BACKGROUND

The Executive Board is the governing body of UNICEF, providing intergovernmental support and oversight to the organization, in accordance with the overall policy guidance of the United Nations General Assembly and the Economic and Social Council.

The UNICEF Strategic Plan is a corporate plan setting out the organizational vision to support in achieving the child-related Sustainable Development Goals by 2030. UNICEF is required to present a summarized account of achievements, trends and challenges effecting children during the current Strategic Plan, 2022-2025 with a particular focus on the very first year of the quadrennial Annual Report of 2022 at the Annual Session of the Executive Board. 

The Strategic Planning and Corporate Analysis team is seeking additional support for the increased scope of work to further improve and strengthen corporate reporting to meet the demands of the Organisation and its stakeholders.

Under the direct supervision of the Chief of Strategic Planning and Corporate Analysis (SPCA) in the Division of Data, Analytics, Planning, and Monitoring (DAPM), the consultant is expected to support drafting of materials for the UNICEF Executive Board as well as other Strategic Plan related documents concerning corporate planning, monitoring and reporting. The consultant will be required to serve as the core member of the team and will be expected to contribute throughout February to May 2023.

Terms of Reference / Deliverables

The consultant will provide support the following:

  • Support drafting of PowerPoint presentations and other preparatory materials for the UNICEF Executive Board formal session and informal briefings
  • Support the preparation of Executive Director’s Annual Report and its annexes
  • Support the preparation of Global Effectiveness Review

Qualifications

(1) Education

  • Advanced university degree in social sciences, public policy, international development, or any related field.

(2) Work experience

  • A minimum of two years of progressively responsible experience in project or programme management or related area.
  • Knowledge and experience of UNICEF programmes of cooperation.
  • Thorough understanding of and work experience in results frameworks and results-based management is an asset

(3) Competencies

  • Strong writing skills in English is required
  • Excellent command of the English language and an eye for detail
  • Strong analytical skills and ability to work with and as a part of teams
  • Ability to work independently in a timely manner
  • Ability to meet deadlines
  • Ability to speak English fluently is required.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment

Requirements:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
