Position: Technical Activity Manager

PURPOSE OF POST:

Planning, coordinating, monitoring and reporting all logistics activities in the mission related to his/her technical activity, importantly Vehicle fleet, workshop management, Electricity and Construction, and Safety & Security according to DWBI protocols, standards and procedures in order to ensure an optimal running of the mission.

FUNCTIONAL AND HIERARCHICAL LINES

Hierarchically & functionally accountable to Technical Logistics Coordinator

ACCOUNTABILITIES:
• In collaboration with the Logistics Coordinator, planning, establishing and reviewing the activities for his area of logistics technical activity including its annual budget and reporting, in order to identify and response to the needs of the mission.
• Monitoring and ensuring the implementation in the project of his/her technical activity ensuring compliance to DWBI standards, protocols and procedures and reporting to the Logistics Coordinator on the development of the ongoing field programs. This can include the following activities:
• Fleet: guaranteeing the adequacy of means for fleet, motorized equipment management, and reporting.
• Workshop/Mechanic: Ensuring good functioning of the vehicle fleet and other engines
• Electricity: Ensuring protection for human and equipment by correct installations, maintenance, monitoring of the electrical Equipment and set up and SoP.
• Safety and Security: Ensure movement procedures and all other Applied Security implementation system to guarantee mitigation for respective Local Safety & Security Plans and mission related protocols. (e.g.: Lost Contact Protocol, Fire safety and Site protection etc.)
• Construction: Ensuring the correct implementation, maintenance and monitoring of the construction/rehabilitation Projects in the mission.
• Assets Management: Ensure all assets matches to assets inventory data base and updated.
• Reporting to dedicated Log family and any other technical logistics activity.
• In collaboration with the Logistics Coordinator and participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff to correctly perform all logistics activities pertaining to his area.
• Ensuring technical support for his area of activity and provides coaching to logistics staff under his/her responsibility.
• Technical Logistics monthly reporting according to guidelines.
• Performing delegated tasks according to his her specialty and as specified in his/her job description

CONTEXT SPECIFIC ACCOUNTABILITIES:

Logistics Management :

• Responsible for the managerial, organizational and administrative aspects of above-mentioned logistics activities, and capacitating staff under functional management to guarantee further efficient workflow in specific Logistics domains.
• Coach, train and support staff to increase their autonomy and ownership of responsibilities
• Ensure that an efficient structure according to DWBI policies/guidelines is in place and maintained
• Support Logistics managers, Technical Activity Supervisor and their teams (Mechanic /Maintenance agents) when needed.
• Support the Logistics Coordinator with the forecast of needs for fleet, mechanics, safety & security and construction activities for DWBI, and translate them into budget requirements.
• Supervise Logistics Coordinator Assistant for day-to-day activities.

Fleet management :
• Ensure fleet management is according to DWBI policy (service A, B, C) in all company sites.
• Assist project log managers for fuel consumption, fuel management and reporting to Logistics Coordinator.
• Closely monitor vehicle movements through vehicle tracking system and reporting of vehicle incident reports.
• Identify needs for suitable vehicle, tools, spare parts, vehicle contents for the projects.
• Vehicle follow-up sheet for all vehicles, cooperate with the project logistics managers to collect all necessary data.
• Ensure that the market survey is performed yearly for vehicle; vehicle spare parts and that preferred supplier for all items needed for operation in the mission are identified.
• Draft and finalize local third party supplier contract for Logistics Coordinator’s validation.

Power supply and energy :
• Ensure continuous power supply and solutions in all facilities
• Maintain and follow up all heating/cooling equipment in the project / mission by ensuring preventive maintenance plan is in place and followed.
Safety and Security :
• Ensure that regular inspection done in all living and workplace locations for safety hazards as well as ensure the electrical & fire safety minimum requirement as per DWBI protocols. Provide training yearly to all staff.
• Ensure movement procedures and all other Applied Security implementation system to guarantee mitigation for respective Local Safety & Security Plans and mission related protocols (Fire safety and Site protection).
• Assist Logistics Coordinator with security-related decisions and guidelines when requested.

General stock and assets management :
• Responsible for assets management and reporting in Coordination and Coordinate with Project Log managers to ensure all assets are reported accurately to match the reality on the ground (status/ location, etc.).
• Ensure all DWBI service agreements with third party contractors are managed well, recorded and up to date.

Reporting and analysis :
• Responsible for monthly, 4M, 8M and 12M logistical reporting for the Coordination project in all related fields.

Representation :
• Represent DWBI in meetings with local third party suppliers and contractors during Logistics Coordinator’s absence.

Maintenance and rehabilitation :
Provide DWBI Project Initiation Form (PIF), Scope of work and Bill of Quantities (BOQ) for all structural maintenance and all new construction.

Guarantee preventive/systematic maintenance of all facilities and equipment to ensure maintenance activities of generator and vehicles are done on time in all company sites.

REQUIREMENTS :

Education : Essential Bachelors/Master’s Technical Degree from a recognized university, preferably as an engineer.

Experience : Essential at least two years of working experience in logistics related activities.

Desirable previous experience with DWBI or other similar organizations, and working experience in developing countries

Languages:
English and Hindi essential, written and spoken

Knowledge : Computer literacy at professional level is required.
