The consultant will prepare a background paper on creating high-technology intensive supply chains in Africa, feeding into the preparation of the Economic Development in Africa Report 2023.

Duties and Responsibilities

Working under the supervision of the Chief of the Africa Section, Policy Analysis and Research Branch, Division for Africa, Least Developed Countries and Special Programmes of UNCTAD, the consultant will carry out the following tasks:

1. Conceptualize the research and develop the conceptual framework.

2. Identify, analyze, visualize and interpret data and linkages in line with:
a. backward and forward linkages with each African country and the economic sectors covered;
b. value addition resulting from GVC integration of countries/sectors to understand the state of Africa’s regional trade, its trends and patterns (upstream and/or downstream activities);
c. suppliers’ relationships, with a focus on those backward sectors/commodities underpinning high-technology intensive supply chains (potential focus on renewable technologies, sustainable mobility, and machinery).

3. Assess dynamic changes in the position of African countries vs. other emerging markets, with a focus on key high tech-intensive value chains and identify potential leaders for Africa-led regional value chains.

4. Develop a framework that identifies and analyzes new potential high-tech sectors for regional localization and regional value chain and industrial development, and also the role of ‘linking back’ into the global economy.

5. Draft background paper.

6. Review and submit final background paper.

Qualifications/special skills

An advanced university degree, Master, in international economics, trade, market research, or equivalent.

At least 7 years of experience in trade and value chain analysis, with a particular focus on African countries is required

Languages

Fluency oral and written in English is required.
