Background

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project (“Strengthening the capacities of the Serbian Ministry of Interior to more effectively reduce, prevent, and counter illicit trafficking and misuse of Small Arms and Light Weapons, ammunition and explosives” (K9), ExB #2400854), currently expected to run until 31 January 2025.

The incumbent is assigned to the Mission's Organized Crime Unit of the Security Co-operation Department, and is responsible for making decisions on proposals of the best solutions for the quality and safety performance and monitoring the overall processes of the construction works within the project. Any incorrectness or deviation from procedures may have negative consequences on the implementation of the project activities. Decisions are taken on priorities of work assignments, methods of work or individual cases requiring certification of funds.

Tasks and Responsibilities

Under the direct supervision of the Senior Organized Crime Adviser and in cooperation with the members of the Project Implementation Team (PIT), the incumbent performs the following functions in adherence with OSCE Common Regulatory Management System:

1. Managing, monitoring and controlling construction projects from start until completion of works due to Quality management style by contributing to the processes of:

a) developing procurement documentation (Terms of Reference, performance requirements) for contracting project designs and construction services;

b) overseeing all onsite and offsite construction to monitor compliance with building and safety regulations;

c) monitoring the selection, purchase and usage of construction materials;

d) Scheduling deliverables and estimating costs related to construction works;

e) assessing the received bids and selecting of the best offer;

f) undertaking quality control of construction works (Performing inspections related to quality construction works required as per the project designs/specifications for all works on and off site; Managing all Quality Assurance (QA)/Quality Control (QC) documents (certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations etc.));

2. Communicating and co-ordinating with contractors on the field, PIT and Ministry of Interior, as well as reporting to programme staff on construction aspects of project implementation.

Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia;
  • Bachelor’s degree in construction engineering or similar;
  • Minimum 2 (two) years of professional experience in construction and refurbishing management;
  • Possession of a license A for construction supervision and building;
  • Excellent written and spoken communication skills in English and Serbian;
  • Computer literate with practical experience in Microsoft applications;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project. The Project is currently expected to run until 31 January 2025.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
