Context

International IDEA supports electoral reform to ensure efficient electoral processes with integrity, transparency, representation, and inclusion through technical assistance aimed at opening spaces for dialogue and consensus in which politicians, electoral bodies, and civil society organizations, among others, participate.

In this regard, International IDEA and the European Union (EU) entered into an Agreement to implement the project "Consolidation of Peruvian democracy", which will execute actions aimed at promoting three critical aspects of Peruvian democracy: i. The urgency of improving electoral rules, II. the crisis of political representation, and III. the need for truthful and impartial information, especially during electoral processes.

The "Consolidation of Peruvian democracy" project will be implemented through the following three main outcomes:

  1. Electoral policymakers and electoral management bodies support practices that foster electoral integrity, inclusion, and accountability in electoral processes, in line with the recommendations of the EU electoral observation missions.
  2. Underrepresented groups, especially women and youth, increase their political participation.
  3. Better-informed citizens on electoral politics value democracy and plurality.

The Communications Officer will work on implementing and monitoring the project visibility plan and will contribute to all public information activities of the programme including the dissemination of relevant information through the media and social media channels. The Communications Officer will handle writing, editing and targeting dissemination to promote the project's events and results.

Duties and Responsibilities

  • Implements all communications activities for the project, ensuring that the project has an effective communication strategy according to the donor’s Communications and visibility Plan. Provides support in communication activities to cultural partners;
  • Assists with the development of scripts of videos and audiovisual products and other relevant messages;
  • Provides regular communications updates to all partners to ensure they are well-informed about planned activities and upcoming events.
  • Ensures the implementation of an effective social media strategy for all social media channels (Twitter, LinkedIn, and Facebook), in accordance with International IDEA and donor guidelines.
  • Writes and edits web articles, tweets, social media posts, press releases and other outreach content.
  • Monitors and reports on impact and analytics.
  • Supports the facilitation of training sessions for journalists and other relevant communication professionals.
  • Participates in and contributes to meetings and workshops with internal and external stakeholders.
  • Creates clear infographics and digital assets for use online and in presentations.
  • Undertakes regular media monitoring, contributes to and regularly updates the project’s press lists, contributes to Op-Eds and stories for media placement and assists in responding to media/press inquiries as required.

  • Builds a database of local and international media and identifies opportunities for media coverage.
  • Assists country team to develop materials and methods for improving internal communication e.g., internal newsletter, programme updates, and encouraging the use of Yammer, Metashare and other platforms used by the institute to disseminate information internally.

  • Requires good knowledge, excellent skills, and experience in the field of communication and media.

Education and Experience

  • University degree in communications, journalism, international relations, or a related subject.
  • Minimum of three (3) years professional experience in a similar role or as a journalist or writer in communications for development, with a focus on social media.
  • Experience using graphic design tools and ability to use all Adobe tools.
  • Experience working on democracy-promoting projects is considered an advantage.
  • Demonstrated ability to create and maintain social media campaigns.
  • Experience with EU-funded projects and requirements, as well as familiarity with their processes and systems, is considered an advantage.
  • Experience working in an international context, e.g., in an intergovernmental organization, is considered an advantage.
  • Fluency in written and oral Spanish is required; Good knowledge of written and oral English is required. Any other widely spoken language in an International IDEA priority region would be an asset.

Terms of Contract:

  • Local Post.
  • Fixed term appointment until 28 February 2026.
  • Remuneration - PEN 12 921 per month

Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Peru for the duration of the contract at the time of application. International IDEA is not able to support work permit applications.
