Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC Secretariat work is guided by its Plan & Budget 2021-2025, articulated around five strategic priorities: Climate and Environmental Crises, Evolving Crises and Disasters, Growing gaps in health and wellbeing, Migration and Identity, Values Power and Inclusion. The Plan & Budget 2021-2025 also defines three enablers: Engaged, Accountable, Trusted.

Job Purpose

Indonesia is vulnerable to a range of disasters including earthquakes, tsunamis, volcanic eruptions, and floods.  Indonesia Red Cross Societies or Palang Merah Indonesia (PMI) has a long history of supporting communities to respond to and recover from disasters. One of the strategic goals of PMI is to increase the quality and reach of response to disaster and health crises. PMI are present in all 34 provinces in Indonesia with 474 offices at the district and municipal level.

Since 2011, PMI has started to place gender sensitivity into an integrated part of disaster management and disaster risk reduction programs, from emergency response to early rehabilitation in the aftermath of a disaster. Protection, Gender, and Inclusion (PGI) is stated in the PMI Strategic Plan 2019 – 2024, especially in Strategic Goal No. 4 and Strategic Goal No. 5 (increase PMI services quality, outreach, and community resource quality, and institutional capacity and leadership in PMI). Some progress has been made such as PGI Introduction Session available in PMI e-learning platform for PMI staff and volunteers, and the adoption and use of PGI checklist in Shelter Minimum Standard in emergency operations in Lombok dan Palu (2018). In PGI specialized program, PMI activated the Restoring Family Links (RFL) services and Psychosocial Support (PSS)/Child-Friendly Spaces (CFS) programs during emergency operations, such as Palu earthquake (2008), Indian Ocean Tsunami (2004), Yogyakarta earthquake (2006), and Wasior flash flood, Mentawai tsunami, and Mount Merapi eruption (2010).

In disasters, people are often subject to threats to their lives, safety, and dignity, discrimination, loss of access to basic services, and other risks. Over the past five years, the IFRC’s and National Societies’ approach to tackling violence, discrimination, and exclusion has been strengthened through the consolidation of an area of focus on Protection, Gender, and Inclusion, now integrated into the Values, Power, and Inclusion strategic priority identified in Strategy 2030 and PGI operational framework in 2021. The core programmatic emphasis during this time has been two-fold: developing a comprehensive approach to mainstreaming PGI into programming, while also emphasizing specific themes in mainstreamed and specialized work. The primary themes have been SGBV (including Preventing Sexual Exploitation and Abuse (PSEA)), Child Protection and Safeguarding, Trafficking in Persons, general Community Violence Prevention, and Disability Inclusion.

IFRC developed the PGI Organizational Assessment Toolkit to support PMI to fulfil their commitments towards ensuring safe and inclusive humanitarian action and focus on PGI through an organizational development lens, with three main area analysis:

  1. Institutional capacity, Composition, and Commitment to PGI;
  2. PGI in Program, Operation, and Services;
  3. Advocacy, Diplomacy, Partnership, and Learning.

The overall aim of the PGI Roadmap and the PGI Capacity Assessment of PMI is to provide better evidence and understanding of the current level of PGI in PMI and to provide two years PGI strategy in PMI (2023-2024). This assessment will also be the basis of developing the PGI elements or plans for the PMI Strategic Plan 2025 – 2030.

Job Duties and Responsibilities

  1. To assess PGI capacity in PMI using some the IFRC PGI Organisational Assessment Toolkits.
  2. To map out the PMI’s efforts in integrating the PGI elements into their sectoral services (through mainstreaming and specific programs).
  3. To identify gaps and provide recommendations on PGI approach for future improvement.
  4. To provide PGI strategy through development of PGI Roadmap for PMI (2023-2024).

The Consultancy Scope of Work

  1. The consultant develops a suitable methodology design for the PGI capacity assessment and PGI Roadmap for PMI to reach the objectives outlined.
  2. The consultant facilitates the PGI capacity assessment including providing a Matrix of PGI elements integration into PMI sectoral services.
  3. The consultant facilitates workshop to present the results of PGI capacity assessment to PMI and IFRC as basis to develop PGI Roadmap for PMI.
  4. The consultant facilitates the development of PGI Roadmap for PMI for 2023-2024 with technical recommendations and action plans.
  5. The consultant setups consultation meetings with PMI and IFRC to collect inputs and feedback on progress/results/reports.
  6. The consultant develops, presents and concludes reports of the results of the PGI Capacity Assessment, Road Map, and recommendations for future PMI Strategic Plan in a bilingual report (Indonesian and English).

Expected Outputs

  1. Report of PGI Capacity Assessment is developed and presented to PMI and IFRC.
  2. Matrix of PGI elements integration into PMI sectoral services is available.
  3. PMI PGI Roadmap and action plans for 2023-2024 is developed.
  4. Technical recommendations for future PMI Strategic Plan are proposed.
  5. Consolidated report for all the consultancy outputs.

Management of Consultancy
This consultation contract will be managed by IFRC, and the consultant will be reporting to PMI and IFRC team. During the consultation period the consultant will work closely with PMI and IFRC team for the assessment and the Road Map development. The team may cover but not limited to:

  • Protection, Gender, and Inclusion Focal Points;
  • Planning, Monitoring, Evaluation, and Reporting Unit;
  • Management;
  • Program Team – Health and Disaster Risk Management (DRM) including SIAP SIAGA Project Manager/Focal Point
  • Other relevant departments for sustaining the PGI capacity


Consultancy is expected to be executed for 5 months between the March to July 2023.


Advanced university degree or equivalent in protection, gender, social sciences, humanitarian, or another relevant field.


  1. Minimum 7-8 years of progressive humanitarian experience in the field of protection, gender, and inclusion; at least 5 of which should be related to coordination in emergency contexts;
  2. Strong knowledge of PGI in emergency programming (prevention, response, and mainstreaming/risk mitigation) and knowledge on the International Movement of the Red Cross and Red Crescent work particularly PMI is preferred.

Knowledge, Skills and Languages

  1. Ability to facilitate dialogs/discussions, collect, collate and analyze data in an efficient and effective manner;
  2. Ability to work quickly and deliver products in line with the agreed timeframe;
  3. Excellent English and Indonesian communication and writing skills.
