Terms of Reference

General Background of Project or Assignment:

In UNHCR Mexico, the Quality Assurance Initiative (QAI) team consists of gathering a group of experts with proven field experience in specific areas from Refugee Statistics, Registration to RSD, to provide technical guidance to COMAR, the governmental institution in charge of the National Asylum System.

Through QAI, assessments are conducted to evaluate and advance the quality and efficiency of the asylum system procedures. QAI recommendations aim to increase capacity and quality of the asylum operations, making each process become more efficient, simple, fair, and fast.

In line with the 2021 workplan which sets ground to the collaboration between UNHCR and COMAR defining the main objectives and actions to be implemented throughout the year to strengthen COMAR case processing capacity. QAI consultants have the responsibility to accompany COMAR’s directors to reach the objectives.

QAI recommendations are pointing at the importance to rely on quantitative data for internal and external reporting and management purposes. The QAI consultant in Statistics would be responsible in implementing a package of specific tools and Terms of References within COMAR’s Analysis and Statistics unit, including quality assessment and training tools for the unit’ staff at a national level, as well as ensuring high quality reporting products within a well-defined frequency.


Overall Purpose and Scope of Assignment:

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:

To assist in the implementation of the Terms of Reference package that was elaborated by UNHCR, through QAI, to enhance the data reporting and quality within COMAR’s Analysis and Statistics Unit following the main objectives:

• Administration of the Ecosystem, including the registration system and its developing applications that will allow data reporting and information.
• Data governance and systems interoperability, in particular to enhance data visibility and to present data reports internally and externally for reporting and management purposes.
• Capacity to integrate external data sources from other institutions (RENAPO, INEGI, etc) to complement COMAR statistics through cross-reference reports.
• Capacity building in analyzing data and managing statistical information, focusing on making data reports easy to access for COMAR’s heads of units but also at operational level.
• Enhancing interinstitutional channels to share data reports reaching higher quality standards.
• Organization of training programs and ongoing practice sessions for the A&E Unit staff at national level, including international standards for official refugee statistics
• Developing a refugee statistics report and all processes around it, which will initially be used internally, and eventually disseminated externally, at COMAR discretion.
• Other activities that UNHCR together with COMAR determine as priorities.

Required level, qualifications and work experience:

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

• Candidates must be legally present in Mexico at the time of application, recruitment and hire. Only candidates holding a permanent residency in Mexico will be considered eligible;
• Individual consultancy at a technical level equivalent to a National Professional Officer as per the UN post classification;
• Completion of degree in Data Science, Statistics, Demography, Information Technology, Economics or any related field, COMBINED WITH minimum of three (03) years of relevant work experience.
• Strong quantitative background;
• Proven experience in data collection, cleaning, processing, compilation and statistical analysis;
• Proven experience using one or more of these statistical software or programming languages: Stata, SAS, SPSS, R or Python or other, with strong preference for a free software package (such as R);
• Understanding and knowledge of the management of statistical databases, systems design, and the production of statistical data in all phases of the data lifecycle;
• Proven experience in relational data base management such as MS SQL Server, MySQL, Oracle, MS Access, etc, as well as managing queries in SQL language (mandatories for SIRE Statistics Module);
• Proven experience in visual data presentation such as Power BI, Tableau, Qlik, Excel Power Query, etc;
• Experience developing methodological statistical standards and working with national and/or international statistical systems;
• Desirable, not required: Experience with data collection and analysis in developmental or humanitarian contexts;
• Desirable, not required: Understanding of civil registration, immigration and other national population registration systems;
• Desirable, not required: Experience with training and capacity development of implementing and governmental partners, in particular statistical institutions at national or international level;
• Excellent written and oral presentation skills.

Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

All information resulting from these terms of reference and the contract entered into, if awarded, as well as all information resulting from the provision of services, will be considered confidential and property of the STPS.

At the end of the consultancy, it is expected from the consultant to deliver specific products to UNHCR that would develop and strengthen COMAR´s UA&E capacity in terms of data reporting and analysis. Here are some specific products that the consultant should submit:

1. To redesign and deliver a proposal for COMAR´s monthly report on general data to be published in COMAR´s website.
2. To develop and deliver a training package for the UA&E for continued training and for new staff.
3. To provide a user´s for the UA&E primary reports inside the SIRE Statistics module, including:
o queries and widgets over the dashboards covering the needs of the unit´s data report and UNHCR statistics´ requests.
4. To provide a workplan or TORs on how to use data collected through the digitization process, in coherence with data from SIRE and other institutions (RENAPO, UPM).

IMPORTANT INFORMATION:
