SAFETY AND SECURITY ADVISOR (Ukraine)
Mission
Geneva Call is a neutral and impartial non-governmental
organisation dedicated to promoting respect for international humanitarian
norms in armed conflict and other situations of violence. Geneva Call’s mission
is to ensure that armed groups and de facto authorities (AGDA) respect
International Humanitarian Law and basic humanitarian principles in the areas
where they fight or they control.
Geneva Call consists of many diverse nationalities,
cultures, languages and opinions. Geneva Call is an inclusive working

In Ukraine, Geneva Call has launched a multiyear program to
answer to the current situation aiming in the short term to build IHL knowledge
among all parties involved in the conflict; and over the middle-long term to
leverage policy development and enforcement of norms related to the protection
of civilians and public infrastructure and negotiating humanitarian
access. Overall, Geneva Call aims to develop humanitarian engagement with
armed parties and communities as a means to create space for dialogue on the
protection of civilians. Geneva Call works in the whole territory of Ukraine.
Role
The purpose
of this role is to provide comprehensive safety and security support for the
Geneva Call office(s) and staff in Ukraine. This entails the consistent
development and review of internal standard operating procedures (SOPs),
delivering training, and maintaining the security infrastructure to ensure the
well-being of the staff.
Core responsibilities
Implementation Support
·Development, review, and update of internal SOPs
to ensure they are in line with Geneva Call's regulations and the changing
dynamics on the ground.
· Facilitate the implementation of SOPs and
provide regular updates and improvements based on the evolving operational
context and feedback from the staff.
·Liaise with the program teams and other
stakeholders to ensure that SOPs are understood, adhered to, and effectively
put into practice
Advisory Services
·Conduct regular site assessments to evaluate the
safety and security measures in place and provide constructive recommendations.
· Monitor and analyze security situations in
real-time, providing updates on potential threats and suggested precautions.
· Compile and submit detailed security
reports to higher management, maintaining utmost data confidentiality and
accuracy.
·Support context analysis requirements, which
includes the situation reports (sitreps), stakeholder mappings, and other
essential operational and programmatic analytical functions.
Training and Capacity Building
·Design and deliver safety and security training
programs for existing staff, promoting a culture of security awareness and
preparedness.
· Identify training needs and formulate
strategies for individual and group capacity building.
·Provide on-going mentorship and support to
staff, building a resilient team capable of managing security threats and
emergencies
Organizational Liaison
·Collaborate with other departments and liaise
with local safety and security stakeholders to ensure maximum security
efficacy.
·Attend inter-agency security meetings,
representing Geneva Call and staying updated on prevalent security issues.
·Manage the security budget, ensuring efficient
allocation and usage of resources.
Security Crisis Management
·Adapt Geneva Call crisis management protocols to
the local situation.
·Act as a key member of the Crisis Management
Team so that safety policies and procedures are implemented.
·Any other tasks requested by the Country
Director limited to the scope of the position
Required
qualifications

·Bachelor's degree in a related field. Advanced degree preferred. ·A minimum of 5 years' experience in a similar role, with strong preference for those with field experience in Ukraine. ·Comprehensive understanding of the humanitarian context in Ukraine. ·Excellent communication skills, both written and verbal. ·Proficiency in English and preferably Ukrainian. ·Proven ability to develop and implement effective and realistic SOPs, plans, and strategies. ·Demonstrable training and capacity-building skills. ·Ability to conduct and produce high-quality safety risk assessments (SRAs) ·Proven ability to develop and implement effective and contextualized protocols and systems Personal skills ·Demonstrated ability to thrive in a matrix
management environment. Developed interpersonal and communication
skills including influencing, negotiation and coaching.
