Functional Responsibilities

The incumbent will perform the following duties: 

1. Takes the lead in developing, managing, coordinating, and evaluating the expanded Peace Support Project, supporting agreements for peace and a resumption of the political process in Yemen by:  

  • Monitoring progress against timelines and project budgets. 

  • Identifying key risks to the project, and, applying relevant expert knowledge of design, construction, and project management methodologies, develop strategies to mitigate these risks.  

  • Overseeing the management of the project. Reviewing and approving related design and construction activities.  Performing programming, acquisitioning, contracting, scheduling, cost estimation, quality control and contract administration activities.  

  • Providing expert technical advice on activities and matters related to the project work programme, including the management of the project costs, such as bill of quantities and time control procedures, as well as the validation of any change order to contracts.  

  • Overseeing the work carried out by the project team, and providing the team with human resources, and administrative support, and other tasks as necessary for implementation of the project and functioning of the project team.  

  • Co-ordinating all fund management activities.

  • Leading problem and dispute resolution by identifying priorities, problems, and issues to be addressed and proposing corrective actions.  


2. Directs, coordinates, and supervises all written outputs related to the project, by:  

  • Providing cost estimates, costs reports, cost analysis worksheets, owners' reports from project consultants  

  • Analysing and preparing periodic project progress reports to OSESGY.  


3. Provides the following reports:  

  • Monthly narrative and interim financial reports 

  • Quarterly progress reports and interim financial statements 

  • An annual certified financial statement as of 31 December each year 

  • A final certified financial statement  

  • A final narrative report  

  • A final financial report 


4. Serves as a project lead and establishes collaborative partnership with key stakeholders, by: 

  • Developing and providing expert advice on the establishment and implementation of the project management plan in both phases 2023 and 2024.

  • Coordinating project implementation with stakeholders of OSESGY, UNOPS and donors.

  • Providing advice on the development and mobilization of resources and partnership building with international, regional and local institutions and agencies working in related fields.

  • Supporting OSESGY in managing strategic project relations through liaising with individuals and institutions including government officials, UN agencies, international organizations, civil society, media, the private sector, and private foundations, (under the supervision of the management of OSESGY).

  • Identifying and nurture key strategic alliances as well as identifying opportunities to attract or leverage resources.

  • Ensuring the coordination of the work of consultants/experts hired through the project and facilitate and monitor their engagement with the partners.

  • Leading the preparations for the project review and/or evaluation meetings; following up on the implementation of the project board decisions and recommendations.

  • Contributing to the advocacy process for the project in line with the OSESGY and UNOPS related policies, norms, and standards around related key issues, as well as sharing best practices in the region.

  • Coordinating with the project partners on key activities for their active engagement and continuous feedback.


5. Provides effective management, guidance, and development of staff under his/her supervision, and administrative human resources support in terms of recruitment, and performance management of these staff.   


6. Performs other related duties as required.


Education/Experience/Language requirements

Education - Advanced University Degree (Master's or equivalent degree) preferably in public/business administration, international relations, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience - A minimum of 7 years in project management, administration or related area is required, including a minimum of 3 years of experience working on accountability/ethical frameworks. Experience within the UN system or a comparable international organization is desirable. 


Languages - English and French are the working languages of the UN Secretariat. For the position advertised, English is required. Knowledge of another UN official language is an advantage.
