This UNDP strategy on sustainable and inclusive growth presents the organization’s offer of seamless and integrated services to support programme countries as they formulate and implement national plans for achieving inclusive and sustainable growth and full and productive employment particularly focusing on the sectors of society left behind. Three broad priorities have been identified as critical for enabling countries to achieve this goal: namely - Integrated policy and planning for sustainable and inclusive growth; supporting employment and wealth creation, decent work and redistributive programmes to address poverty, inequality and exclusion; and mobilizing and scaling up financing for enabling transition to sustainable and inclusive growth.

In each of these three areas and based on UNDP’s own mandate and areas of comparative advantage, specific policy and programmatic options have been identified. Country Programmes have developed context specific programmes. In line with its Country Programme Document, UNDP Namibia recently developed its Sustainable Inclusive and Green Growth (SIGG) portfolio. The SIGG Portfolio aims to develop innovative solutions that contribute to entrepreneurship development, diversified employment, and income opportunities for sustainable and resilient livelihoods of vulnerable groups including women, youth, persons with disabilities and other under-served communities.

Building on previous, and leveraging existing initiatives, the SIGG portfolio aims to deliver the following main results:

1. Enhanced entrepreneurship and productive capacities through delivery of easily accessible, comprehensive, fit-for-purpose non-financial business support services for livelihood enhancement and the development of the productive and entrepreneurial capacities in selected value chains and sectors for enhanced economic and trade capacity  empowerment for the target groups; 

2. Expanded and diversified financial services through leveraging already successfully piloted integrated financing facility, other innovative financial products and services, and the reconfiguration of the microfinance ecosystem to benefit the banked and unbanked MSMEs/informal sector players;

3. Enhanced digital and green entrepreneurship capacities for MSMEs/informal sector through the identification and deployment of innovative digital and green technologies and solutions, for greater competitiveness, efficiency, productivity and sustainable business models and practices by MSMEs/informal sector; and

4. Enabling environment for improved service provision to MSMEs/informal sector players through strengthening the ecosystem of enablers;

5. Given the status of the health and agriculture systems delivery, UNDP under this portfolio will work to contribute to health and agriculture services delivery focusing on strengthening the pharmaceutical supply chain, agriculture green value chains, renewable energy for sustainable health and agriculture services delivery whilst pursuing related entrepreneurship opportunities for MSMEs in these two sectors.  This will ease informal sector MSMEs access to domestic and international markets and strategic resources, skills, knowledge, and technology. Further, this will support their integration into traditional and non-traditional markets and partnerships for competitiveness and growth. This includes updating the policy framework, developing sectoral strategies and plans in the areas of MSME development and finance, decentralized services delivery and deploying successfully piloted engagement platforms for women and youth in business.

It is against this background that the UNDP Namibia Country Office seeks the services of a well-trained and knowledgeable, professional Analyst to lead the implementation of its SIGG portfolio. The SIGG Analyst will have a local presence and adequate knowledge and understanding of the national, regional, continental, and global development contexts related to SIGG.
 
Position Purpose
 
Under the guidance and direct supervision of the Deputy Resident Representative (DRR), with oversight of the Resident Representative (RR), the SIGG Analyst will be responsible for ensuring that the expected results of the programmes are met through planning, resources mobilization, establishing strategic partnerships and leading portfolio implementation. S/he must ensure the results under SIGG fully respond to the relevant expected outcomes of the Country Programme Document, the Namibia United Nations Sustainable Cooperation Framework Document (UNSCF) and contribution to the priorities in the National Development Plan and Harambee Prosperity Plan. S/he will also ensure that synergies are established with the other two Country Office’s portfolios and the policy work of the Economics Advisor; namely, Governance, Responsive, Institutions, and Civic Engagement (GRICE); and the Sustainable Environmental Management, Energy and Resilience (SEMER). Further to this, s/he will ensure that transformational gender mainstreaming initiatives and ensuring innovations by the Accelerator Lab are scaled up. S/he is expected to work in close collaboration with the other programme officers in the Country Office, the operations team, programme staff in other UN Agencies, UNDP HQs staff, key sector government Offices, Ministries, and Agencies, multi-lateral and bi-lateral donors, private sector, academia, and civil society.
 
