The main responsibilities of the Head of Compliance & Operational Risk are to define and implement the Bank’s due diligence processes regarding Anti-Money Laundering and Countering Financing of Terrorism (AML/CFT), anti-bribery & corruption, sanctions risk, tax transparency and operational conflicts of interest.
The Head of Compliance & Operational Risk is also responsible for framing and implementing the Bank's operational risk strategy and framework, and reviewing periodically the appropriateness, efficiency and relevant nature of this framework, as well as conducting an independent review to ensure that the overall implementation and set-up is sound, efficient and aligned to global best practices.
Reporting to the Chief Risk Officer, you will be leading a motivated team of compliance and operational risk professionals, while applying global best practices.
Specific Responsibilities include but are not limited to:
- Defines the compliance and operational risk frameworks, methodologies and documentation and oversees implementation.
- Provides oversight, guidance, and challenge to the deployment of a consistent methodology, approach and execution standards of compliance and operational risk management practices.
- Independently reviews and evaluates the implementation of these frameworks by the business and support functions.
- Evaluates incident reports, root cause analysis and action plans.
- In the context of new product governance, contributes to the assessment and validation of new products.
- Reviews and validates the operational risk aspects of outsourcing activities.
- Drives the conduct of risk assessments (Including the Financial Crime Review and Risk & Control Self Assessments) to identify, assess, measure, manage and report on compliance and operational risks.
- Increases the effectiveness of Management’s oversight by analyzing and reporting compliance and operational risk information.
- Provides advice and expertise on assessing and evaluating compliance and operational risks, including reputational risks relating AIIB’s investments and activities.
- Consults with multilateral and bilateral partners and AIIB members to improve the compliance and operational risk function of AIIB.
- Keeps abreast of the latest applicable regulatory developments and advises internal stakeholders on their implications and impacts.
- Works with relevant AIIB departments to promote a strong risk culture through relevant training programs.
Requirements:
- Minimum 15 years of relevant experience in compliance and operational risk management.
- Demonstrated leadership experience in compliance and operational risk gained from prior positions with international financial institutions.
- Demonstrated understanding of development financing compliance rules and regulations with specific working knowledge of UN, EU, UK and US and other regional regulations around compliance.
- Extensive experience with AML/CFT and policy compliance best practices, especially in an IFI environment.
- Ability to interpret complex regulatory requirements and create appropriate policies, procedures, and training materials.
- Strong organizational skills and proven track record of results.
- Effective analytical, time management and people skills.
- Excellent written and oral skills in English.
- Able to collaborate closely with other Bank departments and stakeholders in addressing issues and finding solutions.
- Able to manage and motivate staff to achieve high-quality results and encourage innovation in an open team-based environment.
- High personal integrity and emotional intelligence, with demonstrated ability to manage sensitive matters discreetly and responsibly.
- Advanced university degree (Master’s degree or equivalent) in Finance, Business, or related fields from a reputable university.
