1. Project Background
The primary responsibility for the Treasury Consultant, Senior Advisor of Target Operating Model Design is to assist AIIB’s Office of the Treasurer (TRE) on the creation of an optimized operating model. TRE operations have grown in size and complexity, and new methods of working have been determined to be needed such that a new target operating model (TOM) must be defined. This Consultant will work in conjunction with the teams of TRE as well as other stakeholders within AIIB to ensure a flexible, scalable, yet robust TOM is designed and documented and receives necessary approvals.
2. Objectives of the Assignment
The objective of this assignment is to have a TOM fully designed including system and process requirements developed, workflow diagrams drawn, and necessary buy-in from all stakeholders through consensus during creation and final approvals from management and requisite governance bodies. Following this will be consolidation of this material into Requests for Proposals for the elements of the model (system, services, etc.).
3. Scope of Services
The scope of this engagement includes all treasury operations.
4. Consultancy Output / Deliverables
Specific responsibilities include, but are not limited to: - System requirements for a front-to-back treasury management system - Outsourcing proposal to define the services to be outsourced and the related decision-making support - Process requirements for outsourcing of the services decided to be outsourced - Workflow diagrams of all treasury processes included in the system and outsourcing requirements - Writing Requests for Proposals for system(s), services, and other elements needed as identified during TOM design. - Other related outputs as assigned.
5. Implementation Arrangement
Preference is for the Consultant to work from AIIB's headquarters in Beijing, but remote work will be considered. If not entirely onsite, travel to HQ will be required for portions of the assignment (requirements gathering, presentations to management, etc.).
6. Support to the Consultant by the Bank
All IT and other tools necessary to perform the role will be provided.
7. Knowledge Transfer and Training
Knowledge transfer will be expected at time of delivery of the outputs.
Qualification Requirement
Qualifications include: - At least 15 years of years of relevant experience with multilateral development banks and/or large-scale financial institutions in treasury departments with at least 3 years at a senior level - A large portion of that experience should be in business transformation related to treasury processes (systems on/offboarding, provider on/offboarding, current/future state analysis, TOM design, TOM operationalization/realization) - In-depth understanding of treasury products and the internal and market-facing processes required to trade those products - University degree preferred although direct work experience at a senior level will be taken in place of a degree - Strong experience in project management with project management certification a plus - Ability to adhere to strict deadlines and motivate teams to achieve the same - Capability to work with and present to senior levels of AIIB (Treasurer, CFO, vice presidents) - Independent, reliable, able to collaboratively work across teams - Fluency in English, oral and written
