Background:

 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

 

Improving the situation of Roma and Sinti youth is part of the OSCE’s commitments and Ministerial Council’s decisions (MC 3/2003, MC 6/2008, MC 8/2009, MC 4/2013). Capacity building and empowerment for the participation of Roma and Sinti youth in all aspects concerning them and in the public and political life remain among the priorities of the ODIHR’s Contact Point for Roma and Sinti Issues (CPRSI). Including through the provision of professional development opportunities aimed at providing Roma and Sinti youth with valuable skills to equip them for further work in the field of human rights.

 

The Junior Expert position is hosted in ODIHR’s CPRSI in Warsaw. The position is aimed to introduce the incumbent to the overall work of the CPRSI, as well as various OSCE institutions and structures and to offer them the opportunity of working in a multinational and multicultural environment of an international organization.

 

The CPRSI requires a Junior Expert to support the implementation of CPRSI’s programmatic work within the framework of the OSCE Action Plan on Improving the Situation of Roma and Sinti in the OSCE Area. This will include engaging on various issues relating to Roma and Sinti, including youth-related programming and activities, gender-mainstreaming and gender-targeting activities of the CPRSI, and other activities pertaining to the wider mandate and tasking of the ODIHR CPRSI.

 

Tasks and Responsibilities:

 

Under the overall guidance of the Chief of the CPRSI, and the direct supervision of the Associate Programme Officer, the incumbent will perform the following duties:

  1. Assisting in monitoring, collecting and processing information related to the implementation of commitments regarding Roma and Sinti, particularly women and youth, by the OSCE participating States;

  2. Supporting the implementation of projects or related tasks and activities, including through compiling statistics, updating internal databases, and synthesizing information and presenting it succinctly;

  3. Assisting in the preparation, organization, evaluation and follow-up of events convened by the CPRSI, especially youth-related events;

  4. Assisting in the implementation of CPRSI’s programme activities, as well as activities promoting awareness about the specific interests and needs of Roma and Sinti women, including the participation of Roma and Sinti youth;

  5. Undertaking any other tasks related as directed by relevant ODIHR staff.


Necessary Skills and Qualifications:

  • Completed secondary education or equivalent;
  • At least two (2) years of relevant working experience. Working experience with Roma and Sinti youth or women’s organizations is an advantage;
  • Good knowledge of Roma and Sinti-related issues, in particular, Roma and Sinti youth and women’s issues;
  • Experience working at the grassroots level, including in activities related to community or youth mobilization, is considered an asset;
  • Excellent organizational skills, ability to work with tight deadlines, and attention to detail; 
  • Strong communication skills;
  • Fluent in oral and written English. Knowledge of the Romani language is considered an asset;
  • Demonstrated ability and willingness to work as a team member with people of different cultural and religious backgrounds, different gender and diverse political views while maintaining tactfulness, impartiality and objectivity.

 

Duration of Assignment and Location:

 

The OSCE/ODIHR shall engage the Junior Expert for six months (approximately from April 2023 to October 2023).

Work will be performed in the ODIHR/OSCE premises in Warsaw.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
