Functional Responsibilities

Purpose and Scope of Assignment 


Under the supervision of the Senior Portfolio Manager and upon agreement on the specific deliverables, the contractor will carry out the following tasks:  


  • Investigate and perform a desk review of existing legislative measures and national action plans in the selected pilot countries in order to begin the implementation phase of the “Model Legislative Provisions project to support the rights and address the needs of victims of terrorism”;
  • Provide legal opinion based on the desk review on how to strengthen national laws and build comprehensive national action plans for victims of terrorism in the selected pilot countries; 
  • Participate in the organization and implementation of the training workshops in collaboration with UNODC and UNOCT. The incumbent will be expected to travel to the selected pilot countries to co-implement the necessary training workshops per each country.
  • Develop technical briefing papers, oral and written presentations on all legislative provisions needed, and other material, as requested, which will be part of the material used during the workshops.
  • Ensure that a gender perspective is included in all workshops.
  • Liaise with key stakeholders at national level to ensure participation of all relevant government officials, civil society organizations and victims/survivors of terrorism to the workshops.
  • Draft and produce workshops reports and a final project report including outcomes of all workshops and way forward for the pilot countries. 
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education 

  • Advanced University Degree (Masters or equivalent) preferably in law with an emphasis on human rights and/or victims of terrorism, is required.
  • First level university degree (Bachelor’s or equivalent) in combination with two (2) additional years of relevant experience may be accepted in lieu of an Advanced university degree;

Work Experience  Required Experience: 

  • At least seven (7) years of progressively responsible experience in legal affairs with a focus on human rights and/or victims of terrorism is required.
  • At least five (5) years of experience working with victims/survivors of terrorism issues at national and international levels is required.
  • Experience in drafting legal documents is required.
  • Experience preparing coursework materials and delivering instruction/workshops on legal/legislative issues is required.
Desirable experience (the following experience is optional candidates who do not have it are welcome to apply): 
  • Work experience at both national and international levels will be an asset.
Language
  • Fluency in English and French is required. Knowledge of another UN language is desirable.
