National consultant on transformative games to improve service provision

Background

The Government of the Kyrgyz Republic (GoKR), European Union (EU) and the United Nations have launched the Spotlight Initiative (SI), a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices (HP). The SI aims to support transformative change on the ground to end VAWG, in numerous countries globally, including the Kyrgyz Republic. The initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission.

The goal of the Spotlight Initiative (SI) in the Kyrgyz Republic is for all women and girls, particularly those most vulnerable, to live a life free of violence and harmful practices, including child marriage and ala kachuu. It is built around six pillars developed after an extensive global theory of change exercise:

Having recognized a significant gap in comprehensive and systematic provision of services to SGBV survivors the SI programme provides technical support to Government of KR within the framework of Pillar 4 (Service provision) to promote a multi-sectoral and participatory approach to service provision that prioritizes the needs and wishes of survivors. To inform targeted actions the Programme has conducted mapping of existing services from the perspective of survivors. To challenge business as usual the Programme will develop and apply new technologies such as virtual reality tool or transformative games with both service providers and service users to further improve survivor centric service provision 

Duties and Responsibilities

Under the overall supervision and guidance of the Spotlight Programme Officer the National Consultant will develop and test transformational game with the focus on improving quality services for survivors of gender based violence.

Specific responsibilities and tasks of Lead Consultant  include:

• Conduct desk review of SI Proposal, service mapping report, all SOPs and algorithms, design thinking workshop reports, draft algorithm for SGBV cases, Istanbul protocol

• Based on findings co-develop the concept of the game including goals, objectives and philosophy of the game engaging variety of gender experts and service providers

• Develop a prototype of a transformational game, develop a script, metaphor, mechanics and meaningful content

• Test on the target audience and adjustment of mechanics, game events, external game design

• Prepare and present final product 

• Conduct a TOT (training for trainers for at least 10 trainers)

• Promote the game on social networks and in the media, through presentations to service providers and service users

• Document overall above processes as ‘how to’ practical toolbox including key tipping points and lessons learnt

  • Proven experience in facilitation of group reflections and documenting KAPs (knowledge, attitude and practices
  • Trained in innovative methodologies and tools such as design thinking for survivor centric service provision, GALS (Gender Action Learning System) 

Language

Proficiency in professional oral and written Russian is required, knowledge of Kyrgyz and English is an asset    

Evaluation Procedure:

 

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

 

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

-University degree in Social Sciences, psychology, gender studies, human rights or other relevant social or technical science fields

-At least two (2) years of experience in conceptualizing, developing and testing transformational games

-Proven experience in facilitation of group reflections and documenting KAPs (knowledge, attitude and practices)

-Trained in innovative methodologies and tools such as design thinking for survivor centric service provision, GALS (Gender Action Learning System)

-Proficiency in professional oral and written Russian is required, knowledge of Kyrgyz and English is an asset

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 175 points out of maximum 250 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

Winning candidate

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will work under direct supervision of UN Women Kyrgyzstan Representative and guidance of UN Women National Programme Officer.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1 -2 (20 working days) – 50%;
  • Deliverables 3-6 (20 working days) – 50%;
