The Philippine Country Office is looking for 9 technical consultants to provide targeted technical assistance to the priority regions/provinces and supporting strengthening routine immunization and COVID-19 vaccination.

Purpose of the Consultancy:

The consultant will provide technical assistance to Department of Health (DOH), Council for Welfare of Children (CWC), and National Youth Commission (NYC) UNICEF supported provinces to promote integrated approach to adolescent health and the operationalization of Adolescent Friendly Health Facilities.

How can you make a difference?

Scope of Work:

1. The consultant will support data generation and planning process of priority areas which includes (1) TA to the CHDs and priority provinces for equity assessment, bottleneck analysis, review of routine data and recommendations, (2) TA to the priority regions, provinces, and cities in the development of strategic plans, (3) support capacity building, and training need analysis/training and capacity building.
 
2. Support scale up of innovative strategies to improve immunization outcomes through (1) technical support to scale up of Reaching Every Purok Strategy and other innovations to improve routine immunization and contribute to measles and other vaccine-preventable elimination goals; (2) collaborate with the CHD/LGU teams to organize periodic assessment/meetings to discuss COVID-19 vaccination roll-out implementation, issues, and concerns raised by the regional, provincial, and lower level.
 
3. Support development and implementation of demand generation strategies.
 
4. Support improvements in cold chain logistics and vaccine management.

The technical consultant will provide technical support to the following areas:

1. One (1) consultant to support Two (2) Cities (Caloocan City, Manila) in National Capital Region
2. One (1) consultant to support Two (2) Provinces (Nueva Ecija, Pampanga) in Region 3
3. One (1) consultant to support Two (2) Provinces (Cavite, Laguna) in Region IV IV ATwo (2) Provinces
4. One (1) consultant to support Two (2) Provinces (Sorsogon, Camarines Sur) in Region V
5. One (1) consultant to support Two (2) Provinces (Iloilo and Capiz) in Region VI
6. One (1) consultant to support Two (2) Provinces (North Samar, West Samar) in Region VIII
7. One (1) consultant to support Two (2) Provinces (Zamboanga Del Sur, Zamboanga Sibugay) Region IX
8. One (1) consultant to support Two (2) Provinces (North Cotabato, South Cotabato) in Region XII
9. One (1) consultant to support Two (2) Provinces and Two (2) Cities (Sulu, Lanao del Sur) Support BARMM.

Tasks:

  1. Technical support to the priority regions and provinces/cities in the development of strategic plans and annual operational plans 

  2. Technical support to the CHDs and priority provinces to do equity assessment, bottleneck analysis and review of routine immunization data and provide recommendations on improving access and coverage 

  3. Technical support to government partners in the development of guidelines, policies, and training materials 

  4. Technical support to conduct training needs analysis, development of training materials and conduct of capacity-building activities  

  5. Technical support in the MR-OPV SIA in the priority areas 

  6. Technical support to the scale-up of an expanded Reaching Every Purok Strategy and other innovations to improve routine immunization and contribute to measles and other vaccine-preventable elimination goals 

  7. Technical support to immunization teams in monitoring and evaluation activities  

  8. Technical support to the development and implementation of Social Behavior Change strategies to improve demand for immunization 

  9. Provide additional support as deemed necessary by health team of UNICEF 

  10. Collaborate with the CHD/LGU teams to organize periodic assessment/meetings to discuss vaccination roll-out implementation, issues, and concerns raised by the regional, provincial, and lower levels 

  11. Provide technical support to the Regional/Local Public Health Operations Center and priority provinces in cold chain logistics vaccine management, RCCE, data analysis, and preparation of technical updates. 

  12. Provide support in the review of the operational issues preventing optimal coverage of the priority population; recommend corrective actions 

  13. Provide additional support as deemed necessary by the supervisor

Deliverables:

  • Inception Report.

  • Situational Analysis of the National Immunization Program in the region and priority areas. 

  • Equity analysis of areas with highest number of zero dose children.

  • TA Plan to reduce zero dose children.

  • COVID-19 vaccination roll-out TA plan.

  • Training Needs Analysis and training plan.

  • Documentation Report on REP and workplan for scale up. 

  • Assessment report on NIP information system with recommendations for improvement.

  • Progress report on NIP support.

  • Monitoring report on COVID-19 vaccination.

 
  • Progress report.

  • Report on trainings conducted. 

  • Progress Report on routine immunization and COVID-19 vaccination support.
  • Final Report including (1) documentation of good practices with photos, (2) recommendations to improve routine immunization (3) human interest stories. 

Education:

• University Degree in one or more of the disciplines: Medicine, Allied Medical, Public Health, Social Sciences.

Knowledge/Expertise/Skills Required/Core Competencies:
 
• At least 3 years’ experience in public health programming with focus on immunization
• Experience working on routine immunization and immunization campaigns
• With adequate knowledge and skills on the national immunization program including COVID-19 vaccination
• Good leadership and program management skills
• Experience in providing technical assistance at different levels of the health system
• Previous experience working with UNICEF and national government/LGUs with a sound interpretation and judgment to present the programs and policies in a way that enhances UNICEF’s image is an advantage.
