Partnership Officer / Senior Partnership Officer - Special Funds

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. The Operational Partnership Department (OPD), under the Vice Presidency, Policy and Strategy, is responsible for managing and coordinating the operational partnerships between AIIB and relevant multilateral organizations, fora and stakeholders, administering the Bank’s Special Funds resources including performing the role of Implementing Partner of selected partnership facilities, as well as managing the Bank’s engagement with regional coordination mechanisms, with the objective of building relationships that can mobilize additional resources for AIIB’s investment operations. The Special Funds team under the OPD department is responsible for the management of AIIB’s Special Funds resources, comprised of funds received from contributors or external partnership facilities that are designed to serve the purpose and come within the functions of the Bank.

The Partnership Officer / Senior Partnership Officer will be responsible for managing various aspects of the AIIB’s special funds workstream, including leading the administration and management of specific special funds, including AIIB’s role as implementing partner in select external partnership facilities.

Responsibilities

The Partnership Officer / Senior Partnership Officer will be responsible for managing various aspects of the AIIB’s special funds workstream in AIIB’s Operational Partnership Department (OPD), including leading the administration of specific special funds. Responsibilities include (but are not limited to):

  • Support the Special Funds Team in providing strategic guidance and vision for the use of AIIB’s Special Funds, to help ensure consistency with the Bank’s mandate and core values and alignment with its strategies.
  • Lead/support the development of new AIIB Special Funds and the accreditation to relevant external bilateral and/or multilateral financing facilities to advance AIIB’s Corporate Strategy.
  • Lead/support the development and updating of internal policies, strategies, operational guidance, and any other instruments required for the management and use of AIIB Special Funds and provide relevant training to staff.
  • Support the management of AIIB Special Funds Committee (SF Com) Secretariat, including preparation of the agenda and coordination with relevant teams on the conduct of the meeting, drafting of talking points for the SF Com Chair, and preparation of minutes.
  • Lead the development of a mid-term vision and framework for AIIIB mobilization and allocation of concessional resources, to support the implementation of the Bank’s Corporate Strategy.
  • Contribute to the knowledge capacity of the team by conducting research on the latest trend on topics related to special funds development/management, benchmarking with other MDBs, or conduct research to identify future opportunities in line with the Corporate Strategy.
  • Conduct/support the day-to-day management of AIIB Special Funds. This includes, but is not limited to: (i) working with relevant units within the Bank for the preparation of documents required for the approval of funding applications; (ii) monitoring the implementation of partner-funded projects; (iii) preparing regular progress reports and communicating results; (iv) conducting project-level fiduciary, implementation, and governance oversight; and (iv) supporting AIIB’s participation in the relevant governing bodies of the select partnership facilities, as needed.
  • Working closely with the OPD’s institutional engagement and resource mobilization teams, engage with and support AIIB investment operations teams to understand their resourcing needs and the ways in which AIIB Special Funds or other external resources can better support their goals and operations.
  • Provide mentoring and coaching to junior members of the team, including Associates, Analysts, consultants, and team assistants.
  • Support OPD and VPPS leadership in external engagement, operational insights, policy suggestions, and any other demands as requested.


Requirements

  • Minimum 5-10 years of relevant experience in working in similar assignments, with knowledge of the policies and operations of multilateral development banks or international financial institutions, including coordination with development partners and implementation of development projects.
  • Mature judgment and excellent interpersonal, communication, and diplomatic skills, including the ability to work with, and relate to, a wide range of stakeholder-donors, clients, and staff.
  • Ability to provide practical application of policy, financing, technical and operational knowledge to complete difficult assignments.
  • Ability to develop big-picture perspectives on a program level while paying attention to project-level details.
  • A strong team player with a proactive attitude and able to work independently.
  • Able to think innovatively and creatively.
  • Superior client orientation, with strong interpersonal, organizational and diplomatic skills, and able to work with all levels of staff, management, clients and partners; adept at identifying, coordinating and discussing program/project level issues with the Bank’s various departments and management.
  • Proven track record of working efficiently, under time pressure and in a multicultural environment.
  • Outstanding written and verbal English language communication and writing skills.
  • Minimum Master’s or equivalent degree in public policy, economics, business, management, finance or similar areas from a reputable university.
