The Human Resources Department (HRD) is responsible for the development and implementation of AIIB’s human resource strategies, policies, and programs to attract, hire, develop and retain talents. HRD also provides advice on human resources and corporate culture-related matters to ensure that alignment of all relevant policies and actions. It also supports the realization of AIIB’s mission, vision, corporate culture, corporate strategy and business goals, specifically in the areas of strategic staffing, talent management, change management, organizational and performance management, succession planning, learning and development, compensation and benefits, and recognition and rewards.

The Learning & Development (L&D) oversees three main functions: learning, talent and culture. L&D is in charge of providing best in class learning solutions for leadership, technical and soft skills trainings. It is also responsible to manage three Young Talent Programs (YTPs): Internship Program (IP), Legal Associate Program (LAP) and Graduate Program (GP) and conduct talent reviews in collaboration with the business and follow-up on key actions coming out from those conversations. In terms of Culture, L&D helps senior management to shape AIIB corporate culture by using several surveys such as Employee Engagement Survey and EDGE survey to identify gaps and take the appropriate actions to close them.

The HR Officer / Senior HR Officer - Learning & Development will be a functional expert in Learning & development (L&D) and Culture supporting AIIB’s strategic objectives and business requirements. The Officer will possess the right bearing to work with line managers and be technically strong, able to act as L&D subject matter expert and being a trusted partner to the line managers by understanding their business. The Officer will design and develop the required learning, culture interventions and may also be required to facilitate bank-wide training. The Officer supports the L&D head in delivering strategic L&D initiatives at a group level with the administrative support of a senior HR assistant.

Accountabilities & Responsibilities

  • Codesign and execute a learning and capacity building strategy.
  • Provide consultative approach to HR & Business leaders in the areas of organization development, and capability building.
  • Work closely with line managers to conduct training needs analysis, design, plan, implement and monitor cost-effective training programs/solutions for staff across levels.
  • Ensure that the trainings are aligned with the AIIB competency framework.
  • Source external training partners and ensure that they understand AIIB’s context, values, ethos and specific needs.
  • Manage and enhance the Induction Program for new staff members and other flagship programs.
  • Ensure training standards by evaluating face-to-face/online internal and external training quality and effectiveness.
  • Assist the L&D head in strategic initiatives being rollout.
  • Manage the trainings budget and source cost-effective solutions.
  • Build strong relationships with external training suppliers and consultants.
  • Facilitate bank wide training (team activation, team building etc.).
  • Implement new age and creative learning techniques - micro learning, gamified learning, etc.
  • Program Management of learning journeys.

Knowledge, Skills, Experience & Qualifications

  • Minimum 5-8 years of relevant HR experience or equivalent (minimum 8-10 years for Senior HR Officer) in an international organization or multinational corporation
  • Passion for L&D and Culture with the desire to grow in a L&D function.
  • Strong written and verbal English communication skills.
  • Proven networking capabilities, influencing, negotiation, presentation, and analytical skills.
  • Growth mindset, resilient and adaptable to change.
  • Strong interpersonal skills and comfortable working in a multicultural environment.
  • Proactive, ability to juggle multiple priorities at the same time, able to work under pressure, ambiguity and meet deadlines.
  • Positive and constructive attitude.
  • Ability to work as member of a team and build relationships with direct HR team members and business to ensure excellent service.
  • High level of integrity, trustworthiness, and attention to detail.
  • Facilitation skills and L&D certification would be an advantage.
  • Master’s degree in HR management, organizational behavior, business administration and related fields from a reputable university.
