The Supply Chain Strengthening Center is looking for a short-term Diversity and Inclusion consultant to conduct an evaluation of the People that Deliver (PtD) human resources for supply chain management Theory of Change focusing on diversity and inclusion within the health supply chain workforce.

Purpose of Activity/Assignment:
In 2018 the People that Deliver (PtD) developed its foundation approach, Building Human Resources for Supply Chain Management Theory of Change (HR4SCM ToC). The HR4SCM ToC provides a useful basis for strategic planning by providing a foundation for developing strategies to manage the quantity, type, and capacity of human resources required to operate health supply chains. The HR4SCM ToC analyses the conditions needed to ensure that workers at every level are performing optimally, in order to fulfil all the necessary functions of an effective SC system and reach the long-term outcome: an optimised work performance.

Since 2018 the HR4SCM ToC has been applied to Rwanda and Ethiopia and used as a basis for human resources assessments in Cameroon, the Democratic Republic of the Congo, Malawi, Pakistan, Thailand, Ukraine, and Vietnam.

Feedback from key stakeholders has brought to light the need for additional guidance in the HR4SCM ToC that focuses on the impact of diversity and inclusion on the organisation’s performance.

PtD is recruiting a short-term Diversity and Inclusion consultant to conduct an evaluation of the HR4SCM ToC focusing on diversity and inclusion within the health supply chain workforce. The assessment outputs will be used to develop a special supplement on diversity and inclusion to accompany the original publication. This supplement will serve as a guide for supply chain organisations to apply the HR4SCM ToC methodology in a way that fosters a diverse and inclusive workplace where everyone, regardless of who they are or what they do for the organisation, is equally involved and supported in all areas of the workplace, so that the methodology can genuinely be considered holistic.

It will be included in the HR4SCM ToC package and will be the first PtD resource to focus on health supply chain workforce diversity and anti-discrimination. The supplement will also serve as a reference document for supply chain professionals to support PtD’s advocacy efforts for a more inclusive supply chain workforce (in particular by presenting champions of diversity and inclusion).

Scope of Work:

The roles and responsibilities will include (but are not limited to) the following:

Research on the HR4SCM ToC implementations:
Develop a research and analysis methodology – including desk review, key informant interviews, and consultations with stakeholders who have implemented the HR4SCM ToC – in collaboration with the PtD secretariat, PtD coalition members, and Diversity and Inclusion experts, and collect the necessary material for the development of the Diversity and Inclusion supplement.

Diversity and Inclusion supplement development and review:
Analyse and synthesise the information collected to draft the Diversity and Inclusion supplement and submit it for review by the PtD secretariat, PtD coalition members, and Diversity and Inclusion experts; Incorporate the feedback from the review group and submit the final Diversity and Inclusion supplement.

It is envisioned that this work will take place over five months, from 6 February 2023 to 30 June 2023.

To qualify as an advocate for every child you will have… 

  • A University degree is required, preferably in a relevant field (e.g., public health, supply chain management, international development, human resources, business administration, audit, or another quantitative degree). Applicable work experience can substitute in cases where a university degree is not aligned with a relevant field.  
  • A minimum of 8 years of relevant work experience, with a background in Diversity and Inclusion, supply chain strengthening and/or capacity-building programs, research, and reporting.

    • Recognized expertise in Diversity and Inclusion, with a background and interest in the analysis of public health and/or supply chain learning and development programs
    • Experience in results-based program development and management
    • Understanding approaches to measuring the results and effects of advocacy and capacity-building activities
    • Experience in university or professional institution administration is desirable
    • Strong verbal and written communications skills in English
    • Must be able to work independently and must have the ability to exercise discretion and independent judgment regarding matters of significance
    • Exceptional time management skills required and an ability to complete tasks in a timely and efficient manner, without prompting, both independently and collaboratively; superior organisation and prioritisation skills and must be meticulous and detail-oriented
    • Resourcefulness and ability to work proactively - thinking ahead. Good logic skills to read through minutes and summarise the conclusions and actions taken
    • Flexibility and ability to manage competing demands; must be able to handle a myriad of ongoing tasks in a fast-paced environment and adjust to changes
    • Works with integrity and ethically; must follow UNICEF’s policies and procedures; is consistently at work and on time; ensures work responsibilities are covered when absent
    • Willingness to take ownership of wide-ranging responsibilities; demonstrates accuracy and thoroughness; looks for ways to improve own work to ensure quality
    • Ability to communicate effectively with various audiences
    • Strong cross-cultural and interpersonal skills

  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in English is required. Proficiency in French, Spanish, and/or Portuguese would be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
