The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 42 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in nine regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Scope of Job Description:

The SC Officer-warehouse officer is responsible for all inventory, asset, and property and warehouse management. The role holder will be responsible for all aspects of the IRC inventory policies related to warehouse operations, including but not limited to receiving, storage, inventory control, cycle counting, selecting, loading, and dispatch of all project items besides being accountable for maintaining the safety and security of the workplace. They will supervise Roving SC Assistant warehouse and all Gambella based compound guards. They will manage facility, and utility tasks of Gambella Office. This position reports to the SC Manager and will have the following role & responsibilities:

Responsibility 1: Proper Warehouse Management:

  • Monitor security of IRC’s storage and supplies.
  • Understand, implement and / or maintain standard IRC inventory management policies and procedures.
  • Ensure the maintenance of warehouse building(s), fittings and equipment.
  • Implement and ensure clear safety procedures.
  • Advise the Supply Chain Manager of warehouse-specific issues or improvements
  • Controls the overall operation of the storehouses.

Responsibility 2: Proper Warehouse Inventory and asset movement

  • Implement and ensure clear loading unloading procedures, correct stacking, and turnover (FIFO) procedures.
  • Advise supervisor of potential inventory shortage.
  • Manage and document the receipt, handling, storage, release, and reporting of goods through the IRC warehouse procedure.
  • Receive completed store’s request forms and prepare the goods for issuance.   
  • Ensure goods, equipment is signed for received on the request form (office expendables) or waybill (all other items).
  • Identify materials required for disposal and develop its own file.
  • Update the stock record cards and bin cards regularly.
  • Conduct routine inventory inspection and submit report to the Supply Chain Manager in a timely manner.
  • Maintain full and accurate inventory records.
  • Undertake (documented) monthly and ad-hoc physical inventory checks.
  • Provide on-time, standard monthly reports to the supply Chain Manager.
  • Update all program staff closed grant items for timely utilization.
  • Ensures proper utilization of assets.
  • Ensures proper completion of equipment issue before release of equipment from the warehouse
  • Handles maintenance of office equipment and office machines.         

Responsibility 3: Warehousing Record Keeping

  • Prepare a monthly report for the expendables store outlining all stock movements and remaining balances.
  • On a monthly basis, work with the Supply Chain manager to reconcile the Warehouse register in the Asset tracking sheet and equipment issuance forms
  • Ensures proper recording and labeling of assets
  • Ensures proper handing over of assets and equipment by the staff at point of departure
  • Ensures proper transfer and recording of equipment and office machines/computers and others/, furniture etc. from one person to the other.
  • Make all asset, equipment and properties have tag numbers before utilization and during utilization.
  • Makes record of obsolete/expired/damaged materials and equipment and reports to Supply Chain Manager and request disposal.  
  • Handles proper disposal of materials and equipment when getting approval for disposal
  • Prepares disposal reports immediately after approved disposal.
  • File all disposed materials in a proper way.
  • Maintain the Warehouse activity book recording all outgoing and incoming receipts and activities.
  • Conduct cycle count as per country scheduled three-month plan.
  • Prepare file for all reporting and upload on BOX file to make easily accessible.

Responsibility 4: Facility and utility Management.

  • Follow up facility issues are properly flowing at Gambella field office level.
  • Follow up and timely effect payment for different utilities costs of water, electric bill, telephone, internet, and others.
  • Equip the field office with basic facility needs of equipment, fire extinguisher and first aid kit.
  • Liasson with concerned offices to solve internet, dongle, telephone, electric power, facility, and utility challenges of the field office.
  • Process maintenance of all facility and utility needs on time and as per the IRC procedure.
  • Prepare monthly and annual budget needed for facility and utility activity at the field office.
  • Make the compound clean and clear to protect against and make comfortable for working.

Responsibility 5: Proper Human Resource Management

  • Ensures that all staff under his supervision have JD and set performance objective.
  • Ensures that performance evaluation appraisal for staff under supervision has been done timely.
  • Conduct PMP for Roving SC Assistant warehouse and Gambella compound guards.
  • Responsible to supervise staffs under supervision: Roving SC Assistant warehouse and Gambella compound guards.
  • Undertake timely performance objectives setting, regular reviews, regular department meeting.
  • Build capacity of staff under supervision based on the identified need assessment.
  • Conduct one-on-one meeting at least once in a month with direct supervisee.
  • Prepare time sheet and OT request of all Gambella guards.
  • Equip all guards with basic uniform and working tools.
  • Accomplishes other duties as assigned by the Supply chain manager related to facility maintenance and staff supervision. 
  • Cooperates with other supply chain staff related to field supply chain activities.
  • Receive delegation from other supply chain staffs while staffs take annual leave.

Responsibility 6: Policy Implementation and Compliance:

  • Ensure adherence to IRC policies and procedures for all warehouse operation , facility and utility needs.
  • Ensure compliance with policies to be documented through systematic and random verifications of policy implementation and Supply Chain records.
  • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.
  • Promptly inform SC Manager and department staff any areas of concern for potential or suspected violations of policies and procedures.
  • Ensure there are no negative audit observations/findings related to his/her role and the department.  If required, corrective actions plans are developed & implemented to address audit findings.
  • Ensure that all IRC Ethiopia Gambella field office practices are compliant with global IRC and donor policies.

Ensure IRC WAY and the organization policies are implemented accurately, and SC department employees are aware of the how-to raise concerns.

Attend and ensure all staff under supervision has also attended mandatory trainings, particularly as related to Gender awareness, Safeguarding, SEA, Fraud awareness/prevention and Safety and Security.

  • Responsibility 8. Gender Equality and Protection:
