Job Title: Learning and Development Specialist for Talent Review 

 

Type of Contract: Consultant (CST)

Duration: 11 months (renewable)

 

 

 

 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

 

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

To support in this mission, WFP is seeking an individual to join the Human Resources Division, Career Management Branch, reporting to the Career Transitions Project Team Lead. The individual will be responsible for designing and implementing the WFP Talent Review process. This will be rolled out in phases, starting with the Human Resources Division, to ensure that WFP’s workforce is equipped with the required skill and capabilities to achieve its strategic objectives.

The individual will be working in close collaboration with the HR Strategy Implementation Coordinator, HR L&D Specialist, Regional HR Business Partners, and other HR Branches located in HQ.

 

 

ACCOUNTABITLITIES / RESPONSIBILITIES:

 

 

  • Design the WFP Talent Review process including all documentation, toolkits and templates to support all functions and Country Offices
  • Together with the HR L&D Specialist, conduct a functional HR needs assessment to map the skills collectively available within the HR workforce and construct a Skills Inventory that will inform learning and development interventions at various level
  • Employ a clear and consultative change management approach to the rollout of the Talent Review process starting with the Human Resources division, ensuring alignment with existing HR practices for International FT staff and National staff.
  • Design and execute a Train the Trainer programme to train managers and HR focal points to conduct a Talent Review
  • Collate outcomes of the HR Talent Review Process and align outcomes with recommended HR development plans and learning paths/interventions
  • Compile HR Talent Review report
  • Execute Talent Review process for wider organisation
  • Contribute to a community of practice for HR colleagues across the globe to systematically share best practices and knowledge as they implement activities that deliver against the HR strategy
  • Any other related duties as assigned

 

 

DELIVERABLES AT THE END OF THE CONTRACT

 

  • A comprehensive report is co-produced with the outcome of the HR Needs Assessment
  • A structured Talent Review Process for WFP is produced and implemented including all documents, templates and tools as well as a Train the Trainer Programme for HR focal points and managers.
  • Talent Review outcomes are aligned to recommended HR development plans and learning interventions
  • A comprehensive report of HR Talent Review Process is produced, the outcomes of which are extrapolated to the wider organisational process
  • An organisation-wide implementation plan

 

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

 

 

Education:

 

 

  • University degree in Human Resources, Organizational Design and Development, Learning and Development or a related field or another degree with directly relevant work experience.

 

Experience:

  • Minimum of 5 years’ experience in working across all phases of learning design, development and delivery.
  • Demonstrated experience of capability assessment and talent review processes as they align to other HR responsibilities.
  • Demonstrated experience of managing large scale change management projects.
  • Experience in working for an international organization.
  • Work experience in the UN System is desirable.

 

Knowledge and Skills:

  • In-depth expertise and application of models of learning design / adult learning theory; learning needs analysis methodologies, learning evaluation methods, change management.
  • In-depth expertise of Talent Management models and best practice including Talent Review process design and materials development  
  • Strong stakeholder and client relationship skills. Ability to quickly build knowledge and understanding of functional/organizational strategy and translate to learning requirements of employees.
  • Strong project management skills with the ability to manage multiple projects at the same time and accomplish tasks with follow-through to completion.
  • Excellent interpersonal skills to collaborate and influence internally with various stakeholders and subject matter experts across business functions, levels and geographical areas.
  • Strong creative problems solving skills; agile, flexible and patient; ability to work with ambiguity, constructive approach to overcoming challenges and build consensus across diverse and global teams

 

 

 

Languages:

 

Excellent knowledge of English. Good working knowledge of a second UN language preferably French, Spanish or Arabic is desirable.
