The Technical Advisor – Global Health, will serve as an expert who will grow and provide technical leadership for public health expertise in Health Promotion and Disease Prevention with a focus on increasing access to quality HIV/AIDS and RMNCAH services ultimately improving health outcomes in settings where Pact works. They will contribute to Pact’s work on system strengthening (community, social welfare, and health), pandemic preparedness and response and global health security.

Working across impact areas, the Technical Advisor will work in partnership with portfolio Vice Presidents and their teams to contribute to the overall technical and programmatic quality and growth of Pact’s Global Health portfolio. The Technical Advisor provides leadership in the formalization, execution, implementation, and documentation of Pact’s strategic and technical approaches; provides direct technical assistance to centrally funded and bilateral country-focused projects; and contributes to ongoing knowledge exchange across the organization. They play a critical role in supporting and expanding Pact’s Global Health portfolio and fosters integration with other impact area teams, specifically to ensure that project and country teams are applying state-of-the-art science and in alignment with global guidelines, standards, and protocols.

The Technical Advisor will possess specialized expertise in 1-2 progam areas and demonstrated ability to apply global health and public health understanding to address integrated health challenges and issues.

Key Responsibilities

Business Development (50%): The Technical Advisor will serve as one of the Global Health (GH) team’s Technical Pursuit Leader, leading intelligence gathering, prepositioning development as well as articulation of the technical strategy in response to Requests for Proposals and Request for Applications (RFPs and RFAs). Working with technical contributors, country experts, and other internal and external experts, harnesses Pact’s technical, country, project management and business development expertise to conceptualize the overall strategic framework encompassing all Pact’s experience and expertise into competitive proposals. Specifically, they will:

  • Work in collaboration with the Business Development teams, and other growth stakeholders to identify a pipeline of opportunities and manage significant business development activities, including leading pursuit of priority opportunities, solution design and win strategies to address client solicitations.
    Support capture and bid of the Global Health top opportunities and critical recompetes, helping to craft effective capture and win strategies.
  • Frequently provide quality assurance for GH bids to ensure that technical approaches are responsive to client needs.
  • Apply client- and domain-specific subject matter knowledge to help Pact tailor solutions to clients’ problems.
  • Supports the Business Development Team in the identification of new project opportunities when in the field or in donor or partner meetings remains alert to potential intelligence about new business opportunities and advises relevant teams about pre-positioning.
  • Fosters collaborative relationships with relevant strategic partners and stakeholders involved relevant content area.

Technical Delivery (30%): The Technical Advisor will provide quality assurance for implementation; provision of effective technical assistance and team mentoring; accessing and disseminating state-of-the-art information. They will specifically:

  • Support technical delivery of GH work across Pact, through experience sharing, short-term technical assistance, and mentorship of home office and field-based staff as appropriate.
  • Provides technical advise and direction to projects and programs in respect to Pact’s strategic priority areas HIV/AIDS; RMNCAH; systems strengthening, pandemic preparedness and response and global health security,
  • Provides strategic advise to Global Health Unit on emerging and strategic issues to scale up pertinent evidence proven interventions.
  • Facilitates the development and revision of relevant strategies to be incorporated into the new Global Health @ Pact strategic plan.
  • Closely monitors implementation of the country projects with interventions in relevant content area. Support Country offices during project start-up phase by helping to develop work plans; share tools and materials from other similar projects within and outside of Pact; orient and train new program staff; and assist field teams to implement initial project activities.
  • Provides technical input and periodic status reports through Technical Portfolio Reviews in the relevant content area.

Thought Leadership (15%): The Technical Advisor will manage the development of innovative models and tools and documents technical achievements, specifically, they will:

  • Contribute to Pact’s Thought leadership key performance indicator, by publishing regularly, participating on external technical working groups and/or by presenting at annual conferences and meetings.
  • Recommend areas for operational research and/or learning agendas and support GH operational and implementation science research efforts working closely with country offices to provide evidence
  • Contributes to the development and/or technical review of targeted educational materials and technical proposals as required, ensuring that project design and technical strategies are sound and that project implementation experiences are appropriately reflected.

Other duties as assigned (5%)

Basic Requirements

  • Master’s degree with eight (8) years work experience or bachelor’s degree with at least ten (10+) years work experience
  • Advanced clinical degree, MD/PhD or master’s degree in health-related field or equivalent experience with eight (8) years work experience.
  • At least eight (8) years of relevant professional experience, including international public health programming, with at least five (5) years relevant overseas work experience.
  • Significant and successful experience working in international development and/or public health programs, specifically in the area of Family Planning/Reproductive Health and/or Maternal Newborn Child Health, System Strengthen, Pandemic Preparedness.
  • Significant successful experience in new business development; in particular, the Technical Advisor must have demonstrated expertise in proposal writing including leading and shaping the design of projects in response to US government solicitations.
  • Experience providing direct technical assistance in developing countries.
  • Demonstrated organizational, consulting, and mentoring and coaching skills and abilities, sound judgment, and high ethical standards.
  • Adaptability to changing priorities and deadlines.
  • Demonstrated ability to communicate clearly and concisely in written and spoken English, including excellent skills in drafting business correspondence.
  • Demonstrated ability to write journal articles, research studies, and technical reports.
  • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
  • Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local and international nongovernmental, governmental, and international organizations within multiple socio-cultural contexts.

Preferred Qualifications

  • Experience with USAID and knowledge of USG procurement regulations highly desirable.
  • Ability to use epidemiological tools, such as EPI Info or other similar software highly desirable.
  • Prior senior technical or management positions a plus.
  • At least seven to eight (7-8) years’ experience managing complex health and/or HIV/AIDS projects within a non-profit organization in a developing country context.
  • Experience working with other multilateral and bilateral agencies, such as FCDO, WHO, UNAIDS, UNFPA, UNICEF, and European and private donors preferred.
  • Fluency in a second major language preferred, including the ability to conduct training and business in that language.
  • Experience overseeing and coordinating with international field offices.
