OBJECTIVES OF THE PROGRAMME

Within the context of implementing the WHO FCTC and the Protocol, the Convention Secretariat supports Parties in fulfilling their obligations under both treaties, provides the necessary support to the governing bodies of the WHO FCTC (the Conference of the Parties, or COP) and of the Protocol (the Meeting of the Parties, or MOP), and implements into programme activities the decisions of both governing bodies. The Convention Secretariat's Development Assistance Team (DAS) leads on the provision of implementation support directly to Parties, including through the FCTC 2030 project.

DESCRIPTION OF DUTIES

  • Provide technical assistance and capacity building support on tobacco control to Parties to the WHO FCTC and Protocol to Eliminate Illicit Trade in Tobacco Products to support country-level implementation, including through the FCTC2030 project as a focal point for designated project countries.
  • Ensure smooth organization and implementation of global, regional and country activities such as meetings and workshops arranged to support implementation of the WHO FCTC and Protocol, working in close collaboration with other Convention Secretariat teams.
  • Undertake operational activities to promote WHO FCTC implementation as a means of accelerating development and the achievement of the SDGs, in particular SDG3.a.
  • Develop and implement activities to further extend the Convention Secretariat's support to Parties to promote the full implementation of the WHO FCTC and Protocol, in consultation with the Legal Senior Advisor and the Reporting and Knowledge Management Team when needed.
  • Develop or contribute to publications relevant to the implementation of the WHO FCTC.
  • Support the development and monitoring of work plans and budgets, and contribute to reporting.
  • Contribute to wider Convention Secretariat communications activities, including web-based and social media communication, as a member of the Secretariat's cross-functional team on communications.
  • Support the wider activities of the Convention Secretariat, including supporting the delivery of the COP and MOP and decisions made by those governing bodies, and the Global Strategy to Accelerate Tobacco Control.
  • Undertake other activities requested by the Head of the Convention Secretariat and the Team Lead - Development Assistance.

REQUIRED QUALIFICATIONS

Education

Essential:

  • A first level university degree in public health, health science, public policy, political science, international development or in a related area.

Desirable:

  • An advanced university degree (Masters level or above) in public health, health sciences, public policy, political science, international development or in a related area.

Experience

Essential:

  • A minimum of five years of experience in supporting the implementation of the WHO FCTC at the international level.

Desirable:

  • Experience working in the UN system at headquarters, regional and country levels.
  • Experience working to support WHO FCTC implementation by low- and middle-income countries.
  • Experience in building relationships, coordinating technical partnerships with other UN organizations, bilateral agencies, academic institutions, or NGOs to support LMICs.

Skills

  • Excellent knowledge of the WHO FCTC and the Protocol to Eliminate Illicit Trade in Tobacco Products.
  • Excellent knowledge of evidence-based approaches to tobacco control and relevant policy options.
  • Excellent knowledge relating to links between tobacco control and sustainable development.
  • Skills in delivering communications, including web-based and social media communications.
  • Analytical and organizational skills.
  • Skills and experience in supporting coordinating and organizing multi-stakeholder collaborations and meetings at national, regional and global levels.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
