AIIB’s Risk Management Department is responsible for the resolution of private loan, equity, and other financings (Nonsovereign-backed Financings or NSBFs) and the exercise of certain rights and remedies regarding NSBFs in close cooperation with the Legal Department (LEG). 

The Head of the Restructuring and Workout Unit will be responsible for leading the handling of potential problems and distressed assets, including the negotiation and implementation of workouts in the form of financial restructuring or other solutions to optimize financial outcomes and maximize development impact where possible, while mitigating reputational risk for AIIB. Where appropriate, AIIB favors going-concern solutions to enhance both recovery and impact. 

In addition to handling workouts and restructurings, the role will include: (i) participating in portfolio reviews to engage early in potential problem projects; (ii) sharing experience by participating in new product reviews, creating a repository of lessons learned, and training both incoming and seasoned staff; (iii) reviewing applicable internal procedures and guidance periodically in line with best Multilateral Development Banks and commercial banking practice; and (iv) supporting AIIB’s credit and investment review function. 

Responsibilities include but are not limited to:

  • Manage all aspects of workout situations of distressed assets, which includes the following: 
    • Carrying out an initial analysis of distressed AIIB investments, their financial structure and AIIB’s position (including collateral, third-party support, and any gaps or deficiencies);
    • Designing specific asset-specific restructuring and workout strategies with input from relevant AIIB departments to protect AIIB’s interests (including the trade-offs inherent in seeking to achieve AIIB’s recovery and restructuring goals); 
    • Recommending a course of action for approval in accordance with relevant AIIB procedures;
    • Implementing the restructuring and recovery efforts in accordance with approved workout plans with the goal of enhancing AIIB’s recovery (including a possible sale or, in case of collateral enforcement, asset disposition); and
    • Bringing together, coordinating, and working with other lenders and investors and, as needed and retained by AIIB and other lenders or investors, financial advisors and counsel.
  • Deal with potential problem cases before they reach a workout situation, including early identification through participation in portfolio reviews and cooperation with the Investment Operations departments.
  • Lead the exercise and pursuit of legal remedies regarding NSBFs through close collaboration with LEG to protect AIIB’s interests and ensure compliance with all applicable laws, including working with LEG and outside counsel acting for AIIB and/or other lenders in connection with the documentation and implementation of approved workout plans.
  • Coordinate and supervise senior workout specialists assigned to distressed AIIB investments. 
  • Identify likely reasons for the deterioration of AIIB’s investment and any emerging lessons and share experiences through participation in the review of new products and training of AIIB staff.
  • Periodically review the existing framework, procedures and guidance for workouts based on AIIB experience.
  • Support AIIB’s credit and investment review function.

Requirements:

  • Minimum 15 years of relevant experience in credit and portfolio management, of which minimum 10 years of restructuring and workout of complex projects in infrastructure and other productive sectors (including the financial sector), restructuring experience in Asia and other AIIB member regions is a plus. 
  • Thorough understanding of credit and restructuring and workouts (including judicial and non-judicial processes), preferably with application of relevant experience to new product development and internal process improvement. 
  • Exceptional analytical skills, sound judgment, keen attention to detail, and strong technical and problem-solving skills. 
  • Strong negotiation and transaction execution skills. 
  • Leadership experience in restructuring, workout and/or portfolio management gained from prior positions with international financial institutions or leading commercial banks is an advantage. 
  • Effective project and time management and interpersonal skills through demonstrated ability to work with others at all organizational levels within and outside AIIB to achieve effective results. 
  • Excellent written and oral communication skills in English. 
  • Self-motivated and able to deliver high-quality work within deadlines to meet restructuring and workout objectives. 
  • Demonstrated passion for working in a team environment internationally in developing countries and ability to travel accordingly; ability to manage and mentor others as required; 
  • High personal integrity and emotional intelligence, with demonstrated ability to handle sensitive matters in a discreet and responsible manner and to participate and contribute actively to a multicultural working environment; and
  • Advanced university degree (master’s degree or equivalent preferred) in finance, business, law, engineering or related field; CA/CPA/CFA certification a plus.
