Purpose of the position

WHO Nepal Country Office supports the Government of Nepal (GoN) , Ministry of Health and Population in formulation, implementation and evaluation of national health policies, strategies and plans as guided by the WHO Country Cooperation Strategy (CCS) 2018-22. WHO Country Office collaborates with the Ministry of Health and Population, National Programs and relevant key stakeholders and support joint efforts for achieving the control and elimination targets of country prioritized Communicable Diseases as envisioned.

Objective of the Position:

In collaboration with the Ministry of Health and Population, National Programs and all key stakeholders, the Public Health and M & E Officer is to provide strategic technical support to the National Programs in strengthening Disease Control, Surveillance and Elimination to achieve the targets and milestones by 2030.

Summary of Assigned Duties:

Under the overall guidance of the WHO representative and the direct supervision of the Team Lead (CDS), the incumbent will perform the following:

  • Work closely with relevant national disease programs and WHO and assist in program planning, implementation, and monitoring of progress of country prioritized major communicable diseases (including TB, Leishmaniasis and other CDs).
  • Provide technical support in developing country roadmap, strategies, guidelines, action plans, and SOP for the communicable diseases in line with WHO global and regional roadmap.
  • Develop annual workplans in line with national strategy on communicable diseases and facilitate the implementation of workplan activity in coordination with federal, province and local levels.
  • Provide technical support and facilitate capacity strengthening at national and sub-national level in coordination with all key stakeholders.
  • Monitor and support necessary arrangement for the logistics of communicable disease at the national and sub-national level to ensure uninterrupted supply.
  • Convene high level advocacy meeting and national review, TWGs and workshops at the national and sub-national level.
  • Work closely with the national programs and assist in monitoring and surveillance of disease control and elimination programs at the national and sub-national level. Those include:
    • Collect and collate epidemiology data from national programs and conduct monthly review and analysis of prioritized communicable diseases.
    • Provide technical inputs to improve data quality and strengthening of M&E and Surveillance system for communicable diseases in collaboration with key stakeholders
    • Conduct regular data analysis, identify gaps, challenges, and program bottlenecks to improve the interventions of communicable diseases.
  • Conduct regular field visit and monitor and report the progress and challenges of national disease program interventions at the sub-national level.
  • Involve in active case finding interventions of national programs and disease outbreak investigation as relevant and assigned by the supervisors.
  • Provide technical inputs during planning and conduction of research, surveys and assessment related to communicable diseases.
  • Assist in development and submission of dossiers claiming achievement of elimination of communicable diseases as a public health problem, to be validated by WHO
  • Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

Qualification:

Education:

Essential: Master’s in public health (MPH) from a recognized university

Desirable: Post Graduate Training in epidemiology, infectious disease surveillance, monitoring and evaluation.

Experience:

Essential: At least two years’ experience in surveillance, monitoring and evaluation of infectious diseases at the national and sub national level.

Desirable:

  • Proven experience in data management and GIS mapping.
  • Strong experience of conducting operational research and report writing.
  • Experience of working in the NGO/INGO sector or UN would be an asset.

Functional Knowledge and Skills

Good interpersonal skills, able to work as a team member in a multi-cultural environment. Ability to travel exclusively within the country and to perform practical hands-on field work. Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and to coordinate with the GoN agencies. Good knowledge in Neglected Tropical Diseases and other communicable diseases. Good report writing skills and analytical skills including ability to collect and analyse technical data and information and to draw and present conclusions in written and spoken form. Documentation skills and good writing skills in English and Nepali including ability to write clear and concise progress reports, analytical reports, plans and proposals. Knowledge and skills in One health concept, strategies and monitoring tools. Infectious disease expertise including epidemiology, entomology, diagnostics, disease control and elimination strategies, updated knowledge of new tools and national strategy development. Able to follow instructions and work independently would be an asset.

Other Skills (eg IT):

Proficiency in Microsoft Office: word processors, spreadsheets and other data processing, programme presentation and Proficiency in Statistical / Epidemiological Analysis software.

Remuneration:

Monthly Salary: (Net of tax) NPR 239,245 at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA))
