Mission and objectives

The UNCCD is the global voice for land. We promote practices that avoid, reduce and reverse land degradation and are the driving force behind Sustainable Development Goal 15 and Land Degradation Neutrality. The state of the land affects everyone and caring for it is our shared responsibility. Our flagship initiatives engage governments, scientists, farmers, the private sector and local communities to improve land health and productivity: Land Degradation Neutrality (LDN) Target-Setting Programme unites over 120 counties that are setting voluntary targets to achieve LDN, protect and restore land resources, build resilience of land-dependent communities and promote responsible land governance. The Drought Initiative promotes a shift to proactive drought management, working with countries to develop national drought plans and developing an interactive Drought Toolbox that enables users to design custom drought solutions. The Great Green Wall Initiative aims to restore Africa’s degraded landscapes and transform millions of lives with the ambition to restore 100 million ha of degraded land, sequester 250 million tons of carbon and create 10 million green jobs. Capacity Building Marketplace connects users to learning, funding and career opportunities, enabling them to share knowledge while growing the network of sustainable land management partners.

Context

This assignment is hosted by UNCCD/National Agency for the Great Green Wall (NAGGW) Nigeria. The Pan-African Initiative of the Great Green Wall is both a nature-based solution to the complex challenges facing humanity and a compelling symbol of what is possible if we work together to protect and restore our planet. It is one piece in the puzzle in providing genuine alternatives for people increasingly working together to stop the drivers of land degradation and increase rehabilitation of degraded lands. In January 2021, following the call launched in September 2020 by eleven Ministers of Environment of the Great Green Wall, the international community gathered at the One Planet Summit to announce the mobilization of a US$19 billion to support the efforts of the Pan African Agency of the Great Green Wall through the implementation of efficient coordination tools, including mechanisms for resource mobilization and the compilation of transformative project pipelines. The Great Green Wall continues to face challenges in its implementation and execution in the 11 countries covered by the Pan African Agency for the Great Green Wall (PAGGW). In Nigeria, a national Coalition for the Great Green Wall is in the planning phases to coordinate the active entities responsible for making the GGW a reality in the concerned regions of Nigeria. The Coalition serves as a means to follow progress and funding at the national level through regular stakeholder meetings. In support to the PAGGW, UNCCD is recruiting a National UN Volunteer Expert in each GGW country to support resource mobilization and project preparation. The National UN Volunteer Expert shall, through this coalition, and a close working relationship with the NAGGW Nigeria and UNCCD, establish an overall resource mobilization strategy and roadmap complete with a national stakeholder mapping, a results framework and a complete transformative project proposal.

Task description

The National UN Volunteer Expert will support the National Nigeria Agency for the Great Green Wall (NAGGW Nigeria) on the following: • Mapping the stakeholders involved on the Great Green Wall at the National level from all sectors through the National Coalition for the Great Green Wall, including Private sector, academia, civil society, NGOs, foundations and more. • If the National Coalition is not yet set up, for the Great Green Wall, the UN volunteer will be responsible for supporting efforts in convening the first National Coalition Meeting with the responsible entity for the GGW in Nigeria. Through this National Coalition, the UN Volunteer will map the GGW Initiatives on a national scale. This mapping shall include the areas in which each partner works, their sector oof intervention their sources of funding and their funding dedicated to the Great Green Wall. • On the basis of the Mapping exercise, the UN Volunteer will establish a National Results Management Framework (RMF) on the Basis of the established Harmonized Results Management Framework for the Great Green Wall. The indicators in this framework will be selected from the HRMF based on the sectors in which each partner is contributing towards the Great Green Wall. • Through the National Coalition facilitation, and the National RMF, the UN Volunteer will produce at least one Complete Transformative and Innovative Project Document ready for implementation. This project document can be the result of a consortium or have a standalone executor. • From each of these deliverables, conceived through a range of consultations with local partners and stakeholders, the UN Volunteer shall produce one clear resource mobilization strategy and roadmap complete with recommendations and a way forward for the GGW in Nigeria. Deliverables: • One clear Mapping Report on National Level Great Green Wall Projects • One clear National RMF Declined from the Harmonized GGW RMF • At least one Complete GGW Innovative and Transformative Project Document • One clear GGW Resource Mobilization Strategy & Roadmap with Recommendations The National UN Volunteer Expert shall be evaluated on the quality of each separate deliverable and the articulation of the ensemble of deliverables as a final deliverable.
