Permanent. Full Time position

Location – Brovary, Ukraine with requirement to travel to other regions within the country

Salary – between £33,959 to £45,255 depending on experience.

The HALO Trust is the world’s largest humanitarian mine clearance organisation. Our mission is to lead the effort to protect lives and restore livelihoods threatened by conflict. In our work to make people and places safe, we embed ourselves in local communities to build local capacity, we work closely with local and national governments, as well as aid and development partners, and ultimately prepare the way for development and long term stability.

HALO has been operating in Ukraine since 2016 but has adjusted and expanded its operations due to the current and ongoing conflict. HALO Ukraine programme is seeking an Explosive Ordnance Risk Education (EORE) Manager to support the delivery of appropriate EORE messaging for civilians affected by the conflict in Ukraine. The role will be based in Brovary, Kyiv oblast but will require travel across HALO’s Area of Operations in Ukraine.

The EORE Manager will have overall responsibility for HALO’s EORE activities in Ukraine, leading on the delivery of accurate, contextually appropriate and timely Explosive Ordnance Risk Education messaging in coordination with the wider humanitarian sector, and in line with International Mine Action Standard 12.10.

Key Working Relationships: The EORE Manager will report directly to the Head of Operations and will work closely with other senior operational staff (Survey, Clearance and EOD) as well as Senior Supervisors of the EORE teams. The EORE Manager will also work closely with the Head of Partnerships.

Responsible for: Direct line management responsibility for EORE Senior Supervisor. Overall oversight and management of EORE department teams (currently 9 teams across 3 oblasts).

Role and Responsibility

  • Leads on the strategic planning of HALO’s EORE activities: assess the gaps and needs across the country, prioritises the EORE methods to ensure the best targeting of the most at-risk population, propose geographic expansion based on the HALO mandate and footprint; suggests to the Head of Operations and Programme Manager the overall objectives for the EORE;
  • Work closely with the programme’s Head of Partnerships to explore, establish and develop partnerships with external stakeholders and national networks to build sustainable EORE capacity in Ukraine and develop innovative approaches to meet the rapidly changing context and needs;
  • Ensures the highest quality of the EORE internal trainings, including refresher trainings, workshops and other capacity development activities as per the HALO EORE SOP;
  • Ensures that EORE public information campaigns are relevant and in line with IMAS 12.10, best practices and social behavioural change communication principles;
  • Provides technical support, advice, and assistance with the implementation of public information campaigns;
  • Ensures that all EORE activities are conducted in line with HALO Ukraine EORE SOP;
  • Conducts Quality Assurance of EORE activities as per the EORE SOP, Quality Control of the materials developed, review of the IQA reports prepared by Supervisors;
  • Supports liaison and capacity enhancement activities for national partners and government authorities;
  • Ensures that data collection requirements are in line with the programme needs, designs the impact measurement system for the EORE activities;
  • Provides input to the Head of Partnerships, Programme Officers and Finance team on donors' proposals, budgets and reports based on EORE activity needs;
  • Monitoring all EORE budget lines to ensure spending of funding and adjustment of the activities in line with the funding availability;
  • Represents HALO in external meetings as required;
  • Performs other duties as required for the effective functioning of the EORE department.

Requirements

Required Experience and Qualifications

  • Previous experience in Explosive Ordnance Risk Education;
  • Extensive experience social behavioural change communication or capacity building;
  • Demonstrable understanding of behaviour change communication principles and how best to integrate them into EORE initiatives;
  • Demonstrable knowledge of IMAS 12.10 and the role of EORE in conflict / post-conflict environments;
  • Experience line managing teams;
  • Willingness to travel to and work in Ukraine, in conflict areas, with limited amenities, and under significant pressure;
  • Good interpersonal and communication skills
  • Exceptional organisational skills
  • Knowledge of the Ukrainian and Russian languages.
