1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 106 approved members worldwide. We are capitalized up to USD100 billion and Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity. As part of the Vice Presidency, Policy and Strategy, the Operational Partnership Department (OPD) is responsible for managing and coordinating the operational partnerships between AIIB and relevant multilateral organizations, fora and stakeholders, administering the Bank’s Special Fund resources including performing the role of Implementing Partner of selected partnership facilities, as well as managing the Bank’s engagement with regional co-ordination mechanisms, with the objective of building relationships that can mobilize additional effort and resources for AIIB’s investment operations. The Resource Mobilization (RM) Team under the OPD department is in charge of designing and executing tailored resource mobilization strategies in support to AIIB geographic and sectoral priorities, including climate mitigation and adaptation, nature-based solutions, digital infrastructure and cross border connectivity. Working closely with bilateral and multilateral donors, philanthropies, private sector donors, and International Financing Institutions (IFIs), the RM team is also in charge of developing innovative financing products, platforms & solutions to tap into concessional, blended and impact capital at scale, for deploying in private and public sector operations.

2. Objectives of the Assignment

The OPD RM Team is seeking a partnership consultant to provide content and coordination support to various resource mobilisation work-streams, with a focus on the new green partnership initiative in 2023, organisation of co-branded events with priority partners, and resource mobilisation and blended finance project cooperation with priority partners.

3. Scope of Services

• Contribute towards the design, development and implementation of resource mobilisation strategies and plans, in particular on the new green partnership initiative that aims to contribute to scaling up climate finance and mobilising private capital. • Support content development and coordination of specific relationship-building programs and activities, including co-branded events, with priority partners of concessional, blended and impact capital (such as bilateral and multilateral development institutions, and philanthropic foundations). • Coordinate/support relevant cooperation between AIIB and Sovereign Wealth Funds (SWFs) including CIC, ADIA, Saudi PIF, CPP Investments, etc. • Provide analytical and coordination support to the matchmaking advisory and solutions design that support the realisation of resource mobilisation to specific investment project opportunities, including both external technical and financial resources (i.e. “fund raising”), in close collaboration with different project investment teams. • Support improvement of the financial analysis and modelling of the blended finance model currently maintained by the OPD team. • Provide research support to the thematic areas and topics such as blended finance, impact investing, green transition, etc. • Conduct any other tasks assigned by the supervisor or Director-General.

4. Consultancy Output / Deliverables

• Content input to the new green partnership initiative in 2023, including concept notes, presentation materials, briefing notes and OP-ed piece for senior management, engagement plans and communication materials with philanthropies and sovereign wealth funds, concept notes for co-branded events with partners. • Content input to partnership engagement programs and activities with priority partners, including engagement plans, communication materials, and concept notes for co-branded events with partners such as bilateral and multilateral development institutions, and philanthropic foundations. • Preparation of donor notes that would be used for matchmaking advisory and solutions design that support the realisation of resource mobilisation to specific investment project opportunities. • Improved blended finance model that could be used for OPD team support of the Bank's blended finance projects.

Qualification Requirement

• Minimum bachelor’s degree in finance, business, economics, public policy, or related fields in development finance from a reputable university; • Minimum five (5) years of experience in an analytical role related to investment, consulting, market research, and/or equity research gained at consulting, investment banks, or international/multilateral financial institutions. • Solid understanding is required on topics such as blended finance, impacting investing, green finance, carbon neutrality, and relevant work experience would be advantageous. • Prior work experience that demonstrates financial, analytical and modelling skills, and credit skills. • Effective interpersonal and organisational abilities. Ability to think independently while working under supervision. • Demonstrated ability to deliver high-quality work on short notice, while multi-tasking. • Excellent proficiency of professional writing and speaking of English. Should be comfortable to communicate and work in an international and culturally diverse environment.
