How can you make a difference?
Background:
The National Institute of Statistics of Rwanda (NISR) was established in 2005 with a mandate to produce and disseminate official statistics to support evidence-based decision making and planning in the context of national, regional, and global development programs such as the Sustainable Development Goals (SDGs) and support the evaluation of the National Strategy for Transformation (NST1).
UNICEF and NISR have established a long-standing partnership to strengthen official statistics through the 3rd National Strategy for the Development of Statistics in Rwanda (NSDS) and of the priority interventions is to provide technical assistance in the national surveys’ preparation, data collection, report and dissemination.
In that context, the NISR administer a number of nationwide surveys mainly Demographic and Health Survey (DHS), Integrated Living Condition Survey (EICV), Labour Force survey, Agriculture Survey, and administering population and housing census, establishment census among others in order to inform progress towards the realization of national, regional, and global commitments, and development programs such as the Nation Strategy for Transformation (NST), Vision 2050, Sustainable Development Goals (SDGs) to list but a few.
In 2023/2024, NISR will conduct the seventh Integrated Household Living Conditions Survey also known as “Enquête Intégrale sur les Conditions de Vie des Ménages (EICV)”, to update socio-economic status including monetary and non-monetary situation of households in Rwanda.
To successfully implement its mandate and to ensure the quality of EICV data to be collected across the country, NISR requires capacity strengthening through the provision of a dedicated technical assistance (TA) to various phases of EICV administration.
It’s against the above background that UNICEF would like to hire an experienced international Technical Assistant consultant to support EICV data processing expert to support the development of data collection and data processing applications in CSPro using CAPI for the seventh Integrated Household Living Conditions Survey (EICV7) and the related analysis to produce various thematic reports such as the Rwanda Poverty Profile, Multiple Overlapping Deprivation Analysis (MODA) for children under 18 years old, the socio-economic activity report among others.
Purpose of Activity/Assignment:
- The Data processing expert will be based at the National Institute of Statistics of Rwanda (NISR) premises, under the overall guidance of the Director General of NISR.
- The overall responsibility of the Data processing expert is to provide the technical assistance to the NISR to maintain state-of-the-art scientific and internationally recognized standards throughout the process and to support national capacities in ensuring high quality data production, analysis, and dissemination.
- The Data processing expert will assist in the planning, organization, implementation, monitoring and evaluation of the data processing flow of surveys and censuses, data architecture, data transmission, data analysis and data archiving.
The Data processing expert will also serve as a key technical resource for the strengthening of the NISR capacity through training and technical support to national experts.
Key Tasks:
- Review EICV7 data processing plan, data processing infrastructure, data security, and data archiving.
- Assist NISR in setting up technical and infrastructure requirements for the collection, processing, and analysis of EICV7 data.
- Full preparation of an automated tabulation in batch to all EICV7 analysis tables.
- Develop a well-organized approach of data distributed computing for EICV7 thematic data.
- Prepare a comprehensive capacity development plan for all people involved in the EICV7 survey data processing and data analysis.
- The development of an automated tabulation in batch of selected EICV7 analysis tables and documentation.
- Ensure the data quality and data security of EICV7.
- Perform any other duty that may be assigned by the supervisor.
Deliverables:
- Developed data processing plan, and reviewed infrastructure and available protocol for data archiving framework and the EICV questionnaire fully integrated in data collection digital system.
- Computing methods for EICV7 are available and approved by the NISR management
- Developed Capacity building plan for all people involve in EICV7.
- Reviewed tabulation plan with NISR team of analysts
- Developed EICV thematic tables in batch including child labor data.
- Developed comprehensive EICV7 documentation.
- Ensured data quality throughout the collection and analysis of EICV7.
- Final report availabl
Duration and Reporting:
- The consultancy will be for 160 working days within 12 months.
- At NISR, the consultant will be supervised by the Deputy Director General in close collaboration with the Director in charge of EICV.
- At UNICEF, the consultant will be supervised by the Chief Social Policy.

Education:

Master's degree in in Information Technology, Computer Science, Data Science from a recognized University.
Knowledge/Expertise/Skills required:
- Minimum 8 years of relevant work experience in designing large scale households’ data collection (Census, EICVs, DHS, etc,) and statistical data processing activities; experience in census data processing in sub-African countries and in Rwanda would be an added advantage
- Advanced knowledge of Statistical and demographic analysis software such as CSPRO, IMPS, SPSS, STATA and familiarity with spreadsheet and database packages such as Excel, Access, REDATAM.
- Good working knowledge in various types of network environment such as LAN, VPN, WAN.
- Experience in providing technical assistance in integrating the CSPro data capture application into a new system across data processing management system or other applications of computer science, data science and /or capacity building of government systems;
- Ability to adapt to new environments and to establish and maintain good working relations with individuals from diverse cultural background.
- Extensive knowledge of the international standards in carrying out household-based surveys or censuses;
- Extensive knowledge of the international standards in carrying out surveys and censuses;
- Experience in the development of capacity building and data archiving support (data quality, survey/census management and data archiving activities) of public and private institutions.
- Ability to adapt and work under tight deadlines in a rapidly changing environment.
- Fluency in English is required. Knowledge of another official UN language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
