ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence.

 

The Directorate houses the technical Divisions of Capacity Development, Industrial Policy Advice and Statistics (TCS/CPS); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); and Digital Transformation and AI Strategies (TCS/DAS).

 

The Division of Circular Economy and Environmental Protection (TCS/CEP) promotes just transitions to circular economies, reduced release of pollutants into the environment and other green industrial and economic approaches to help Member States to grow economically while simultaneously addressing the three planetary crises of climate change, biodiversity loss and pollution. It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product; by reducing or eliminating the emission of non-fuel-related greenhouse gas emissions; and by assisting in achieving the objectives of and compliance with multilateral environmental agreements. In doing so, its activities further improve competitiveness, as well as the development of and access to markets, particularly for SMEs. This contributes to climate-neutral, resilient, pollution-free industrial development, supporting co-existence that is in harmony with nature.

 

The position is located under The Montreal Protocol Unit (TCS/CEP/MPU) that is responsible for planning, developing and implementing activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries to achieve their determined contributions to reduce emissions of greenhouse gases under the Paris Agreement. Making use of the capacity building and policy support, the services of the Unit foster transformation in manufacturing concerning technologies used in refrigeration, air conditioning and insulation with the effect of a reduction and change in working fluids and chemicals and ultimately a reduction of total greenhouse gas emissions.

 

PROJECT CONTEXT tem

Türkiye as one of the Parties to the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer, owns a portfolio of projects and activities for the fulfilment of the Protocol in cooperation with UNIDO as the leading implementing agency in the country.

 

Under this portfolio, the Institutional Strengthening (IS) project has an important role for enhancing the existing capacity of National Ozone Unit (NOU) established under the Türkiye Ministry of Environment and Urbanization, General Directorate of Environmental Management, as being the national entity responsible for the national coordination of the Protocol activities.

 

The National Ozone Unit under the auspices of the Ministry of Environment and Urbanization of the Republic of Türkiye is responsible for the coordination of project implementation in accordance with the objectives and activities related to HPMP projects, Institutional Strengthening Project and Enabling Activities for the early ratification of the Kigali Amendment and has a major role in the process of monitoring all those project activities.

 

The project aims to provide assistance to the country, with the strengthening of the NOU for the fulfilment of the country requirements in line with the protocol, via various activities such as data collection and verification, country reporting, development and revision of relevant legislations, organization of public awareness activities, meetings, workshops, along with supporting the implementation of the MP national projects.

 

The NOU uses two databases for monitoring the use of controlled chemicals, namely the F-Gas Equipment Operators Central Database (EKOMVET 2.0) and F-Gas Activity Reports Database (FARAVET 2.0) software. With the latest updates, the databases have now quota distribution and help (ticket system) module, integrated E-Signature, Single Window System and Belgenet systems and comply with legislation related to F-gases.

 

In line with the objectives, and close cooperation with the NOU, the national expert is expected to carry out the following duties:

Monitor the development and implementation of ICT systems/projects.

Assisting the installation and maintenance of office ICT infrastructure components in local offices and projects.

Monitor the use of ICT resources and ensuring they are used in line with UNIDO and NOU policies.

Provide technical support and making minor repairs to hardware and software components of ICT infrastructure and user equipment.

Assist with resolving problems (e.g. poor performance) and faults (e.g. system failure) occurring in the operation of hardware and software systems and problem management.

Assist in development of systems and applications needed to fulfil business requirements and contribute to IT projects.

Participate in projects related with the implementation of hardware and software tools and systems.

Provide technical support and oversight to ongoing program ICT initiatives.

Monitor and test the developed systems to ensure they comply with technical specifications.

Provide administrative support including daily follow-up of the online systems and reporting if needed.

Facilitate knowledge-building and knowledge sharing.

Recommend enhancements, improvements, and other adjustments to achieve desired objectives.

Support the team in reviewing proposals for new ICT initiatives.

Support the preparation of ICT procurement documents, including the technical specifications.

Provide Regular information and data back-up.

Finding, suggesting and implementing solutions for different work-related problems.

Carry out other duties and responsibilities requested by NOU and UNIDO Field Office.

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Advanced university degree in Computer Engineering, Information Technology or closely relevant discipline is required.

 

Experience, technical and functional expertise

  • A minimum of (3) three years of progressively responsible working experience in ICT support, maintenance of hardware and software projects is required.
  • Knowledge of Windows-based packages/applications is required.
  • Knowledge of relational database management systems (RDBMS) like MS SQL Server, Oracle SQL, MySQL, PostgreSQL, etc. is required.
  • Knowledge on .NET (C#, ASP.Net WebForms, MVC) and JAVA platform, JQuery, HTML, Windows Services and REST (Representational State Transfer) architecture is required.
  • Experience in the use of Windows/Linux application servers is required.
  • Experience in preparing software requirements specifications, terms of references for ICT-related activities, concepts for ICT systems, etc. is required.
  • Knowledge of web services Restful, Entity Framework, WCF and XML is desirable.
  • Experience in the use of Unit Test and Performance Test tools is desirable.
  • Experience in the configuration and application of at least one of the ORM technologies is desirable.
  • Skills in ElasticSearch is desirable.
  • Experience working in a large national, multi-national or international organization and familiarity with the UN system is desirable.

 

Languages: Fluency in written and spoken English and Turkish is required. Fluency in or working knowledge of another UN language is desirable.
