Organizational Setting

The Plant Production and Protection Division (NSP) enables the transition to more efficient, inclusive, resilient and sustainable plant production and protection through optimization and minimization. This requires the integration and harmonization of all appropriate crop production policies and practices in order to increase production in a sustainable manner in order to eradicate hunger while preserving the natural resources and environment for future use.

The International Plant Protection Convention (IPPC) is an international agreement on plant health with 184 contracting parties, which aims to protect the world's cultivated and wild plants by preventing the introduction and spread of plant pests. The IPPC is governed by the Commission on Phytosanitary Measures (CPM). The IPPC Secretariat is hosted by FAO within NSP and supports the implementation of policies and activities of the CPM and carrying out such other functions as may be assigned and one of the main functions of the Secretariat is to facilitate the implementation of the Convention as well as the development and implementation of International Standards for Phytosanitary Measures (ISPMs) to fulfil the IPPC's mandates.

Reporting Lines

The International Phytosanitary Consultant reports to the IPPC Secretariat Implementation and Facilitation Unit Lead.

Technical Focus

The Phytosanitary Capacity Evaluation (PCE) is a fully comprehensive National Plant Protection Organization (NPPO)-led facilitator-enabled, IPPC Secretariat supported process of multiple phases, with a wide range of benefits, to help countries evaluate their phytosanitary capacities. In order to empower the NPPOs to lead this process, the IPPC Secretariat, has trained a network of PCE expert facilitators available to support the running of a PCE.

Tasks and responsibilities

• Support the IPPC Secretariat in delivering its work programme to strengthen IPPC contracting parties’ national capacities to implement the provisions of the IPPC, ISPMs and the CPM‘s Recommendations.
• Provide technical assistance in phytosanitary matters at the national level.
• Coordinate with the PCE team (PCE National Coordinator, Certified PCE Facilitator, if relevant International Lawyer, National Lawyer and FAO Legal Officers and relevant stakeholders (as detailed above) to produce an agenda, draft a work plan and implement it at various stages
• Prepare presentations for missions and deliver them on the IPPC, the PCE process, gap analysis, SWOT, problem analysis and the logical framework
• Facilitate the completion of PCE modules
• Prepare reports of missions and promotion materials as necessary
• Follow up with the PCE Team on the advancement of the activities
• Carry out specific field missions.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in in Agriculture or Environmental Science with a specialization in Crop Science, Agronomy, Plant Science, Disease and pest control or a related field (for Consultants) / University degree in the above quoted fields (only for PSA).
• Five years of relevant experience in plant protection and/or international cooperation and project management.
• Working knowledge (level C) of English and limited knowledge (level B) of one of the other official FAO languages (Arabic, Chinese, French, Russian or Spanish) for Consultants. In the case of PSA.SBS the requirement is the working knowledge of English.

• Having successfully completed the IPPC Phytosanitary Capacity Evaluation Facilitators training course.
