CHAI in partnership with its India affiliate, William J. Clinton Foundation's (WJCF) has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF programs support government initiatives on HIV/AIDS, hepatitis, tuberculosis, vector borne diseases, COVID-19, antimicrobial resistance, cancer and non-communicable diseases, sexual and reproductive health, family planning, immunization, malnutrition, anemia, childhood diarrhea and pneumonia, oxygen, access to safe drinking water, diagnostics and surveillance, health financing, and digital health.

Background


India’s Universal Immunization Programme (UIP) is one of the largest public immunization programmes in the world. It caters to 27 million infants and 30 million pregnant women The programme provides access to vaccines against 12 Vaccine Preventable Diseases (VPDs) at the national level and against one VPD at the sub-national level. 

 

Under the strong leadership of the Ministry of Health & Family Welfare (MoHFW) and state governments, the immunization ecosystem has demonstrated a proactive commitment to achieving universal immunization coverage in the country in recent years. This includes health system strengthening efforts towards the introduction of new vaccines, rolling out of data systems, digitization of vaccine cold chain and inventory management, and health worker capacity building. MoHFW plans to scale up a digitized beneficiary management system for Routine Immunization on the lines of the CoWIN Portal for COVID-19 Vaccination and introduce Human Papilloma Virus Vaccine (HPV) and Typhoid Conjugate Vaccines (TCV) in the UIP.  

 

Based on the NHFS-5 survey data, the number of Zero-Dose children (those who missed pentavalent 1 vaccine after birth) in India stands at around 1.6 million. Uttar Pradesh, Bihar, Maharashtra, Madhya Pradesh, and Rajasthan contribute the largest share of Zero-Dose children in the country. Building atop Immunization Agenda 2030 (IA2030), India aims to reduce the number of Zero-Dose children by 30% by 2026. GoI also intends to eliminate measles-rubella by 2023 through intense Measles-Rubella (MR) vaccine campaigns.


Program Overview


Since 2015, WJCF has been collaborating with partner governments for achieving the national goal of 90% Full Immunization Coverage in priority states and districts to protect children against high burden and debilitating vaccine preventable diseases such as pneumonia, diarrhea, measles, rubella, polio, hepatitis, TB meningitis, Hib meningitis, diphtheria, pertussis, tetanus, and Japanese Encephalitis. Under the aegis of the state governments of Bihar, Madhya Pradesh, and Uttar Pradesh, WJCF helps government stakeholders improve Routine Immunization outcomes through system strengthening initiatives. Additionally, WJCF also supports the Immunization Division, MoHFW on similar initiatives for sustainable coverage and equity improvements.

 

For working towards this coverage and equity vision, WJCF focuses on augmenting governance outcomes by capacitating programme managers, data handlers, and frontline workers to undertake data-driven decision making for identifying and immunizing Zero Dose children in a systematic manner on the one hand and strengthen the running programme’s effectiveness for segments whom the system already reaches on the other hand.  This approach is anchored in tools, frameworks, and operating models that are co-created and contextualised in partnership with the government actors themselves. Alongside data-based decision making for programme management, WJCF also works on strategic planning, demand generation initiatives, and supply chain optimization.

 

Supporting GoUP since 2013, the Uttar Pradesh Technical Support Unit (UP-TSU) works closely with the Department of Health & Family Welfare and the Department of Child Welfare of GoUP to improve the availability, quality, and utilization of critical reproductive, maternal, natal, child and adolescent health (RMNCH+A) interventions and services and has a deep understanding of UP’s health systems, geography and demographics and opportunities. Recognizing the vision and ambition of the GoUP on improving immunization coverage and equity outcomes in the state, WJCF and UP-TSU are undertaking a transformative project to provide support to GoUP at the state and district levels and in prioritized blocks. A purposely-formulated immunization project management unit (PMU) nestled within the UP-TSU anchors this support to GoUP. The PMU designs and deploys catalytic support based on the guiding principles of impact, integration, investment, and innovation. The PMU supports GoUP on the state’s plans for strengthening evidence-informed decision-making, enhancing state capacity to manage, and govern immunization service delivery and augmenting immunization systems in prioritized blocks of the state.

