Background
of Country and Emergency Response:
Between
February 7-23, 2022, an IRC team undertook a scoping mission covering Poland
and Ukraine to better understand the context, humanitarian and civil society
landscape, and anticipated service gaps in the event of an escalation of
conflict in Ukraine. As of February 24th, the IRC has pivoted to an emergency
response, and have identified partner agencies in Poland and Ukraine to
facilitate immediate assistance that can be used where it is the most needed.
Currently IRC and partners are conducting humanitarian response operations in
the central, south, and east part of the country. Currently IRC and partners

This
position will be based in Dnipro, with occasional travel to other locations in
Ukraine as permitted. As this is a fluid and rapidly changing context, the
location of this position and length of assignment may change based on the
needs of the program.
Job
Overview/Summary:
Under
the supervision of the Field Coordinator, the Field Manager will oversee
operational aspects of IRC operations. The Field Manager will work in close
coordination with operations, security, HR, and finance department heads based in
Dnipro..
Primary Functions:
Field
Management and Program Support:
Function as day-to-day managers of operations staff based in the field, including Admin/HR, Finance, Supply Chain, IT and security/access staff.
Closely monitors events in current and potential operational areas (humanitarian situation, politics, and security, etc.).
Promotes strong linkages and exchange between operations and program teams.
Represents the IRC in cross sectoral meetings (e.g Mayors, Governors, UN Coordination).
In close cooperation with security department, advises and supports security and humanitarian access assessments for new areas of program implementation and IRC response.
Contribute and revise operational and strategic documents such as procurement requests, recruitment requests, letters to authorities, etc.
Gap fill other positions, within the limitations of his/her technical expertise, to keep operational IRC operations.
Access/Safety.
Ensures the Dnipro office has an up-to-date and appropriate security management plan in place and that staff are aware of them and have received trainings.
Enforce policies and security recommendations among the staff.
Make operations compliant with IRC policies.
Compliance
and Financial Management:
Actively participates in development of local policies, practices and guidelines and introducing measures to maintain compliant procurement and recruitment activities within field office thresholds.
Ensures compliance with IRC and donor finance and operations policies, including all aspects of procurement and asset management.
Key Working Relationships:
The
Field Manager in Dnipro reports to Field Coordinator in Dnipro. Also maintains
and strong relation with heads of departments and other field managers in the
country.
Job Requirements:
Education: University Degree.
Work
Experience: Minimum of
2 years professional experience preferably with an INGO or private sector
Demonstrated
Skills and Competencies: strong analytical skills, experience with Microsoft Office and Excel
specifically. Ability to work under pressure, multitasking, handy person,
excellent team player and ability to work in a multinational environment.
Certificates
or Licenses: professional certification related to Logistics is preferable but not required,
driving license.
Languages
Requirements: Fluency
in Ukrainian and English.
Working
Environment: Standard office working environment with all amenities available
including ACs, internet connection, electricity, and office space.
