The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF in Mozambique focuses on the local transformative finance model, which capacitates local entities through supporting fiscal decentralization to drive local economic and sustainable development.
 
The Local Development for the Consolidation of Peace in Mozambique (DELPAZ) programme in UNCDF Mozambique’s portfolio supported by the European Union helps the country with the consolidation of the Peace and National Reconciliation Agreement, signed in 2019. Under the leadership of the Government of Mozambique, with the technical assistance of UNCDF, the DELPAZ Programme aims at ensuring coherent effort by the Government, partners, civil society organizations and beneficiaries in improving the livelihoods of rural communities and in inclusive local governance in conflict-affected central region of the country to ensure the full economic and social reintegration of all ex-combatants to achieve lasting peace and support community participation in national decentralization policies.
 
To support the UNCDF Mozambique portfolio on the programmatic follow-up, management and implementation of DELPAZ, UNCDF Mozambique is seeking to engage a Programme Analyst working under the supervision of the UNCDF Mozambique Programme Manager, the Programme Analyst will contribute to the effective preparation and delivery of the DELPAZ Programme’s activities in 80% of his/her time and 20% in other initiatives in UNCDF portfolio in-country, covering all the expected results of the DELPAZ Programme and other initiatives. In carrying out his/her work, the Programme Analyst will work closely with national counterparts, the donor(s) and the other implementing partners to ensure the good delivery of the action, the reporting, and the monitoring and evaluation.
 
Duties and Responsibilities
 
The Programme Analyst - DELPAZ will support and undertake the following activities:
 
1) Programme management Support (70%)
  • Assist the UNCDF Mozambique Programme Manager to provide effective programme and project design, supervision, implementation, monitoring and evaluation, reporting of the DELPAZ Programme, in close collaboration with the other members of the UNCDF national team in Mozambique;
  • Contribute to project management daily activities (ex. writing terms of reference, memoranda of understanding, letter of agreement, recruitment and management of consultants), including organization of field missions;
  • Assist in strengthening the quality of monitoring and evaluation systems of program developments and implementation (including preparation and monitoring of the annual work plan, participation in field missions, filing the logical framework, and contribution to the preparation of annual reports), identify problems and issues to be addressed and propose corrective actions, and identify and track follow-up actions;
  • Contribute to the organization of events, meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
2) Partnership/Network Building, Outreach and Resource Mobilization (10%)
  • Support the UNCDF Mozambique Programme Manager on the development of resource mobilization strategies in relation to the DELPAZ Programme.
  • Support partnership building efforts for effective positioning of UNCDF;
  • Liaise with relevant parties and maintain close working relationship with key DELPAZ Programme stakeholders at various levels by building linkages and networks;
  • Support the identification of opportunities for collaboration with key actors and support the development of partnerships;
  • Support the process of preparation, design, submission and approval of programme and project concepts and full-fledged proposals for financing.
3) Operational support (10%)
  • Contribute to operations activities, including finance, planning, human resources, procurement, transport, IT, security, and administration and ensure they follow UNCDF’s rules, regulations, policies and procedures;
  • Support the strengthening of the quality of operational services and activities delivered by the programme and support implementation of budget, financial, procurement, and project personnel, in close collaboration with regional colleagues.
4) Knowledge management and communication (10%)
  • Support capacity-building activities including identifying, analyzing, documenting, harmonizing and disseminating both national and local issues as well as conditions and best practices and lessons learned among partners. Capacity-building activities will include coordinating meetings, workshops and seminars with project management teams, government, partners and other stakeholders;
  • Contribute to the implementation of the Communication and Visibility Plan of the DELPAZ Programme.
Institutional Arrangement
 
The Programme Analyst – DELPAZ will be based in Maputo, Mozambique, and report directly to the UNCDF Mozambique Programme Manager and to the National Technical Advisor as the secondary reporting line. The Programme Analyst - DELPAZ position will be based at the Ministry of Economy and Finance, National Directorate of Planning and Budgeting. The Programme Analyst will work in close cooperation with the DELPAZ Programme Partners as well as governmental partners.

Required Skills and Experience
 
Education:
  • Advanced university degree (Master’s degree or equivalent) in international development, international relations, international law, European relations or a related area.
  • Bachelor’s degree in relevant fields with additional two (2) years of qualifying experience will be considered in lieu of master's degree.
Experience:
  • Up to 2 years of progressively responsible experience in local government finance, rural development, and peace development initiatives;
  • Experience in working with and engaging local governments, communities, civil society, and related stakeholders at programme/policy implementation level;
  • Proven knowledge of the development context especially at the sub-national, local community level in Mozambique is highly desirable;
  • Experience in partnership building and working within the international, UN, EU and donor communities will be an asset;
  • Experience working with UN agencies and in Southern-African countries will be an asset;
  • Experience in programme/policy assessment, strong research, and reporting/drafting will an asset. 
Language
  • Fluency in English, both verbally and written, is a requirement.
  • A working knowledge-level of Portuguese will be an asset.