 

Role Overview

 

Contributing towards achieving the goal of increasing immunization coverage and reducing Zero-Dose children, the National Lead, RI will shoulder multiple responsibilities including leading the program's implementation, building, and managing team and key external stakeholder relationships, and collaborating closely with the senior leadership on strategic direction.  This is a leadership role that entails working closely with senior-most government officials.

 

Additionally, under the aegis of the Director of the Immunization portfolio and in close collaboration with the Senior Manager, the National Lead, RI will ensure that work planning, communication, and collaboration across the portfolio is robust, productive, and seamless for joint accountability and action across WJCF’s geographies. WJCF seeks a highly-motivated and entrepreneurial individual with outstanding analytical skills, problem-solving ability, and communication skills. The ideal candidate would have strong program leadership and management skills, rich experience of delivering transformative projects in a fast-paced and agile environment, impeccable writing, and verbal communication competencies, and have demonstrated excellence in leading high caliber teams for impact.  The successful candidate will need to be adept at coordinating the operations of cross-functional and multi-location teams, function independently to strategize and deliver with flexibility in a dynamic and often uncertain situation and have a strong commitment to excellence. Responsibilities
  • Provide leadership to the cross-cutting aspects covering the Immunization Review, Analytics and Decision-making Systems Strengthening to reduce the Drop Out, Left Out, Zero Dose children, including technical and strategic leadership, administrative and managerial oversight, and effective monitoring & evaluation of the project.
  • Provide guidance to national and state teams on their goals and enable them to effectively achieve deliverables for high quality analytics and strengthening of decision making and review capacity through direct intervention or facilitation as needed.
  • Work independently and in groups to comprehensively execute planned immunization interventions while ensuring continuous support to key stakeholders within the immunization division.
  • Support the State Leads in anticipating and mitigating future challenges during the planning and implementation of support interventions across states.
  • Provide in-depth and high-quality technical assistance to MoHFW and relevant stakeholders in various states on its immunization program.
  • Engage and build effective, functional relationships with Ministry, critical immunization stakeholders and other development partners, policy and decision makers at the national, state and sub-state levels for joint impact and convergent support.
  • Engage with the key program managers and immunization stakeholders for effective communication of the plans and strategy, development of tactics, monitoring implementation progress, and identifying risks and developing mitigation plans.
  • Effectively represent the organization in international/national meetings and public health fora like conferences, workshops, and seminars and communicate the value of review system strengthening in reducing the number of Zero Dose children.
  • Identify opportunities and craft space for the program to augment support to Ministry on improving immunization outcomes and evolve strategy based on context.
  • Provide guidance in assessing the impact of supported interventions through documentation on review systems strengthening process across the national and state level.
  • Provide leadership to the national and state teams’ performance, and mentorship in achieving personal learning and development goals.
  • Ensuring team members are always well positioned to contribute to the India’s immunization vision based on cutting edge research, global and country best practices, and innovative and proven approaches.
Qualifications
  • Relevant work experience of 20 years+ and professional degree in management, public health, public policy / administration, community medicine, science and technology, economics, or allied areas.
  • Experience in leading and managing large public health programs and/or private sector projects in India and/or low- and middle-income countries (deep understanding of the Immunization program, its systems and review processes would be preferred).
  • Proven expertise in demanding result driven environment, in the public and/or private sector, with relevant senior management leadership experience (direct or step one reporting to C-suite would be preferred).
  • Demonstrated success in developing and maintaining strong intra- and inter-personal relationships with stakeholders and thought leaders from the central/state government and partner organizations to drive a complex and critical process successfully.
  • Exceptional diplomacy and interpersonal skills in a challenging, dynamic, and multi-cultural environment.
  • Ability to think strategically, handle ambiguity, and solve problems in a complex environment and shape decision-making in a professional and collaborative manner.
  • Impeccable writing and verbal communication skills required with proficiency in English, Hindi, and any other Indian language(s)
