Field based position in Juba, South Sudan. Working and living conditions may be very different to that previously experienced.

Starting Date & Initial Contract Details

May 2023. Full time, 12 months.

Role Overview

The Base Manager will be responsible for effectively running of the base (accomodation, office facilities) in Juba. The Base Manager will ensure maintenance of the facilities in living and working areas, accomodation for residents and visitors and manage the base staff.

Project Overview

Multi-sector relief programme including: provision of Primary Health Care, Nutrition, Health and Hygiene Promotion, Water and Sanitation and NFI & Emergency Shelter distributions across fixed and emergency response locations throughout South Sudan. The goal is to assist in reducing morbidity and mortality in vulnerable communities in South Sudan.

Key Activity Areas

Facilities Management

  • Overall management of the Juba base, including contract management (rent, utilities, security), ongoing maintenance, discrete projects and any other duties that may arise to ensure the smooth running of the base and office space.
  • Overall management of the maintenance of facilities, monitoring of any repairs/construction work on Medair premises in Juba.
  • Make sure the facilities and well-kept and clean, furnished and well stocked.
  • Maintain records and take care of Medair assets in the base.

 

Administration

  • Provide inputs into the overall base budget and monitor related base budgets sections.
  • Develop weekly duty rotas and ensure the appropriate room allocations for staff based in Juba and those transiting through.
  • Work closely with the logistics team to ensure compliance to required logistics related administrative requirements of Medair, donors, local legislation, suppliers, contractors and any other stakeholders in the base related work.
  • Provide information and support, as required, with any audits carried out in-country and at HQ.
  • In conjunction with relevant managers review, develop and implement (as applicable) systems to improve transparency and to detect and ultimately prevent loss or fraud within base. Carry-out regular inspections and spot-checks, both on systems and on-going work, to ensure the best use of Medair assets and resources.
  • Maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders related to base management representing Medair and ensuring good co-operation and partnerships

 

Staff Management

  • Manage and oversee the base staff, including recruitment, day-to-day management, development and training, appraisal, etc.
  • Hold regular team meetings with the direct reports, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work.
  • Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of applicable activities and requirements.

 

Base Security

  • Working in conjunction with the Country Director and Deputy Country Directors, ensure Juba facilities are secure and compliant with Medair South Sudan security requirements.
  • Ensure effective management of the guards and engage with the security guard firm.

 

Hospitality

  • Facilitate welcoming and familiarising visitors and new comers with the base. Facilitate spaces and routines that enhance community.
  • Oversee the cooks and kitchen and ensure food and refreshments are provided for staff or visitors.
  • Organise for internal and external staff events like annual conferences.

 

Team Spiritual Life

  • Reflect the values of Medair with team members, local staff, beneficiaries, and external contacts.

Qualifications

  • University degree in relevant subject as Logistics/Management/Business Administration or equivalent professional / technical qualification.
  • Strong working knowledge of English (spoken and written).

Relief & Recovery Orientation Course (ROC)

What is the ROC and why is it required?

Experience

  • Personnel / Project Management / Security management experience.
  • 3 years’ experience working in related position in a cross-cultural setting.
  • Facilities Management. Hospitality industry management.
  • Good numerical and report writing skills. Attention to detail.
  • Capacity to work under pressure and to tight deadlines.
  • Diplomatic, especially for working with authorities and suppliers.
  • Able to cope with basic living conditions in the field and during field trips.
  • Strong leadership skills and a supportive management style. People management.
  • Strong administrator. Able to oversee multiple tasks, prioritising and delegating.

All new deploying international staff to Medair’s country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine, supported with a COVID vaccination certificate as evidence.
