Scope of Work:
Under the supervision of the PFP Foundation Partnerships team, the consultant will be responsible for performing the
following tasks:
To build on learnings coming out of a series of country and regional deep-dive strategy sessions being held in 2023 and 2024 focused on strengthening the UNICEF value proposition on highly programmatic Foundation partnerships conducted by PFP. There will be deep-dives in each region and a few significant country offices (potentially India, Nigeria, Ethiopia, Brazil).
To document how programme and partnership colleagues and country and regional level within UNICEF can (i) identify and present the trends in foundation partnerships and understand the Foundations audience, which is highly variable; (ii) develop new knowledge, skills, and behaviours for foundation partnerships to design, win, implement and monitor partnerships; and; (iii) work clearly and collaboratively with National Committees, PFP and across UNICEF as part of a wider architecture leveraging and delivering on foundation partnerships.
Translate and interconnect UNICEF’s value proposition into the training.
To organize a toolkit in a suitable agreed format and structure that allows it to be delivered, updated and utilized over time; including incorporated into UNICEFF systems (Agora, SharePoint, UNISON, etc.) where appropriate
The main overall output will be to deliver an interlinked capacity building and support package translating the above knowledge content into training curriculum including guidance and overview content on key topics and cases, and could include PowerPoint presentations on each core topic, tools for assessments, training quizzes, exercises, infographics, and similar training tools. The curriculum must have multiple modules, considering different actors and technical levels, and programmatic and partnership perspectives.

- Initial meeting with PFP team and other relevant stakeholders to align objectives and expectations
- Draft the project scope and objectives
- Draft detailed project plan, including roles and responsibilities, timelines and milestones
- Begin data collection and analysis
- Desk review of existing research, both internal and external sources and report on key findings
Deliverable 2 (1 Jan 2024 – 1 Feb 2024)
- Final project scope and plan
- Develop and conduct a needs assessment to understand current knowledge, skills, and gaps related to foundation partnerships
- Develop framework for collecting inputs from PFP team, programme and/or partnership colleagues
- Review and share key findings from ongoing country/regional deep dive(s), create final draft of strategy
Deliverable 3 (1 Feb 2024 – 1 Mar 2024)
- Review and analyze the results of the needs assessment
- Recommend curriculum structure and modules
- Identify key topics and case studies for inclusion
- Review and share key findings from on - going country/regional deep dive(s), create final draft of strategy
Deliverable 4 (1 Mar 2024 – 1 Apr 2024)
- Draft the content for the toolkit
- Create PowerPoint presentations for each core topic
- Develop training quizzes, exercises, and assessment tools

Deliverable 5 (1 Apr 2024 – 1 May 2024)
- Refine and expand the content based on feedback from stakeholders.
- Design infographics and visual aids for the curriculum.
- Incorporate the curriculum into a suitable format for delivery and future updates.
- Ensure compatibility with UNICEF systems (Agora, SharePoint, UNISON, etc.).
- Review and share key findings from on - going country/regional deep dive(s), create final draft of strategy
Deliverable 6 (1 May 2024 – 1 Jun 2024)
- Begin testing the curriculum and toolkit with a small pilot group.
- Review and share key findings from on - going country/regional deep dive(s), create final draft of strategy
Deliverable 7 (1 Jun 2024 – 1 Jul 2024)
- Conduct pilot training sessions using the developed curriculum and toolkit.
- Collect feedback from pilot participants and trainers.
- Revise and refine the curriculum and toolkit based on pilot feedback.
- Finalize PowerPoint presentations, training quizzes, and other materials.
- Review and share key findings from on - going country/regional deep dive(s), create final draft of strategy
Deliverable 8 (1 Jul 2024 – 1 Aug 2024)
- Create comprehensive documentation for trainers and users.
- Review and finalize all training materials.
- Ensure interconnectivity of the curriculum and toolkit components.
- Develop a plan for ongoing updates and maintenance.
- Review and share key findings from ongoing country/regional deep dive(s), create final draft of strategy
Deliverable 9 (1 Aug 2024 – 1 Sept 2024)
- Launch the capacity-building program within UNICEF.
- Potentially train a group of trainers within UNICEF on how to deliver the curriculum.
- Disseminate the toolkit to relevant stakeholders.
- Monitor the initial rollout and gather feedback for further improvements.
- Review and share key findings from ongoing country/regional deep dive(s), create final draft of strategy
Deliverable 10 (1 Sept 2024 – 1 Oct 2024)
- Ensure the finalization all deep dive strategies
- Ensure final quality assurance and review processes for all training materials and the capacity toolkit
To qualify as an advocate for every child you will have…
Education:
- An advanced university degree is required in the area of public policy and administration, and governance, social sciences or related, preferably with a focus on institutional capacity development, changing mindsets, and behavioral insights.
- Alternatively, a first level university degree with additional two years of work experience may be taken in lieu of a master's degree.
Experience:
- A minimum of five years of established capacity development experience, including the development and leading the delivery of training contents and programmes.
- Experience in conducting research with excellent understanding and overview in the area of partnerships and fundraising, public administration, and/or capacity development is highly desirable.
- Experience in the design and implementation of academic/trainings courses in the areas of partnerships and/or programming is highly desirable.
- Proficient in the use of all Word Office programs, incl. PowerPoint, and proficiency with internet research tools.
Language:
- Fluency in verbal and written English is required.

Remarks:
Please indicate your all-inclusive (lump sum) fees in USD against the deliverables listed above. If there is a need for business travel, the travel cost will be covered by UNICEF separately. The office selects the individual based on best value for money.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
