Job Title: Financial Sector Capacity Building Specialist

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

Cash-based transfers (CBT) represent an increasing share of WFP’s total humanitarian assistance (34 percent in 2021),  and include assistance distributed as physical banknotes, e-money, mobile money, vouchers, or debit cards. By providing sufficient cash to meet food and other essential needs, WFP (WORLD FOOD PROGRAMME) aims to ensure families do not find themselves in a situation where they need to redistribute limited resources at the expense of food security. In 2021, WFP transferred US$2.3 billion to 41.8 million people in 69 countries, empowering them to meet their essential needs.

 

In support of WFP's global scale up of cash-based transfers, the Finance function through the Business Development and Cash Based Transfers Branch (FINB) has recently developed corporate tools and guidance, providing day-to-day technical advice and assistance to Country Offices while also undertaking a range of other strategic activities and engagements internally as well as with external service providers. The Consultant will be supporting Country Offices and Regional Bureaux with the completion of the mandatory Financial Assessments for CBT under the Financial Sector Intelligence (FSI) Team within FINB. 

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

Under the overall Supervision of the FSI team lead, the Consultant will undertake the following tasks:

  • Support capacity building of finance and non-finance staff around Financial Sector Intelligence in RBs and COs through contributing to establishment of training and guidance material and reporting tools
    • Provide Financial Sector Intelligence (FSI) guidance, timelines and coaching for assigned Country Offices (CO)
    • Provide timely and effective communication by supporting relevant stakeholders at HQ, CO and RB level at all relevant FSI completion steps and actions
    • Liaise with Regional Bureau – Finance Officers (RB-FOs) for regular updates, alignment, and coordination of FSI planned for their regions
    • Complete FSIs individually if required and/or add missing data to support completion of FSI for the CO
    • Conduct Rapid Response FSI on behalf of COs as per activation of the Emergency Response Process
    • Collect and regularly update data on country and Financial Service Provider (FSP) level to further improve automation and benchmarking
    • Present results of the processes respectively to the relevant audiences
    • Collect lessons learned and make proposals to further improve the tool

 

  • Support Financial Sector Forum in prioritized countries:

 

  • Review demand from country offices and craft 2023 workplan
  • Craft communication material for local use and global reusability, including leaflets, video content, website publications, news publications etc.
  • Support stakeholder landscape review and plan communication activities
  • Support event management and mission coordination

 

  • Assist with the completion of specific technical reports. Main required tasks include:

 

  • Data collection from individual FSPs’ webpage, Central Banks’, and other international sources (e.g., WB and IMF)
  • Definition/suggestion of indicators and thresholds definition for scoring assignment
  • Alignment with the relevant stakeholders
  • Present results of the processes respectively to the relevant audiences

 

  • Other duties as required

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

  • Collection of various written and video communication and training material and plan
  • Coordinated stakeholder alignments across regions, countries and functions
  • Reviewed and cleared FSI reports
  • Reviewed and cleared ad-hoc reports produced by the FSI team
  • Execution of Financial Sector Forum in relevant countries

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

 

Education:

 

University Degree in Economics or Finance, Business Administration, or related fields

 

Knowledge & Skills:

 

  • Knowledge of global financial markets, sub-sectors and its institutions and stakeholders
  • Overview of payment instruments, respective features, and functionalities in developing markets
  • Understanding of the regulatory setting for payment instruments in the context of humanitarian interventions
  • Demonstrated ability to work both independently and as part of a diverse team

 

Experience:

 

  • 3 years of related work experience, preferably in one or more of the following
  • Financial sector assessment or consulting
  • Solution or market development for financial institutions, Macro Economic/regulatory/humanitarian setting

 

Languages:

 

  • Good oral and written communication in English; knowledge of French and/or another additional UN language is a plus.
