1. Project Background
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. The Information Technology Department is looking for an experienced IT Consultant who will be responsible for managing Active Directory (AD), Azure Active Directory (AAD), and ServiceNow, which includes ensuring the efficient operation of AD and AAD infrastructure, administering the ServiceNow platform, providing expert guidance for hybrid AAD architecture, Azure conditional access management, and Single Sign-On management. The ideal candidate will possess strong end-user computing knowledge and the ability to lead project delivery and business-as-usual operations in collaboration with other IT function teams and suppliers.
2. Objectives of the Assignment

3. Scope of Services
• Manage, maintain, and optimize Active Directory and Azure Active Directory infrastructure, including user and group management, security policies, and access controls. • Maintain and optimize a hybrid Azure Active Directory architecture, ensuring seamless integration with on-premises and cloud environments. • Develop and implement strategies for Azure AD Connect, including synchronization, password writeback, and seamless Single Sign-On (SSO). • Configure and manage Enterprise Applications and App Registrations in Azure to support SSO requirements and ensure secure access to applications. • Implement and manage Azure Conditional Access policies, ensuring robust security for access to cloud-based resources and applications. • Oversee the administration, configuration, implementation, and management of the ServiceNow platform for ITSM BAU operations. • Lead project delivery and business-as-usual operations in collaboration with other IT function teams and suppliers. • Monitor and troubleshoot system performance issues related to Active Directory, Azure Active Directory, and ServiceNow. • Coordinate with cross-functional teams to ensure end-user computing needs are met and system integration is seamless. • Create and maintain comprehensive documentation for Active Directory, Azure Active Directory, and ServiceNow processes, policies, procedures, and configurations. • Provide training and support to end-users and team members on Active Directory, Azure Active Directory, and ServiceNow features and functionalities. • Ensure compliance with relevant data privacy and security regulations. • Stay current with industry trends and best practices to continually improve the Bank's IT infrastructure and processes. • Serve as a subject matter expert, providing guidance and recommendations to stakeholders on Active Directory, Azure Active Directory, and ServiceNow-related matters.
4. Consultancy Output / Deliverables
1. New service and project implementation and operation 2. Daily operation support 3. Documentation, i.e., Standard Operating Procedure, Work Instruction, System Maintenance & Technical Documents, etc. 4. Knowledge transfer and training
5. Implementation Arrangement
The Consultant will be a member of the IT End-User Computing team within IT Department, reporting to the Digital Program Specialist, who will provide work assignments, review deliverables, offer constructive feedback, and conduct performance evaluations for the Consultant. The Consultant will work at the Bank's Headquarters.
6. Support to the Consultant by the Bank
The Bank will provide administrative support to the Consultant, including a workspace and working facilities such as bank-issued laptop, desk phone, printing service, bank email account, etc.
7. Knowledge Transfer and Training
The Consultant is required to transfer their domain knowledge in IT End-User Computing to ITD staff and provide relevant training.
Qualification Requirement
• Master’s degree or higher in Computer Science or a related field. An equivalent combination of education and experience is acceptable. A solid background in technology and project management is required. • 7+ years of extensive experience in IT consulting and end-user computing, with a focus on Active Directory, Azure Active Directory, and ServiceNow. • Strong end-user computing knowledge, including Windows, macOS, iOS operating systems, and ITIL processes. • Expertise in designing and implementing hybrid Azure Active Directory structures, Azure Conditional Access policies, and SSO requirements, including Enterprise Application and App Registration management in Azure. • Demonstrated experience in managing and administering the ServiceNow platform. • Familiarity with relevant data privacy and security regulations. • ITIL, Project Management, Azure, AWS and ServiceNow certifications are highly desirable. • Strong sensitivity to cultural differences and significant global acumen. • Ability to work under pressure and meet tight deadlines while taking ownership and accountability. • Ability to work independently and collaboratively and manage multiple competing priorities. • Strong analytical, planning, and problem-solving skills. • Excellent collaboration and people skills. • Strong fluency both in English and Chinese, with native or bilingual fluency highly preferred.
