee smooth implementation of project;
    • Ensure project meets expectations with respect to quality, budget, delivery timelines, and strategy;
    • Undertake performance management of project staff, especially on DIM projects, including establishment of annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations;
    • Brief and consult with the supervisor on project progress and provide information and advice as required to contribute to the Country Office initiatives;
    • Manage project budgets and ensure timely and accurate reporting, and;
    • Undertake project related ATLAS transactions.
  2. Conducting planning, monitoring and evaluation activities of the project, including collection and systematization of information to generate indicators (KPIs) for projects
    • Elaborate project work plans;
    • Ensure close monitoring of all activities of the projects, monitoring the progress on agreed results framework and performance indicators and prepare inputs to supervisor in relation to projects oversight;
    • Guide development of overall monitoring and evaluation systems for the project and put mechanisms in place for proper and timely reporting to the supervisor and the donor;
    • Organize quarterly review meetings and annual project reviews by monitoring the progress of project implementation, assessing results and identifying areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans;
    • Monitor and manage risks/issues facing the project; submit new risks/issues to the supervisor for consideration and decision on possible actions if required;
    • Support to project monitoring in Atlas (inputs provided for risks log, inputs to quality assurance exercise, etc.)
    • Ensure project’s procedural alignment with UNDP position, rules and regulations and mandate;
    • Preparation of project progress reports and participation in PAC and tripartite meetings;
    • Supports the identification and systematization of project lessons learned and good practices.
  1. Providing technical support to projects, guaranteeing quality, efficiency and effectiveness in projects implementation.
    • Provides technical and management advisory and support to partners on implementation of projects;
    • Elaboration of projects related Terms of Reference;
    • Participation in selection processes for Letters of Agreement (LoA) signature, as well as undertake activities related to LoAs monitoring;
    • Participates in consultants selection panels, when necessary;
    • Undertakes technical analysis/approval of proposals of contracts/Terms of reference;
    • Preparation of project revisions proposals;
    • Orientation and follow-up on project auditing issues;
    • Advises and develops strategic and operational solutions with clients that add value to UNDP projects;
    • Perform other tasks, as required by the supervisor.
  2. Systematizing and disseminating knowledge generated by the projects in the portfolio.
  1. Supporting the mobilization of partnerships and resources as well as communications strategies for project design and implementation
    • Map opportunities for and provide support to mobilization of resources to implement the innovative solutions for financing activities at local and state levels for territorial development, particularly in Pará and neighbouring states.
    • Facilitate coordination with other UN Agencies and multilateral organizations at territorial level.
    • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi- lateral and multi- lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, local and state needs and donors’ priorities.
    • Support identification of possible areas of cooperation and opportunities for initiation of new projects and support project design together with supervisor and inter- multi-disciplinary committee.
    • Identify opportunities for public communication of programme activities and results.
    • Represent UNDP in official events
    • Conduct policy advice in pressing issues for regional development;
    • Advocate on all programmatic themes developed in the project related to UNDP’s mandate and the SDG’s.

6.Managing Project Office in Pará, including administration and maintenance of the UNDP premises and services, in full compliance with UN/UNDP rules, regulations, policies and strategies as well as updating UN staff information, ensure implementation of security strategies and information sharing;

7. Ensuring timely renewal of any necessary agreements with the State Government or other relevant actors in reference to UNDP premises in Pará.

Required Skills and Experience
 
Education:
  • Higher education (bachelor or equivalent), preferably in administration, social sciences, international relations, economics or related fields;

  • Post-Graduate degree (stricto sensu), preferably in business administration, public administration, economics or other related disciplines

Experience:
  • For university degree, a minimum of 4 years of relevant practical working experience in management and implementation of technical cooperation projects, preferably in Territorial/ Local development and/or thematic local projects;

  • For post-graduate degree (stricto sensu), a minimum of 2 years of relevant practical working experience in management and implementation of technical cooperation projects, preferably in Territorial/ Local development and/or thematic local projects;

Required skills:
 
  • Minimum of 2 years of experience in building and maintaining partnerships with Government and other development partners;
  • Minimum 2 years of relevant to this ToR work experience in the Brazilian Amazon region;
  • Experience in the usage of computers and office software packages (for example, MS Word, Excel, Power Point), as well as experience in handling of web based management systems.
Desired skills:
  • A proven technical knowledge on territorial development in the Brazilian Amazon region;
  • Experience in networking with local governmental and non-governmental (national and international NGOs, civil society, media, academia, etc.) counterparts in the Amazon;

  • Previous experience in building and maintaining partnerships with private sector entities (companies, associations, institutes and similar)

  • Prior experience with UN Agencies, Funds and Programmes ou other bilateral and/or multilateral development banks and agencies and a good understanding of UNDP and its mandates, policies and procedures would be an advantage;

  • Previous experience in usage of UNDP corporate web systems such as Atlas and extranet or comparable web based systems will be considered an asset.

Required language (s):
  • Proficiency in Portuguese (writing, reading and verbal).
  • Working knowledge in English or Spanish (writing and reading).
  • Another UN language will be an asset.

Travel:
