Overview

The Senior Immunization Technical Advisor provides specialized technical assistance, advice and guidance support to global projects and to in-country immunization work in Jhpiego’s 30+ country offices across Africa and Asia. The position is to provide support to life course vaccination (including human papillomavirus (HPV) vaccination), projects aiming to improve essential immunization program performance, introduction of new vaccines, and the integration of immunization within broader primary health care. The Senior Advisor will also support analytic work to identify “zero dose” children and others missing out on vaccination services, and documentation of programmatic learning from the roll out of vaccines against COVID-19, HPV, and other preventable diseases.

 

The Senior Advisor sits within Jhpiego’s Technical Leadership and Innovations section working with other technical advisors in the immunization team, and reporting directly to the Technical Director (Immunization). In collaboration with members of the technical team, the Senior Advisor is accountable for applying quality technical assistance to the development of plans, tools, technical strategies, and implementation approaches. The Senior Advisor will coordinate with other departments within Jhpiego to help with implementation of global and country programs and ensure activities are technically sound. The Senior Advisor will work with other relevant sections in Jhpiego to support robust monitoring and evaluation, business development, project management, and technical materials development. As a representative of Jhpiego, the Senior Technical Advisor will from time to time be responsible to demonstrate Jhpiego’s technical capacity and program impact, by reporting on achievements, internally and externally, and ensuring learning from Jhpiego’s programs are shared and used, as well as expand our immunization networks and establish relationships with external stakeholders contributing to the growth of Jhpiego’s immunization portfolio.

Responsibilities

Technical Assistance & Quality Programming

  • Contribute technical advice to global and country activities on immunization, under the direction of Jhpiego technical and program management teams:
    • Draft or review, in consultation with other Jhpiego staff, technical briefs, designs, training materials, job aids, and similar documents to support new and existing Jhpiego immunization programs
    • Works closely with global and country program staff to ensure sound implementation and delivery of technical activities and strategies, supporting the development of workplans, reports and other project deliverables
    • Support in coordination and day-to-day management of learning networks and other platforms for immunization.
    • Builds capacity within Jhpiego project teams to implement good practice and assure quality implementation.
    • Identifies potential issues and gaps of high concern or impact to the delivery of quality technical assistance and escalates as appropriate
    • Support the development and implementation of other maternal, newborn health technical and program content as delegated by the Senior Technical Advisor.
  • Contribute technical analysis to collect, gather and synthesize immunization programmatic information (such as that for ‘zero dose’ children), including:
    • Situational analyses to inform Jhpiego global and country teams, and government counterparts, on recommendations for improvement in the delivery of technical services, as well as the design and development of new, innovative solutions
    • Analysis of program data to identify opportunities to strengthen quality of implementation, identify trends and recommend strategies to address implementation challenges
    • Independently conducts meaningful review of immunization programs supported by Jhpiego to inform the development of solutions and enhancements to delivery of technical assistance.

Global Technical Strategy Development & Implementation

  • Support Jhpiego’s immunization program strategy and direction, including to:
    • Work with Jhpiego global program staff, to document successes, lessons learned and challenges in implementation.
    • Assist the Senior Technical Advisor (Immunization) and other MPHD Senior Technical Advisors to design and carry out annual program reviews and synthesize the findings.
    • Provide technical input to new business development opportunities.
    • Provide technical input to the development of external communication priorities including success stories, blogs and other program and technical related communication materials.
    • Author/co-author abstracts, presentations, and articles for journals and conferences.

New Program Development & Donor Relations

  • Represent Jhpiego in global and national technical forums, including to:
    • Attend relevant meetings/ technical advisory/working groups and professional forums as delegated by Senior Technical Advisor/s.
    • Foster relationships with global and country-based technical and program staff to identify and address implementation challenges and assure quality programming
    • Collaborate with funding and technical partners such as USAID awards, Gavi, WHO, UNICEF and others, to ensure that activities are responsive to country needs and conform to the donor and government requirements.
    • Coordinate and participate in discussions and collaboration with key stakeholders and partners engaged in immunization as delegated by GSI senior technical advisors.

Required Qualifications

  • Medical, nursing or other health qualification relevant to immunization in resource-constrained settings
  • 7+ years’ experience in immunization program support or other experience in immunization program implementation, such as health policy, planning, service delivery or implementation research.
  • Demonstrated capability in public health program innovation, and ability to think critically and strategically.
  • Demonstrated capability for technical writing addressing a mix of policy and practice audiences at global and country levels, especially for resource-constrained settings.
  • Demonstrated experience with a mix of practical technical skills necessary for strengthening integrated health services delivery at the regional, national, clinical and community-level, in both the public and private sectors.
  • Familiarity with WHO, USAID, Gavi or similar development assistance requirements in administrative, management and reporting procedures and systems.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with host-country counterparts and representatives from other key health and development stakeholders such as NGOs, CSOs, and the private sector.
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to give effective and engaging presentations
  • Proficiency in Microsoft Office suite of software and use of computers in analysis of health information.
  • Ability to travel up to 30% of the time, including internationally.

Preferred Qualifications

  • post-graduate qualification in public health, epidemiology or other domain relevant to immunization in resource-constrained settings
  • 5+ years’ experience of work in low- or lower-middle-income country settings
  • Ability to work in Francophone countries, including professional French language facility.

US-based salary range for this role is expected to be: $78,814 - $105,086.  The salary for field based candidates will be based according to the country salary range for which the candidate will be hired.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
