National Project Coordinator - NOA (DC) Beira -Mozambique

Introduction

The International Labour Organization (ILO) has partnered with the UN-Habitat and UNESCO in Mozambique to implement a project dubbed “promoting multi-dimensional resilient recovery of the Ibo and Buzi districts: supporting reconstruction of local authorities and communities in a context of environmental and cultural heritage sensitivity”. This is a three (3) year project aimed at contributing towards building resilient of the people of Ibo and Buzi districts, focusing on urban and suburban areas of the main settlements. The project will use an integrated approach that addresses key drivers for long term resilience building, local economic development, sustainable physical reconstruction of physical and social infrastructure, livelihoods creation and environmental conservation of the natural ecosystems. 

The ILO will lead component 4 of the multi-dimensional project, that focus on “socio-economic reconstruction and capacity building”: 

4.1 - Local Economy promotion through promotion of local enterprises in manufacturing of construction materials, construction and other relevant sectors;

4.2 - Skills development on resilient (re)construction and manufacturing of construction materials using Labour Based techniques;

4.3 - Skills training on the use of Home-Based Enterprises and on Productive Community Infrastructure-
 

The main focus of the ILO intervention is to promote and enhance local capacity for the production of alternative construction materials that will be essential for the post-cyclone reconstruction of basic infrastructure in Buzi and IBO districts and generate jobs for youth, women and informal workers in target areas.

Reporting lines

The NPC will work under the overall responsibility and the direct supervision of the ILO Lusaka Country Director for Zambia, Malawi and Mozambique. S/he will be responsible for the coordination and support the implementation of the EIIP Component of the above project, through the promotion of Labour-Intensive construction techniques and use of alternative construction materials with the guidance from the Employment Intensive Investment Specialist attached to the ILO Decent Work Team in Pretoria and work in close collaboration with the Programme Unit in CO-Lusaka. S/he will be directly responsible for one administrative staff.

In order to provide a coordinated input and ensure delivery of the project, the incumbent will work closely with the staff from other ILO supported projects operating in Mozambique, the representative and project staff from the sister UN organizations participating in the implementation of the project as well as relevant government counterparts.
 

Description of Duties

1.    Design, supervise, monitor and evaluate infrastructural projects that make use of Employment Intensive Investments techniques, local small-scale contractors and local construction materials.
2.    Work in close collaboration with (UN-Habitat, UNESCO, AICS, GREPOC, District representatives in Buzi and IBO, and government agencies linked with the delivery of public infrastructure) to design and revise project annual work plans as well as preparation of the budget proposal, considering different approaches and alternative methods of delivery.
3.    Provide technical support in building the institutional capacity of constituents, government agencies, line ministries, and social partners through custom-made training and development of technical and management tools.
4.    Develop and analyse workplans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
5.    Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
6.    Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
6.    Provide programming and administrative support to cooperation activities.
7.    Assist in the design and implementation of activities to increase the participation of women in the construction sector and reduce discrimination of women in the job market.
8.    Lead in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
9.    Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
10.    Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall interventions of the Project for various purposes including Outcome Based Workplans.
11.    Perform other duties as may be assigned by the Country Director or Supervisor.
 

Required qualifications

Education

First level university degree in Civil Engineering, Architecture or relevant fields. 

Experience

At least two years of proven hands-on experience managing public or private projects in the construction sector.

Experience working in Mozambique and good knowledge of the local working context. Proven experience with the ILO or other UN agency working effectively with government bodies and/or with development partners in the construction sectors would be an asset.

Proven experience working in the alternative construction materials sectors would be an asset.

Languages

Excellent command of English and good working knowledge of written and spoken Portuguese.
