Org. Setting and Reporting

This position is located in the Special Political Missions and Global Asset Management Policy Service (SPMs & GAMP Service), Field Operations Finance Division (FOFD), Department of Management, Strategy, Policy and Compliance (DMSPC).

FOFD supports the Controller in exercising accountability for the financial resources made available by the Member States for peace operations, with a currently approved annual budget in excess of US$7 billion. The Division is committed to an ongoing change process to ensure the highest effectiveness and efficiency standards in budget preparation and presentation including the mainstreaming of results-based budgeting. The working environment of peace operations is dynamic, and the FOFD team is committed to meeting the corresponding demands. The main partners of the Division are the field operations, the Department of Peace Operations, the Department of Political and Peacebuilding Affairs, the Department of Operational Support and the legislative bodies.

Responsibilities

Under the direction of the Director of the Field Operations Finance Division (FOFD), the incumbent is responsible for the supervision of overall activities of the Special Political Missions and Global Asset Management Policy Service (SPMs & GAMP Service), which includes:

• Developing and implementing property management policies and guidelines that support organizational strategies in compliance with the regulatory framework and in cooperation with stakeholders and oversight bodies.
• Establishing policies and processes and ensuring definition of roles and responsibilities related to property management across the United Nations Secretariat.
• Establishing and overseeing delivery of “Process Owner” responsibilities to all Umoja implementing entities.
• Overseeing the preparation and coordination of the Strategic Capital Review of relevant duty stations, establishing and overseeing benchmarking of facilities management, maintenance and operations across Headquarters and Offices Away from Headquarters (OAH), including space utilisation, energy and utilities efficiency, and analysis of expenditure and/or proposals for capital investments as well as of the related operations and organization in order to make both reliable evaluations for mid-term and long-term funding.
• Leading, supervising and carrying out the work programme of the Service under his/her responsibility. Co-ordinating the work carried out by different work units under the Service. Provides programmatic/substantive reviews of the drafts prepared by others.
• Providing comprehensive facilities management policy guidance, construction guidelines and advice to Headquarters and Offices Away from Headquarters (OAH), including overseeing and monitoring of major maintenance, renovation and new constructions.
• Co-ordinating and overseeing the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biennial and/or annual reports.
• Ensuring that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensuring that all outputs produced by the Sections under his/her supervision meet required standards before completion and that they comply with relevant mandates.
• Providing advice to the Director of FOFD on related activities and programmes of SPMs and GAMPS. Determining priorities and allocating resources for the completion of outputs and their timely delivery.
• Works closely with field operations and other UN Offices to resolve emerging budgetary, financial, accounting and reporting issues to improve accuracy and consistency of budget proposals, performance reports and financial statements.
• Represents the Division in the intergovernmental bodies on all financial issues.
• Overseeing the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Recruiting staff, taking due account of geographical balance.
• Managing, guiding, developing and mentoring staff under his/her supervision.
• Fostering teamwork and communication among staff in the Service and across organizational boundaries.
• Overseeing the internet site of Inter-Agency Network of Facilities Managers (INFM) which provides a forum to exchange strategies, ideas, policy, practical information and other agency-related issues.
• Participating in international, regional or national meetings, as required, providing programmatic/substantive expertise on property management issues, and holding programmatic/substantive and organizational discussions with representatives of other institutions.
• Representing the Division at international, regional or national meetings.

Education

Advanced university degree (Master’s degree or equivalent) in architecture, engineering, business or public administration, finance, budget, accounting, financial management, or related area is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in property management, architecture, engineering, construction, facilities management, finance, budget, accounting, financial management or related field is required.

Experience implementing property management related processes and frameworks is desirable.

Experience with SAP or similar Enterprise Resource Planning systems is desirable.

Experience in project planning and budgeting is desirable.

Experience in leading the preparation of financial statements or managing budget formulation and financial reporting, for a large organization, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