Duties and Responsibilities
 
1) Supports strategic review/development of Inclusive and Sustainable Growth Programme activities from design through implementation, focusing on achievement of the following results:
  • Leads the CO in reviewing the Inclusive and Sustainable Green Growth Portfolio document;
  • In collaboration with the DRR and programme/project teams, ensures contribution to the CPD through ongoing Inclusive and Sustainable Green Growth programmes and projects and in collaboration with the main partners and other UN Agencies;
  • Identifies opportunities for new programme/project development including joint programming with UN agencies;
  • In collaboration with the DRR and programme/project teams, contributes to components of UNDP Inclusive and Sustainable Green Growth portfolio, translating programme priorities into local interventions, and ensuring coordination and networking with clients, stakeholders, and programme partners;
  • Collaborates with colleagues in the Africa Regional Hub and HQ to apply new global and regional initiatives, policies, and knowledge products that further the portfolio.

2) Manages assigned programme and project components, focusing on achievement of the following results:

  • Provides technical guidance, subject matter input on the Inclusive and Sustainable Growth portfolio;
  • Ensures effective application of RBM tools, establishment of management targets and monitoring achievement of results, as quality assurance, ROAR, IWP etc;
  • Ensures the development of programme and projects/outcome level work plan, annual work plan, monitoring and evaluation plan, human resources, and procurement plans for the portfolio;
  • Ensures the preparation of ad hoc reports; ensures timely completion of required quarterly and annual reports;
  • Ensures project and programme reviews and evaluations take place;
  • Maintains regular contact with project and programme counterparts to ensure monitoring of projects' progress, monitoring of unit work plans, programme effectiveness and achievement of results;
  • Organizes regular coordination across outcome teams and other projects to ensure synergies and integration; promotes cross component and cross programme collaboration;
  • Supports audit exercises of portfolio work.

3) Establishes and maintains strategic partnerships and supports resource mobilization, focusing on achievement of the following results:

  • Implements CO partnerships and resource mobilization strategy to achieve programme outcomes;
  • Researches and analyses information on existing and new partners;
  • Develops ideas and concepts for possible areas of cooperation;
  • Establishes close working relationships and creates programmatic linkages with relevant government agencies; UN Agencies, IFI’s, bi-lateral and multi-lateral donors, academia, private sector, and civil society;
  • Suggests programmatic areas of cooperation based on UNDP´s strategic goals, country needs and donor priorities;
  • Identifies funding opportunities for ongoing and new projects;
  • Identifies and supports development of national partnerships for service provision to projects in areas such as monitoring, training, and others;
  • Represents UNDP at external meetings within his/her area of programming.

4) Ensures provision of top-quality advisory services and facilitation of knowledge building and management, focusing on achievement of the following results:

  • Identifies sources of information related to policy-driven issues; identifies and synthesizes best practices and lessons learned directly linked to programme country policy goals;
  • Coordinates and ensures integration in project design of policies, institutions and advocacy that will address the country challenges and needs in collaboration with the Government and other strategic partners;
  • Supports the establishment of advocacy networks at national level - linked to international networks;
  • Implements relevant, high-impact advocacy campaigns with key partners;
  • Ensures that lessons learned from projects are captured and recorded into the CO knowledge networks;
  • Communicates the work of the portfolio through the UNDP website, social media and blogs.

5) Ensures transformational Gender mainstreaming in the SIGG portfolio, focusing on achievement of the following results:

  • Participates in the CO Gender focal team and contributes ideas towards effective gender strategies;
  • Ensures appropriate targeting to achieve desired results;
  • Supports the gender focal team in setting indicators and tracking gender mainstreaming results;
  • Supports the documentation of stories of most significant change among youth, men and women.

Required Skills and Experience
 
Education:
  • Master’s degree in Development Studies, Economics, Health and Social services or other development-related fields.
Experience:
  • At least 2 years of relevant experience at the national or international level in the area of inclusive growth, informal sector, MSMEs business development, social protection, livelihoods, and health services delivery, preferably in the UN and/or international organizations;
  •   Experience in working with youth and women empowerment programmes and gender mainstreaming.;
  • Experience in managing staff and operational systems and establishing inter-relationships among international organizations and national governments in the area of inclusive growth, informal sector and health and other services delivery.;
  • Good understanding, knowledge and work experience with SDGs, Agenda 2063, MSMEs, AfCFTA and Social Protection systems especially in the health sector;
  • Experience in providing technical and advisory services to Government and key stakeholders;
  • Skills in programme design and implementation for results;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and social knowledge networks; 
  • Knowledge and experience of UNDP and UN system policies and programming is desirable.

Language:

  • Proficiency in English. 
  • Working knowledge of the local language is desirable.
