ECARO O/P, Italy is looking to recruit a motivated consultant whom, under the supervision of the Emergency Specialist (P3) and in regular consultation with the Child Protection Specialist (P4), GBV Specialist (P4) and Country Coordinator, support the implementation of ECARO O/P emergency preparedness and response plan in the region/s of competence. Specifically, the consultant will provide technical support at field level in the region/s of competence to definition, planning, implementation, monitoring and evaluation of the emergency interventions to ensure adequate protection of unaccompanied children, refugee and migrant children and their families, women and girls.

For every child, Protection

As of end of 2022, 105,131 people arrived in Italy through sea borders.  Globally, the number of people on the move has increased significantly. This is due to conflict, climate and food insecurity. As a result, the number of people seeking refuge in Europe is expected to continue to grow in 2023

In the first 2 months of 2023, arrivals have increased by over 220% compared to the same period in 2022.

The increase in numbers of new arrivals is overstretching national capacities to sustain support to all refugee and migrant populations. Overcrowded reception facilities generate additional challenges in providing adequate sanitation and hygiene facilities, sufficient access to health and protection services and information opportunities for children and families. Insufficient measures to prevent and address gender-based violence put women and girls at increased risk. Inadequate reception, identification and protection mechanisms and the limited availability of alternative care and legal guardianship options exacerbate the vulnerability of unaccompanied and separated children.

Within the framework of the regional Humanitarian Action for Children appeal 2023 for the refugee and migrant crisis in Europe and considering a potential scale up of the existing response due to increasing number of sea and land arrivals in 2023, the consultant/s will support the UNICEF ECARO outpost in Italy in field locations in (i) coordinating and scaling up UNICEF refugee and migrant response in Lampedusa island, (ii) assessing the situation as well as the needs of refugees and migrants, and (iii) engaging with local authorities, other UN agencies and civil society organizations.

Under the supervision of the Emergency Specialist (P3) and in regular consultation with the Child Protection Specialist (P4), GBV Specialist (P4) and Country Coordinator, support the implementation of ECARO O/P emergency preparedness and response plan in the region/s of competence. Specifically, the consultant will provide technical support at field level in the region/s of competence to definition, planning, implementation, monitoring and evaluation of the emergency interventions to ensure adequate protection of unaccompanied children, refugee and migrant children and their families, women and girls.

UNICEF is looking to recruit 3 consultants, as follows:

  1. A Consultant based in Trieste, to monitor and coordinate activities in Friuli Venezia Giulia region
  2. A Consultant based in Catania, to monitor and coordinate activities in Sicily – including Lampedusa
  3. A Consultant based in Reggio Calabria, to monitor and coordinate activities in Apulia and Calabria

Scope of the work

  • Provide technical support to assess the needs of refugees and migrants and to the implementation of UNICEF’s response through implementing partners
  • Monitor the situation and provide operational updates
  • Facilitate communication and coordination amongst local stakeholders
  • Provide evidence to support advocacy actions
  • Contribute to emergency and donor reporting and data collection and analysis
  • Provide logistical support to missions

1.Provide technical support with the assessment, monitoring and reporting of the situation of migrant and refugee children, girls and women in the area of competence (borders, first and second line reception centers, communities) as well as provide technical support to UNICEF programmes in the field

1. Produce n. 64 weekly monitoring report (template existing) for the field that includes:

situation monitoring, presences in Hotspot, first and second-line reception centers,

qualitative and quantitative contributions for advocacy,

update on attendance of institutional and partner’s meetings, follow up and recommendations,

8 days per month (8*16= tot 128 days)

2.Proactively engage with local authorities and stakeholders, analysing information and sharing with the Emergency team and programmes, which may include monitoring movement of population, situation of unaccompanied and separated children, accompanied children and their families as well as GBV risks for women and girls.

2. 64 weekly update of the transfers tracking matrix

2 days per month (2*16=tot. 32 days)

3.Facilitate coordination between stakeholders at local including through the facilitation of dialogue, to maximize complementarity of interventions and minimize duplication and hold/facilitate/participate in regular meetings and ad hoc with local stakeholders: UN agencies, CSOs, IPs, Prefectures, Border Police, Juvenile Courts, Social Services, Ombudsperson for children, and other stakeholders

3. 20 field missions (monitoring/capacity building/other)

7 days per month on mission (7*16=112 days)

4.Collect and share evidence to support the development of a context specific advocacy strategy and messages for both local and national authorities

4.Support at least 8 capacity building sessions to local stakeholders/Ips

 0.5 day per month (0.5 *16=tot: 8 days)

5.Support to data collection and reporting for donor and humanitarian reports and other cross cutting support needed to the Emergency team, including mutual back amongst team members

 

6.Support to the definition and provision of capacity building activities in person and in remote on the topics of CP, GBV, SBC, in coordination with programme staff and other UN and CSO organizations

 

7.Provide logistical support including for internal, media and donor missions

 

 

 

 

 

 

5.Produce 16 monthly reports of consultants’ activities, including:

-meetings held

-missions/field visits carried out

-capacity building sessions carried out

A total of 312 working days in 16 months period.

To qualify as an advocate for every child you will have… 

  • Master’s degree Social sciences, law, international relations, or other related disciplines.
  • Master (“Laurea Specialistica”) requirement can be substituted with a Bachelor degree and additional 2 years of relevant professional work experience
  • Minimum 5 years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring & evaluation, reporting;
  • Proficiency in written and oral English and Italian
  • Valid working permit in Italy, if non-EU nationality
  • Availability to travel in Italy
  • Driving licence type B for Italy

Assets:

  • Experience in emergency programmes implementation will be highly considered
  • Fluency (oral, written) in French will be highly considered, knowledge of other languages will be taken into consideration
  • Previous experience in UNICEF, UN or other IO will be highly considered
