Green Investment Officer

 

The Green Investment Officer will be responsible for supporting the implementation of the Readiness Program and applies his/her specialized technical knowledge to ensure efficient and timely delivery of the Readiness Program. The position provides day to day technical support internally as well as to relevant government and other counterparts and contributes to enhancing the capacity of the NDA and key GCF stakeholders to access climate finance. 

The Green Investment Officer will provide high quality advice to the Center for Climate Change Finance and Multilateral Policy under the FPA, which serves as the NDA Secretariat to implement the core functions of the NDA. The Green Investment Officer will report to the Sr. Investment Analyst, who is the Program Manager of Readiness Program, and will work three days per week at the FPA office (GGGI has an office in the NDA). On other days, the s/he will be working from the GGGI Jakarta office. S/he should be willing to travel.

 

PURPOSE

The Green Investment Officer carries out analytical and technical work related to the GCF Readiness Program and provides a wide range of support to the Readiness Program’ different deliverables. The Green Investment Officer oversees the development and implementation of multiple components of the Readiness Programs and provides technical inputs. The full list of outputs and outcomes that the Green Investment Officer will actively lead the outputs of the GCF Readiness and deliver the outcomes. The incumbent will mainly focus on delivering  the Outcome 4 and 5 stated at the Introduction section.

 

ENGAGEMENT

The Green Investment Officer will:

  • Actively engage and regularly engage with the private sector, civil society, government, DAEs, and other (local) stakeholders. Direct communication with the GCF (on behalf of the NDA or GGGI) is foreseen as well;
  • Work as the key climate change investment expert to relevant stakeholders, strengthen these stakeholders’ capacity and provide necessary assistance and guidance to improve green projects initiated by direct access entity. Ensure effective and efficient delivery of related project deliverables;
  • Work closely with government officials, (D)AEs and the private sector in implementing the Readiness Program and/or developing GCF concept notes;
  • Coordinate with GGGI colleagues in other countries especially those working on the GCF readiness programs;
  • Coordinate with GGGI colleagues in Indonesia and HQ to support and assist in resource mobilization and investment mobilization outside of the Readiness Program (ca. 10% of staff time).

 

DELIVERY

The candidate is expected to deliver the following:

  • Initiate, collaborate with other GGGI colleagues, and conduct relevant workshops, dialogues, focus group discussions, and fora with key national and subnational stakeholders from both public and private sector
  • Develop and initiate climate change projects and prepare concept notes, especially for submission purpose to the GCF;
  • Ensure the development of existing DAEs project pipeline to align with the most recent GCF Country Program Document;
  • Initiate, maintain and strengthen relationships with key officials in the government (other than the FPA) and other relevant public and private institutions;
  • Provide high-quality climate finance/investment technical advice to the FPA and DAE(s); and
  • Independently manage the technical team’s outputs (consisting of staff members and consultants from various fields) to meet challenging timelines and ensure successful quality delivery in line with the agreed outputs;
  • Prepare monthly and annual reports in accordance with the monitoring mechanism set by GGGI and the GCF.
  • Ensure the principles of gender equality and social inclusion are effectively reflected in all relevant activities including in programme reports, workplans, and technical advice provided to NDA.

REQUIREMENTS
QUALIFICATIONS
  • At least a Master’s degree in environmental and natural resources economics, development economics, finance, business/ business management, or a related field;
  • Minimum 6 years of experience in country-level work experience, experience with climate change and climate finance is highly desirable.
  • Experience in managing government relations, working with NGOs/CSOs, and/or engaging with private sectors;
  • Demonstrate knowledge of GCF framework and policies, modalities and procedures, including reporting requirements and guidelines;
  • Technical knowledge of climate change, mitigation, adaptation and/or climate financing;
  • Experience with the development and structuring of investment projects, ideally in climate change projects;
  • Previous experience with the management of donor-funded activities;
  • Demonstrated project and policy experience in Indonesia;
  • Ability to work effectively with people from diverse cultural and professional backgrounds;
  • Excellent English and Indonesian oral and written communication skills, including public speaking.

WORKING CONDITIONS
  • Green Investment Officer is an X8 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
