Indonesia is among the world’s top 10 emitters. At the 26th UN Climate Change Conference of the Parties (COP26), Indonesia committed to the carbon neutrality of forest and other land use sectors by 2030 and the phase-out of coal-fired power plants by 2040 with sufficient financial support. The country’s large rainforests and coal-reliant power sector mean that immediate and effective action by Indonesia will create a major impact on the achievement of the Paris Agreement. To meet the current Nationally Determined Contributions (NDC) mitigation target, Indonesia will need a significant investment of around IDR 3,000 trillion or around USD 214 billion (Indonesia 2nd Biennial Update Report (BUR)). The financing needs cannot be borne by the government budget alone. Non-Party stakeholders (NPS) participation and investment need to be mobilized urgently. This is the expected role of Carbon Pricing Instrument (CPI) implementation in Indonesia, whereby putting a price on carbon can help scale up climate change mitigation in a cost-effective manner. The Government of Indonesia relies heavily on the results of CPI’s implementation to fill the budget gap in achieving NDC targets. CPI is the widely anticipated source of funding to incentivize future increases in mitigation ambition. Without CPI, the discrepancy between the committed GHG reduction goal and the existing financing plan cannot be solved.
Based on the current projection, the Government requires a budget of around USD 322.86 billion for the implementation of mitigation actions in the NDC roadmap. Based on the findings of Indonesia Climate Budget Tagging (CBT), in 2018-2020, the government budget alone could only cover around 23% of the total required budget. The government needs to increase NPS’ participation in climate change mitigation and mobilize additional financing. The CPI is expected to scale up mitigation actions in a cost-effective way as well as to increase NPS investment in low-carbon development.
Given the downward trend of widely accessible public finance and the increasing emphasis to mobilize domestic and international private finance, it is imperative that UNDP provides urgent support to the Government of Indonesia to implement and report on its NDC in the coming years. The support will focus on the development of ETS and greenhouse gas (GHG) Crediting Instruments (Domestic Offset Program), as both are considered to be the most appropriate CPIs for Indonesia. It leverages ongoing work under Climate Promise Workplan Service Line 4: Assess costs and investment opportunities. It will also build on UNDP’s internal tool named the Paris Agreement LULUCF Assessment and NDC Tool (PLANT) for the forestry sector which is a dominant contributor to achieving the NDC targets. PLANT maps the NDC and REDD+ to, among others, identify and mobilize new and additional domestic and international public and private finance to achieve the NDC, as well as identify opportunities to set up or strengthen systems and processes for the Enhanced Transparency Framework under the Paris Agreement which are fully consistent with REDD+ submissions. Furthermore, this project will align and contribute to the Global Climate Promise Framework, particularly Pillar 1 and Pillar 2.
The Project Assistant (Communication) will specifically help UNDP to sensitize people to the work and mandate of UNDP. In turn, UNDP aims to provide meaningful opportunities for people to be directly exposed to UNDP’s work and mandate and to assist them in honing skills and applying their knowledge in a development context.
Scope of Work (5 to 7 items only)
a) Provides Communications support to the Project Management Unit focusing on the achievement of the following results:
• Provide support to the national project manager and work closely with the communications consultant to develop and comply with function-specific documentation (e.g. drafting and editing social media posts, Individuals bi-annual newsletter, publication copies, digital, and hard-copy appeals, articles, etc.), as required. Assisting the national project manager to develop and execute an adequate and integral communication plan for internal and external communication;
• Assisting the national project manager and communications consultant in preparing project events related to promotional and awareness raising (exhibition and or journalist visits). Collecting and compiling significant information and evidence from project implementation processes and results as main sources for developing communication materials;
• Support in updating the database of the relevant public and development partners private sector, civil society, and other stakeholders who are counterparts for the project. Monitor and evaluate the use and effectiveness of media materials and share results and findings;
• Providing support to conduct media tracking, to collect and cluster news and/or articles related to the project from printed and electronic media to be used as media coverage and supplement for the project report;
• Support to review project documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distribute project documents to relevant parties upon approval;
• Conceives and drafts files, graphics, and/or illustrations for visual media, including web, social media, and print.
b) Supports strategic partnerships, and communication, and supports the implementation of resource mobilization
• In coordination with UNDP’s Communication unit and other relevant counterpart communications departments, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project;
c) The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that.
• Human rights and gender equality are prioritized as ethical principles within all actions.
• Activities are designed and implemented in accordance with the “Social and Environmental Standards of UNDP”.
• Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, or gender is respected within all implementations including data production.
• Differentiated needs of women and men are considered.
• Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability and the gender language barrier is created.

4. Institutional Arrangement
The NPSA holder will work under the overall supervision of UNDP’s JSB Carbon Pricing National Project Coordinator.
